Choose work profile on a company-owned device (WPCO) when employees need to use a company-owned Android device for both work and personal tasks. Choose Fully Managed when the device is work-only, requires organization-wide control, or will serve as a dedicated device such as a kiosk.

What is the difference between Fully Managed and WPCO?

The main difference is the device’s intended use and how much of it the organization manages. In WPCO, work and personal profiles coexist on a company-owned device, with most management policies aimed at the work profile. Fully Managed applies management to the whole device and is intended for work-only use. Google treats these as separate company-owned enrollment outcomes in its Android Management API provisioning guidance.

Google’s version thresholds and feature requirements are listed in its Android Enterprise feature list; verify the exact features and versions supported by the devices and EMM platform you plan to use.

When should a company choose WPCO?

WPCO fits an employee phone that the company owns but that the employee is also expected to use personally. It keeps corporate apps, data, and most management policies in a work profile, separate from the personal profile. Google describes this company-owned mode separately from a work profile on a personally owned device in its WPCO requirements.

What employees can expect

The personal profile is generally private from routine work-profile management, but it is not completely beyond company control. Administrators can apply selected restrictions, such as blocking particular apps in the personal profile, disabling the camera, or limiting how long the user can pause the work profile. Some policies may apply to the work profile alone or to the entire device. Google’s policy examples and provisioning guidance describe these boundaries.

Device deletion and device commands can affect the entire company-owned device. Employers should explain which controls they will use and what those controls mean for personal use before enrolling employees.

When should a company choose Fully Managed?

Choose Fully Managed when the device is intended only for work and IT needs broader, device-wide administration. Google says administrators can manage all apps and use the full range of Android Management API policies and commands on Fully Managed devices.

Dedicated and shared devices

Fully Managed can also be configured as a dedicated device, locked to one app or a small set of apps for a specific purpose. This makes it a fit for certain kiosk or single-purpose deployments. Dedicated devices use a userless enrollment option; a regular Fully Managed setup may instead require work-account sign-in.

How enrollment determines the mode

The enrollment configuration determines whether personal use is allowed and, consequently, which company-owned management mode is provisioned. Google documents the following token settings:

  • WPCO: the enrollment token allows personal usage.
  • Fully Managed: personal usage is disallowed, using PERSONAL_USAGE_DISALLOWED.
  • Userless dedicated device: use PERSONAL_USAGE_DISALLOWED_USERLESS.

For the selected mode, confirm both the Android version and the provisioning methods supported by your EMM. Google lists zero-touch, QR code, sign-in URL, and DPC identifier for WPCO. Fully Managed also supports NFC; sign-in URL is not suitable for dedicated devices. The available methods and requirements are described in Google’s provisioning documentation.

A practical selection checklist

  • Choose WPCO if employees need personal use of company-owned phones and the organization can meet its requirements with work-profile management plus selected device controls.
  • Choose Fully Managed if devices are work-only, IT needs whole-device management, or devices must be dedicated to one or a small set of apps.
  • Before rollout, check Android version, required feature support, EMM support, enrollment method, and whether setup requires a work-account sign-in or is userless.
  • For WPCO, tell employees which controls can affect the personal profile or entire device, and explain that device deletion and commands apply to the full device.
