The description is specifically for the Update 2.0 police system; later game updates may affect implementation.
Where Payback and Watch Dogs fit
Need for Speed Payback
Payback is a good option if you want open-world driving chases with conspicuous pursuit elements such as Rhinos, helicopters and bait crates that start a chase. EA’s announcement is from 2017, so its mention of PlayStation 4, Xbox One and PC describes launch platforms, not a guarantee of current availability or edition support.

Watch Dogs may appeal if an urban open world and hacking are as important to you as the chase. Ubisoft’s page establishes that setting and premise, but does not substantiate how its police pursuit system works.
