Start by identifying what you need to change; that determines the right tools and whether you need physical hardware.
Choose the workflow that matches your change
The development host and embedded target have different roles. The host runs the build tools and commonly the cross-toolchain; the resulting application or image is intended for the target. For Yocto, the project describes a workflow in which developers specify architecture, policies, patches, and configuration, then the build system fetches source, applies patches, configures and compiles components, packages binaries, performs checks, and produces a filesystem image. Most developers use a Linux host, according to the Yocto Project overview.

These are complementary workflows, not competing career paths. A project might use QEMU for early image checks, an SDK for application iterations, and physical hardware for board integration.
When to build or adapt the system
System development changes the platform on which applications run. Typical work includes selecting and configuring image contents, integrating a BSP, and configuring or modifying the kernel. With Yocto and OpenEmbedded, the build environment uses recipes and layers to describe software and platform changes. The Yocto Project overview describes Poky as a reference distribution and build example, rather than a product-level distribution.

Layers group related build instructions and help keep customization and collaboration manageable. A BSP layer can carry board-specific configuration and components; other layers can organize software or policy changes. As the Yocto Project puts it, “The Layer Model simultaneously supports collaboration and customization.” The current compatible layers page explains the role of layers and BSP and software components.
Choose this route when your change affects the OS image, kernel, drivers, boot integration, or other platform-level behavior. It involves more than compiling an application: the build must produce a stack suited to the target, and board-specific work requires corresponding platform support.

When an SDK or pre-built toolchain is enough
If the target already has a suitable Linux stack and your work is user-space software, an SDK or target-specific cross-toolchain can let you build on the host without rebuilding the entire platform. The SDK supplies tools and a target-side development environment, including the sysroot against which the application is built. Yocto supports standard and extensible SDK workflows for application development inside or outside the Yocto development environment, as described in its Development Manual 2.1.3.
The same older manual says a pre-built-toolchain approach works well for a small number of relatively isolated applications. Treat that as a workflow distinction, not a current setup recipe: the manual is explicitly for Yocto 2.1.3, and its detailed commands and host requirements are release-specific. For a current project, use documentation that matches the Yocto release and target stack you are actually using.

- Use the SDK that corresponds to the target image and software stack.
- Revisit the platform build when an application change requires new libraries, kernel support, or image composition changes.
- Keep host-built application output compatible with the target architecture and runtime environment.
What QEMU can and cannot tell you
QEMU can run and test images and applications without physical hardware when the relevant architecture and machine are supported. The Yocto Project’s Development Manual 2.1.3 describes QEMU as useful for running and testing images and applications on supported Yocto Project architectures without having actual hardware.
Emulation is only representative of the machine model being emulated. For example, the QEMU Arm system emulator documentation says an Arm machine must be selected with the -M or --machine option; there is no default. Its virt machine “doesn’t correspond to any real hardware and is designed for use in virtual machines.” A generic virtual board can therefore help with generic Linux and image work, but it does not reproduce the quirks of a particular physical board. Do not treat an emulated run as validation of board-specific peripherals, electrical behavior, or timing.

When you need the actual board
Use the real target when the task depends on actual hardware: for example, BSP integration, drivers, boot behavior, or peripherals that the selected emulator does not model. The board should fit the software and deployment workflow, not just be easy to buy. Before choosing one, check:
- Its processor architecture and support in the intended build system.
- Whether a suitable BSP and maintained software support exist for the relevant versions.
- Whether it includes the peripherals and interfaces your project needs.
- How you will deploy software and connect for debugging or recovery.
There is no universally suitable board established by these criteria. If none of your current tasks depend on board-specific behavior, QEMU may be a reasonable way to begin; acquire hardware when your requirements call for it.

A practical way to combine the models
- Classify the change. If it changes the kernel, image, drivers, or board integration, begin in the system build environment. If it is a user-space app for an existing stack, begin with the matching SDK or toolchain.
- Check the target match. Confirm architecture, libraries, and software-stack compatibility before building or running the application.
- Use emulation where it represents the target. Select a supported QEMU machine and use it for the image or application checks it can model.
- Move to physical hardware for board-dependent questions. Test on the actual board when peripherals, boot behavior, drivers, or integration are part of the requirement.
- Keep release documentation aligned. Yocto commands and host requirements vary by release; use the manual for the project’s release rather than copying procedures from the older 2.1.3 manual.
