If Google Play says “More testing required to access Google Play production,” the problem is usually test sufficiency or tester engagement—not a policy violation. If the notice says “App rejected,” check the specific policy issue in Play Console instead. The fix depends on which outcome you received.
First, identify which kind of rejection you received
Google Play uses different review outcomes for a closed-test application and for policy enforcement. Read the notice in Play Console before changing your testing plan: adding testers will not resolve an identified policy violation, and changing app code alone will not demonstrate meaningful testing.

Google describes an app rejection as a policy or agreement issue, and says not to use review as a way to discover problems. Its app-testing requirements also make clear that developers are responsible for checking policy compliance before applying for production access.

The requirement applies to personal Google Play developer accounts created after November 13, 2023. For those accounts, Google requires at least 12 testers to remain opted in continuously for at least 14 days before the developer can apply for production access. At least 12 must still be opted in when the application is submitted. This rule should not be generalized to every account type.

Continuity matters: if a tester opts out and later opts back in, that tester must complete a new consecutive period for the days to count. The 12-tester minimum and 14-day period are necessary conditions, not a promise of approval.
Google’s guide to internal, closed, and open tests describes internal testing as optional and useful for early checks. A closed test is required before applying for production access; open testing becomes available after production access. After publishing a test, the first link may take several hours to become available. Participants need a Google or Google Workspace account to join.

Why 12 testers for 14 days may not be enough
Google may require more testing if fewer than 12 testers remain opted in or if engagement is insufficient. In the production-access application, Google asks about whether testers used available features, whether their use resembled expected production use, how feedback was collected, and what they said. It also asks developers to summarize that feedback, describe changes made in response, and explain how they decided the app was ready.

- How participants were recruited and what instructions they received.
- Which important features testers used, and whether their use was representative of expected users.
- What feedback or defects testers reported, and how feedback was collected.
- What you changed—or why a reported issue did not require a change.
- How you assessed the app’s audience, value, stability, and readiness for production.
Google says these application answers are not displayed publicly on Google Play. Be specific and truthful rather than presenting a generic assurance that the app is ready.
How to respond to “More testing required”
- Check tester continuity. Confirm that at least 12 testers are still opted in and that each has completed 14 consecutive days. Account for anyone who opted out and rejoined.
- Make the test purposeful. Give participants clear tasks that exercise meaningful app features, and provide a straightforward way to report feedback and problems.
- Act on findings. Review reported bugs and usability issues, make appropriate changes, and use updates to gather further feedback where useful.
- Keep a factual record. Track what testers tried, what they reported, and what you changed. Use this record to answer the production-access questions accurately.
- Apply again with evidence. Explain how testing resembled expected production use, summarize feedback and resulting changes, and state how you determined the app was ready.
Google’s publishing guidance says production-access reviews usually take seven days or less, though they can take longer. A request for more testing means you should continue testing; repeating a passive 14-day period does not guarantee access.

How to respond to a policy rejection
Open the app’s Policy status page in Play Console and use the notice to identify the specific policy or Developer Distribution Agreement issue. The remedy depends on that finding; there is no universal policy fix. Google’s policy-status guidance distinguishes these outcomes:
- Rejected: The proposed change was not accepted; the last successfully published version remains available.
- Removed: The app is unavailable until you submit a compliant update.
- Suspended: The app is no longer available, and an appeal option may be available.
Fix the violation identified in the notice before resubmitting; do not republish an unchanged, non-compliant version. Before applying for production access, review the app’s content and features, monetization, target audience and content rating, functionality, and working review credentials if authentication is required. Google warns that submitting a non-compliant app for reviewers to identify issues can lead to rejections, delays, and longer appeal processes.

Before you submit again
- Confirm whether your account is a personal account created after November 13, 2023.
- For an in-scope account, verify 12 testers are currently opted in and each has completed 14 uninterrupted days.
- Make sure participants had a clear way to exercise app features and send feedback.
- Prepare concrete answers about tester activity, feedback, changes, and your production-readiness decision.
- Review policy compliance, audience and content-rating settings, app functionality, and any required login credentials.
- Match your response to the notice: improve evidence and test practices for a testing outcome; fix the named violation for a policy outcome.
Third-party testing companies can be one way to recruit participants, but they do not guarantee approval and are not endorsed or controlled by Google. Google recommends considering personal and professional networks; the Google Play Developer Community guide discusses third-party recruitment as secondary guidance.
