Protect AI-generated pull requests with the same layered controls you use for any code: require appropriate human review, run checks that match the repository’s real build and security workflow, and inspect every applicable branch rule and ruleset. GitHub documents an additional approval safeguard for certain Copilot pull requests, but it is not a universal detector or validation feature for code from every AI tool.

What branch protection can require

GitHub branch protection rules and rulesets can gate changes to protected branches. Depending on the repository’s plan and visibility, controls include required pull requests and approving reviews, required status checks, resolved review conversations, signed commits, linear history, merge queues, successful deployments, and restrictions on bypassing requirements, pushing, force-pushing, or deleting branches. Availability varies; check the current GitHub documentation for protected branches and rulesets against your repository’s visibility and plan.

These controls do not identify whether arbitrary code was written by AI, nor do they certify that a change is safe. A review requirement gives a person an opportunity to assess the change; automated checks enforce repeatable conditions you have configured.

Choose rules or rulesets, then inspect both

Classic branch protection rules

A classic rule targets branches by name or pattern and sets the protections for matching branches. It is a direct option when you want to define branch-specific requirements.

Rulesets

Rulesets support policies that can be layered and made visible to people with repository access. Organization rulesets can target multiple repositories on Team and Enterprise plans. Consult GitHub’s ruleset documentation for current availability and targeting details.

Do not treat either configuration screen as the whole policy. A branch can be affected by classic branch protection and rulesets at the same time. Applicable rulesets aggregate; where rules differ, the more restrictive version applies. Review every matching rule and ruleset, including who or what can bypass it, before deciding what a pull request must satisfy.

Set review requirements for meaningful human judgment

Choose an approval count and review behavior that fit the risk and review capacity of the project; GitHub’s controls do not establish one ideal number for every repository. Consider whether changes should require approval from a code owner, whether approvals should be dismissed after new commits, and whether the latest reviewable push needs approval from someone other than its pusher. These options are documented in GitHub’s protected-branch review settings.

Use review to evaluate intent, design, permissions, data handling, and whether the diff is appropriate—not merely whether checks are green. If AI assistance was used inside a person-authored pull request, that fact alone does not make it the same as a pull request opened under Copilot’s own identity.

Require checks the repository actually runs

Make required checks correspond to maintained CI and security workflows. A required check that no longer runs, is misnamed, or cannot report successfully can block merges without adding useful assurance. GitHub warns that duplicate job names across workflows can make status results ambiguous; keep check names unique. For rulesets, requiring branches to be up to date also requires a defined status check. See GitHub’s available rules for rulesets.

Security gates need deliberate configuration as well. Code-scanning merge protection may block a pull request when configured tools identify alerts, analysis is still running, or a required tool has not been configured. That behavior makes the gate meaningful only if the repository’s intended tools and policies are set up and maintained. Details are in GitHub’s code-scanning merge protection documentation.

What GitHub’s Copilot approval safeguard does

GitHub documents a specific extra-approval behavior for a Copilot pull request that is not attributed to a person—that is, one opened under the agent’s own identity. If the base policy requires at least one approval, GitHub requires one additional approval beyond the configured number. With zero approvals configured, the extra-approval behavior has no effect.

For rulesets, GitHub says the setting is enabled by default for new and existing rulesets, administrators can disable it, and the feature is in public preview and subject to change. For classic branch protection rules, GitHub says the additional approval always applies to qualifying Copilot pull requests. This is a Copilot-specific safeguard, not a setting that recognizes pull requests from every AI coding tool. If a person requests Copilot’s help on an existing pull request and the pull request remains attributed to that person, do not assume the own-identity rule applies.

Review bypasses and repository access separately

Check whether administrators, teams, users, or GitHub Apps can bypass a requirement, and whether the restriction is appropriate for your release process. A bypass may be necessary for operations, but it is also an exception to the merge gate; keep the exception list intentional.

Branch protections govern merging and branch operations. They do not by themselves prevent information exposure. GitHub notes that Copilot coding agent can access code and sensitive information, so repository permissions and access governance remain important alongside review and merge controls. A practical configuration checklist

  1. Confirm eligibility: Check repository visibility and plan to determine which branch protection and ruleset features are available.
  2. Map effective policy: Identify all classic branch protection rules and applicable rulesets; account for their combined effect and any bypass actors.
  3. Set review gates: Choose an approval count and options for stale approvals or approval of the latest reviewable push that suit the repository’s risk and review process.
  4. Select maintained checks: Require only CI, deployment, and security checks that the project runs, understands, and can keep reporting reliably. Make status-check names unique across workflows.
  5. Decide how to handle Copilot’s own-identity PRs: For rulesets, review the extra-approval setting and its current preview status; remember that classic branch protection applies the additional approval to qualifying Copilot pull requests.
  6. Reassess when workflows change: When CI, security tooling, repository visibility, plan, or GitHub’s documented behavior changes, verify that the merge gates still reflect the intended policy.
