Google was not ordered to sell Chrome or Android. The U.S. Department of Justice proposed a Chrome divestiture in March 2025 and sought restrictions on Google’s use of Android, including possible later Android divestiture. The court’s December 5, 2025 final judgment instead imposed six years of distribution, data-sharing and search-syndication remedies, while preserving limited authority to consider additional structural relief if those measures fail or are circumvented. As of September 28, 2026, implementation and appeals remain unresolved.

What the DOJ proposed on March 7, 2025

Chrome divestiture was a requested structural remedy

The DOJ’s revised proposed final judgment asked the court to require Google to divest Chrome, including the assets and services needed to complete a sale. Divestiture would have separated the browser from Google’s search business rather than merely regulating how Google distributed it.

That language described the government’s requested remedy, not an order that was already in force. The court ultimately chose a different package.

Android restrictions and a possible fallback sale

The proposal also sought to stop Google from giving its own search products preferential access through related products such as Android. It included contingent authority for Android divestiture if the initial remedies proved inadequate or Google circumvented them. The proposal therefore put Android on a possible escalation path, not on an automatic sale timetable.

What the court ordered instead

No immediate Chrome or Android sale

The court announced its remedies on September 2, 2025, and entered the final judgment on December 5, 2025. Neither document requires Google to sell Chrome, and neither orders an immediate Android divestiture.

Limits on distribution agreements

The judgment restricts specified exclusive contracts involving distribution of Google Search, Chrome, Google Assistant and Gemini. It bars certain conditions that tie application licensing or revenue-share payments to placing or maintaining Google products. It also prevents covered agreements from prohibiting partners from distributing competing general-search, browser or generative-AI products.

Search data and syndication obligations

Google must share specified search-index and user-interaction data with qualified competitors. The judgment also requires search and search-text-ad syndication. These provisions are intended to give competitors access to inputs and distribution opportunities that the government said Google had controlled through its contracts and ecosystem.

Six years of oversight, with conditional structural authority

The judgment runs for six years and creates a Technical Committee to assist with monitoring and implementation. It preserves the possibility of additional structural relief, including Android divestiture, if the remedies do not restore competition as intended or if Google attempts to evade them. That is conditional authority, not a scheduled sale.

Proposal versus final judgment

Issue DOJ revised proposal Signed judgment
Chrome Required Google to divest Chrome and necessary assets or services. No Chrome sale ordered.
Android Sought restrictions on Google’s use of Android and allowed contingent Android divestiture if remedies failed or were circumvented. No immediate Android sale; possible later structural relief remains available under stated conditions.
Partner contracts Sought to prevent preferential access and restrictive distribution practices. Restricts specified exclusivity, tying and competing-product prohibitions involving Search, Chrome, Assistant and Gemini.
Data and syndication Requested access measures as part of the proposed remedy package. Requires specified search-data sharing and search and search-text-ad syndication.
Implementation Would have relied on the court’s proposed-remedy framework. Uses a six-year term and a Technical Committee, with possible additional structural relief if the ordered measures fail or are evaded.

Why the DOJ says Google is a monopolist

In its September 2, 2025 release, the DOJ reproduced the district court’s finding: Google is a monopolist, and it has acted as one to maintain its monopoly. The statement is the court’s conclusion from its August 2024 search case opinion, quoted by the department.

The same DOJ release said Google accounted for approximately 90 percent of U.S. search queries “for years.” That is an approximate figure attributed to the department, not a current 2026 market-share measurement.

What “Google fires back” means legally

Google challenged the judgment through the appellate process rather than by obtaining an immediate reversal. Alphabet’s SEC filing reports that Google appealed in January 2026 and sought to pause some remedies. The DOJ and state attorneys general appealed in February 2026.

The DOJ docket lists a government response and cross-appeal brief dated July 28, 2026. The reviewed filings do not establish a later appellate decision, whether a stay was granted, or how the appeals will change the judgment. Until an appellate court rules, the final judgment remains the operative order, subject to implementation and any relief entered during the appeals.

Implementation status as of September 28, 2026

Technical Committee is being organized

Plaintiffs’ second status report, filed September 17, 2026, says all five Technical Committee members had been onboarded by June 15. The committee was still building its processes and organization, and the parties had submitted syndication templates for review. Google’s objections to those templates were due September 29.

Source-code access remains disputed

The plaintiffs’ report describes an unresolved dispute over a Source Code Agreement governing the committee’s access to Google source code and algorithms. Plaintiffs characterize that agreement as important to implementation and say negotiations and related access issues were continuing. Those statements are the plaintiffs’ account in a court filing, not an independent judicial finding that Google violated the judgment.

The September 18 conference is not yet established by the record reviewed

The September 17 report was filed before the September 18 status conference. It therefore cannot establish what happened at that conference. The available record likewise does not establish a later appellate ruling or a final resolution of the source-code dispute.

Android manufacturers and platform partners

Covered partners may face limits on exclusivity, tying conditions and restrictions on distributing competing search, browser or generative-AI products. Android itself was not ordered sold, but the judgment leaves a conditional route to additional structural relief if the initial measures fail or are circumvented.

Search competitors

Qualified competitors are entitled to the specified search-index and user-interaction data, along with required search and search-text-ad syndication. The practical scope depends on the judgment’s definitions, implementation templates and the Technical Committee’s monitoring.

Bottom line on the headline

“Google Must Divest Chrome” accurately describes the DOJ’s March 2025 proposal, not the remedy the court entered. The final judgment rejected an immediate Chrome or Android sale in favor of contract restrictions, data access, syndication requirements and six years of oversight. Android divestiture remains a possible future remedy only if the stated conditions are met, while Google’s and the government’s appeals and the implementation disputes are still unresolved as of September 28, 2026.

This search-remedies case should not be confused with the separate antitrust litigation over Google’s advertising technology business.
