Infrastructure as code (IaC) means defining and managing infrastructure with code instead of manual processes. DZone Refcard #356, Getting Started With IaC by Samir Behara, recommends treating infrastructure like software: select tools that fit your engineering practices, make changes reviewable and repeatable, test them, and begin with a small, non-critical service.
The Refcard is a free PDF. Its Terraform walkthrough is a learning outline rather than a current product evaluation, so check today’s Terraform and cloud-provider documentation before applying its example syntax.
What IaC changes
Manual infrastructure work hides decisions in tickets, terminal history, and individual knowledge. IaC expresses those decisions as files that a team can review, version, test, reuse, and apply consistently. The expected benefits described by the Refcard are faster innovation, lower infrastructure risk, and closer collaboration; it does not provide measured effect sizes for those claims.
IaC is broader than writing configuration. A useful implementation also defines how code is reviewed, how credentials and state are protected, how changes are tested, who may approve them, and how policy and cost rules are enforced.

Choose an IaC approach that fits your team
The Refcard presents selection criteria rather than declaring one tool the winner. Evaluate a few candidates with a small, realistic project and record the trade-offs.

Do not assume that a tool supports every capability in this list simply because it appears in an IaC catalog. Confirm security, testing, policy, and provider features in the current vendor documentation.
Know where common IaC tools fit
The Refcard groups related tools by the kind of infrastructure problem they address. These categories overlap in real systems, so the table is a map, not a product ranking.

The Refcard describes Terraform as open source and platform agnostic, and names AWS, Google Cloud, Azure, and Oracle as examples of major cloud platforms. “Platform agnostic” does not mean that every provider behaves identically or that a configuration is free of provider-specific decisions.
A beginner Terraform workflow
The Refcard’s hands-on outline uses four commands. Treat plan as a reviewable proposal and apply as a change with real operational risk—not as a risk-free button.

Initialize the working directory
Run
terraform init. Terraform downloads the providers and modules declared by the configuration and prepares the directory for further commands. Review the provider and module sources before trusting them. -
Generate a plan
Run
terraform plan. Inspect the proposed creates, updates, and destroys. Check names, regions, network boundaries, access policies, encryption settings, and any replacement operations. Apply an approved change
Run
terraform apply. Approve only a plan that matches the intended change and the required controls. In an automated pipeline, use the reviewed plan artifact and narrowly scoped credentials rather than an interactive workstation wherever your operating model permits. -
Destroy only when appropriate
Run
terraform destroyfor a disposable environment after confirming that its data and dependencies can be removed. Do not use it as routine cleanup for shared or production resources.
The Refcard’s sample provider requirement is ~> 4.9 and its provider region is us-east-1. That is a version-specific teaching example, not a current recommendation. Provider syntax, resource behavior, and secure defaults change; verify them against current official documentation before copying the configuration.
Use modules to make patterns reusable
A module packages related resources and exposes deliberate inputs and outputs. Instead of copying a bucket definition for every environment, a team can maintain one pattern and supply environment-specific values.

The Refcard’s example creates AWS S3 buckets for development and live environments. A variable controls object-expiration days so the environments can use different retention behavior, and the example includes server-side encryption configuration. Conceptually, the call sites might provide values such as:

expiration_days = 365This excerpt illustrates the Refcard’s reuse idea; it is not a complete, current S3 implementation. Before deployment, confirm the current AWS provider resources, encryption and bucket-ownership settings, public-access blocks, lifecycle rules, state backend, and region requirements. Never place credentials in configuration files or commit state containing sensitive values.
What a useful module contract contains
- Inputs with types, descriptions, validation, and safe defaults—or no default when an unsafe choice must be explicit.
- Outputs that expose only values consumers genuinely need.
- Documentation describing ownership, supported environments, upgrade behavior, and destructive changes.
- Tests and examples that exercise the module without granting broad production access.
Test infrastructure like software
The Refcard distinguishes three complementary test levels:
- Unit tests: in-memory checks using mocks. They are fast and useful for validating branching, input validation, and rendered decisions without creating cloud resources.
- Integration tests: deployments into short-lived, ephemeral environments. They reveal provider behavior, permissions, networking, and interactions that mocks cannot reproduce; ensure the environment is cleaned up and cost-bounded.
- Security tests: checks incorporated into the workflow, such as detecting public exposure, weak encryption, excessive permissions, or unsafe network rules.
Use policy as code to express security, compliance, and cost governance as testable rules. A policy failure should explain what violated the rule and how to fix it. Keep policy enforcement close to pull-request review and CI/CD, while retaining an emergency path with audited, time-limited exceptions.

A low-risk adoption plan

Define success with stakeholders
Agree on outcomes such as reviewable changes, recovery time, auditability, deployment frequency, or reduced manual work. Define who owns the code, state, approvals, and incident response.

Inventory the current estate
Document manually provisioned and poorly documented resources, their dependencies, data sensitivity, owners, and acceptable downtime. Separate critical services from safe learning targets.

Evaluate a few candidates on a small project
Use the decision areas above rather than a feature-count comparison. Include a plan review, a test, secret handling, access controls, and a rollback or destroy exercise.

Start with a non-critical service
Choose a disposable or low-impact workload that still resembles real work. Keep the first state backend, credentials, and blast radius deliberately limited.

Import existing resources carefully
For resources created manually, map dependencies and ownership first, then import them using the current tool’s documented procedure. Review the resulting plan for accidental replacement, drift, and missing settings before any apply.

Integrate with established engineering practices
Store code in version control, require pull requests, run formatting and validation in CI, protect state, log approvals, and make production applies traceable. Expand the module and policy library only after the first workflow is reliable.
Common failure modes to avoid
- Copying an old example unchanged: the Refcard’s provider version and syntax are instructional and may be obsolete.
- Applying without a meaningful review: a plan can include replacement or deletion; inspect every material action.
- Putting secrets in code or state: use an approved secret-management and remote-state design, with least-privilege access and encryption.
- Choosing a critical first project: learn on a non-critical service before the workflow controls production infrastructure.
- Ignoring drift and imports: reconcile manually created resources and out-of-band changes before standardizing ownership.
- Building a module without a contract: unclear inputs, outputs, and upgrade rules turn reuse into hidden coupling.
