Google’s Sexual content advertising policy prohibits ads involving underage, non-consensual, or other illegal sexual themes. It separately bars promotion of synthetic content generated or altered to be sexually explicit or to contain nudity. The policy specifically gives apps that claim to generate deepfake pornography as an example of prohibited promotion.

That written rule establishes Google’s stated standard, not whether a particular ad was served or how quickly a specific violation was caught. Google says serious policy violations may lead to account suspension when detected, without prior warning. The policy’s enforcement language does not by itself show when an advertiser was detected, whether an appeal occurred, or what action was taken in the episode reported by 404 Media.
Google’s stated coordination between Play and Ads
In an August 25, 2026 post, Google described its approach to harmful AI apps and said its Play and Ads teams coordinate to cut off advertising and monetization routes for apps suspended or removed for harmful content, including attempts to generate or monetize non-consensual intimate imagery. The company says it repeatedly reviews apps across their lifecycle and tests thousands of apps.

Ron Aquino, Google’s Senior Director of Trust & Safety for Chrome, Android, and Play, wrote: “Google Play’s policies prohibit the facilitation, creation, or distribution of non-consensual sexual content.” The post also says: “When an app advertises sexually-explicit or ‘nudifying’ capabilities on any platform – even if an app does not have these capabilities – we enforce in accordance with the Play App Promotion policy.”

What watchdog findings add to the picture
A separate April 2026 investigation by the Tech Transparency Project (TTP), released by the Campaign for Accountability, examined apps surfaced in searches and tested their capabilities. TTP reported finding 49 unique apps in Google Play through searches including “nudify,” “undress,” and “deepfake.” Across apps it identified in Google Play and Apple’s App Store, it said roughly 40% could render women nude or scantily clad in its testing.
TTP also reported that the apps it identified across both stores had 483 million downloads and more than $122 million in lifetime revenue, citing data compiled by a mobile analytics firm. Those figures combine apps across the two stores; they are not Google Play-only totals, and the revenue figure is app revenue—not an estimate of Google’s advertising receipts. TTP additionally described ad placements and search autocomplete steering. Its findings concern its own searches, tests, and identified app set, not the specific ads in the 404 Media report.

Why Congress asked Google about enforcement
On April 1, 2026, Senator Jon Ossoff wrote to Google seeking details about its policies and enforcement, including how the company identifies apps with nudifying features, how many employees work on identification, how user reports are handled, and which apps Google found and acted against. The letter is evidence of congressional inquiry, not a Senate finding or proof that Google answered those questions.
The letter cited advocate-research survey results: 16% of U.S. teenagers aged 13–17 surveyed said they personally knew someone targeted with an AI-generated deepfake image while a minor, and 11% said they learned deepfake nudes of themselves as minors had been shared or reshared. Those are survey-reported figures as described in the letter, not independently reviewed findings here. The letter is available from Senator Ossoff’s office.
