Use GitHub Issues when people need to see, discuss, and organize agent work alongside repository activity; use a database when your application must own structured runtime state; use a message queue when the main job is dispatching tasks to workers. These are different roles, not necessarily competing choices. A system can use an issue for human oversight, a database for authoritative execution state, and a broker to deliver work.

What each component is responsible for

Agent task tracking often combines three needs: a record people can understand, a reliable place for execution state, and a way to hand work to agents or workers. Choosing one tool to perform all three can be convenient, but the requirements are distinct.

  • Human-visible record: task description, discussion, ownership, links to repository work, and progress review.
  • Runtime state: machine-readable status, attempts, leases, timestamps, and application-specific coordination.
  • Dispatch: delivery of work to consumers that can process it.

Keep these roles separate when the workflow needs different guarantees or interfaces. The tools below can serve different layers of the same architecture; the available documentation does not establish one universally best design.

How the options compare

When GitHub Issues is a good fit

GitHub describes Issues as a way to track tasks and other repository work. Issues can be assigned, divided into sub-issues, connected through dependencies, and followed through notifications. GitHub Projects adds integrated views and filters over issue metadata. Together, these features make Issues and Projects a plausible planning layer when humans need to inspect and discuss agent work in repository context. GitHub’s Issues documentation and its Projects overview describe those capabilities.

Decompose work and show progress

GitHub’s planning guidance covers task lists and linked issues for breaking work into smaller pieces and reflecting completion. This can help a person review a larger task while keeping related work visible. It is a planning and tracking feature, not evidence that Issues acts as a message broker or guarantees exactly-once agent execution. See GitHub’s task-list guidance.

Connect software agents through the API

GitHub exposes REST API endpoints for viewing and managing issue assignees, comments, labels, and milestones. An agent integration can use those surfaces to update issue metadata or communicate progress, subject to its own authentication, permissions, and error handling. The API supports integration; it does not by itself define the agent’s execution-state model. See GitHub’s REST API documentation for issues.

When a database should own task state

A database is worth considering when the application needs structured operational state and queries that are not naturally expressed as issue metadata. The application can define its own schema and coordination rules, but then it also owns decisions such as how to represent attempts, retries, leases, failures, and recovery. Those requirements should be designed explicitly rather than assumed to come from the database.

PostgreSQL as a queue-like table

PostgreSQL documents a queue-like table pattern in which multiple consumers use row locking to claim work. The SKIP LOCKED option can avoid lock contention by allowing a consumer to move past rows locked by another consumer. PostgreSQL also warns that skipped rows create an inconsistent view of the data, so this behavior is intended for queue-like access rather than general-purpose queries. The caveat is explicit in the PostgreSQL 16 SELECT reference.

That pattern does not remove the need to decide how task state is modeled or how recovery works. It is a database-backed coordination option, not proof that a table is the right queue for every workload.

When a message queue should dispatch work

A message queue is centered on delivering task messages to consumers. RabbitMQ’s work-queue tutorial describes encapsulating a task as a message and sending it to a queue for workers to process. That is a different core responsibility from maintaining a rich planning view for people. The tutorial describes the work-queue role; it does not, by itself, settle where an application’s durable task history or human review should live. See RabbitMQ’s work-queue tutorial.

How to choose for an agent workflow

  1. Decide who needs to understand the task. If humans need discussion, repository links, ownership, and visible decomposition, evaluate GitHub Issues and Projects as the planning layer.
  2. Define which system owns execution truth. Identify the authoritative status, attempt count, lease or claim state, and recovery behavior. If those need application-specific structure or transactions, assess a database-backed model.
  3. Determine whether dispatch is a separate need. If tasks must be sent to consumers as messages, assess a message queue for that role and specify where status and history are recorded.
  4. Choose deliberately whether the layers are combined. A GitHub issue, a database record, and a broker message can represent related aspects of one task, but the system must define how updates stay consistent and what happens when one layer is unavailable.

No sourced benchmark or workload threshold establishes when one option outgrows another. The decision depends on the workflow’s human review needs, state model, and dispatch requirements, as well as the team’s capacity to operate the chosen coordination behavior.
