Google Photos’ “movie maker” is its Highlight videos feature: Google says highlight videos replace movies on photos.google.com. Separately, a redesigned editor gives users more direct control over existing clips, while Photo to video animates a still image and Video Remix applies AI-driven styles to a clip. These are different tools, with different inputs and availability.
What changed in Google Photos
Google Photos’ video tools have expanded in stages, not as one new movie-making app. On December 9, 2025, TechCrunch reported a redesigned editor and highlight-reel templates. The reported editor brings clips and other content into a universal timeline, adapts the canvas, and lets users add music and text to one video. TechCrunch said the redesign was available on Android and iOS and would become Android’s default video-editing tool; templates were then rolling out on Android. Other tools address different jobs. Highlight videos assemble photos and video clips into a montage. Photo to video adds generated motion to a still image. Video Remix restyles an existing video clip using a template.

How to make a movie in Google Photos
On photos.google.com, Google calls the feature Highlight videos, not movies. Google Photos Help says you can start with a suggested subject—such as a person, place, theme, or date—or choose photos and videos yourself. In the web editor, you can change the music, reorder clips, and remove clips. The exact on-screen flow can vary as Google updates the product.

On mobile, look for Highlight videos in the Create area of Google Photos. Google’s September 2025 description of the Create tab grouped Highlight videos with Photo to video, Remix, Collage, Cinematic photos, and Animations. Google’s Create tab announcement
Where to find the upgraded video editor
For edits to an existing video, open the clip in Google Photos and look for its editing controls. The December 2025 redesign was reported to add a timeline that shows clips and other content together, an adaptive canvas, and options to add music and text. TechCrunch reported that it was available on Android and iOS, with Android set to make it the default video-editing tool. Because this account comes from TechCrunch rather than a directly retrieved Google announcement, treat the timing and rollout as reported details, not a guarantee that every device has the same editor today. What Photo to video does—and what its launch details mean
Photo to video generates motion from a still image; it is not a tool for editing an existing recording. Google’s July 23, 2025 announcement described a U.S. rollout on Android and iOS and six-second clips, with “Subtle movements” and “I’m feeling lucky” choices. Those are launch details from 2025, not a promise of current worldwide availability or a current output specification. In September 2025, Google said it was upgrading Photo to video with Veo 3 and described limited daily generations for ordinary Photos users, with more for Google AI Pro and Ultra subscribers. Who can use Video Remix?
Video Remix is for restyling an existing clip, not creating a montage or animating a still. Google’s July 8, 2026 announcement describes template-led effects including cinematic relighting, background replacement, watercolor, raw sketchbook, and oil painting. Google says the feature is powered by Gemini Omni and began rolling out to eligible Google AI Plus, Pro, and Ultra subscribers in select countries.
