Use GitHub Actions concurrency when your main need is to stop overlapping runs that touch the same resource—or to let fresh work replace stale work. Use a separate queue architecture when every item must be retained beyond Actions’ bounded capacity, or when you need application-level processing rules that concurrency groups do not provide.
What GitHub Actions concurrency does
Concurrency is a workflow- or job-level control. Runs or jobs assigned the same group do not execute simultaneously, making it useful for protecting a shared deployment environment or another resource from concurrent changes. It controls workflow execution; it is not, by itself, a general-purpose durable message queue. GitHub’s concurrency documentation describes the behavior and configuration.
Will GitHub keep every run?
Default behavior: one pending run, replaced by newer work
By default, a concurrency group can have one running run and one pending run. If another run for that group arrives while one is already waiting, the newer run cancels and replaces the pending one. This is useful when a newer commit makes an older CI check obsolete, but it is unsuitable when each run represents work that must finish.
Setting cancel-in-progress: true also cancels the active run when a newer run arrives. Use that for replaceable work, such as checks on frequently updated pull requests, where spending resources on an outdated run is undesirable. GitHub’s workflow concurrency concepts give outdated lint checks as an example.

Retaining more pending runs with queue: max
GitHub announced expanded concurrency queues on May 7, 2026. With queue: max, a group can retain up to 100 pending jobs or workflow runs. If the group reaches that limit, additional runs are canceled; this is a bounded queue, not unlimited retention. The setting cannot be combined with cancel-in-progress: true. Does queue: max guarantee exact FIFO order?
No. GitHub says queued runs are processed FIFO based on when each run started waiting on the concurrency group. It also warns that actual start times may vary, so ordering is not guaranteed. Do not rely on dispatch order or commit order as a strict business-level sequence. If a particular sequence is essential, choose an orchestration design with documented ordering semantics that satisfy that requirement.

Choose concurrency group names carefully
Concurrency group names are case-insensitive, and workflows in the same repository that use matching group names can affect one another. Include workflow identity in the group key when cancellation or queuing should be scoped to a particular workflow; use a shared resource key when all workflows that can change that resource must serialize together. GitHub also recommends a fallback for event-dependent values: github.head_ref exists for pull-request events, so a key using it can fall back to github.run_id for other event types. Examples: stale CI checks and shared deployments
Cancel obsolete pull-request checks
For a workflow where newer commits supersede earlier checks, make the group specific to the workflow and branch or pull-request reference, then enable cancellation of in-progress work. This prevents runs for separate branches from needlessly canceling one another while allowing outdated work on the same reference to stop.

Queue deployments to a shared environment
If every deployment to one shared production environment must wait rather than replace the pending deployment, give all runs that can alter that environment the same group and use queue: max. For example, following GitHub’s documented syntax:

When a separate queue is the better fit
Consider a separate queue or orchestration architecture if Actions’ concurrency behavior does not meet the workload’s requirements. Concrete reasons include needing retention beyond the 100-pending-run cap, application-managed retry policies, dead-letter handling, or strict business-level processing order. These are requirements to evaluate—not features established for any particular external product here. Define the required retention, retry, failure, and ordering behavior, then evaluate a platform against those requirements; GitHub’s concurrency documentation does not compare queue vendors.
