Open protocols are giving enterprise AI agents common ways to connect to tools, data and one another. The key distinction is simple: the Model Context Protocol (MCP) connects an AI application to external resources and tools; Agent2Agent (A2A) connects one agent to another. Together they can reduce bespoke integrations and make systems more composable—but they do not supply enterprise identity, authorization, shared business meaning or operational safeguards by themselves.
What does “operating system” mean for enterprise AI?
Here, “operating system” is a metaphor for an interoperability layer: reusable conventions that let applications and agents communicate across vendors and frameworks. MCP and A2A can serve as connective infrastructure for agentic systems, much as standardized ports and network protocols let other software components work together. They are communication and integration protocols, not a literal replacement for Windows, Linux or enterprise application platforms.
The metaphor has limits. Protocols do not provide a kernel, make different organizations’ data mean the same thing, guarantee reliable behavior or remove the need for connectors, identity, authorization, monitoring, policy and human accountability. They standardize parts of how components communicate; the enterprise still has to decide what those components may do.
What is MCP?
The Model Context Protocol is an open-source standard for connecting AI applications to data sources, tools and workflows. Its specification describes a host application, MCP clients and MCP servers communicating with JSON-RPC 2.0 messages. In practice, an AI application can use an MCP server to expose resources, prompts or tools rather than relying on a separate, bespoke integration for every application-server pairing. MCP answers: What tools or context can this AI application access? It does not decide whether access is appropriate. The specification warns that “The Model Context Protocol enables powerful capabilities through arbitrary data access and code execution paths.” It places security responsibility on implementers, including consent, authorization and access controls.
What is the A2A protocol?
Agent2Agent (A2A) is an open protocol for agents to discover one another, communicate and delegate work across teams, products and organizations. Rather than exposing a tool to a model, A2A gives one agent a standardized way to interact with a remote agent, exchange task updates and receive results. The A2A project’s documentation describes its scope and current guidance.
A2A announced its first stable v1.0 release on 2026-03-12. The release describes multiple protocol bindings, version negotiation, multi-tenancy, signed Agent Cards and updated security flows. It also identifies breaking changes in interaction-protocol behavior, even though AgentCard evolution is described as backward compatible. An implementation’s use of “v1.0” therefore does not, by itself, establish that it is production-ready or compatible with every other implementation. What is the difference between MCP and A2A?

The shorthand is “vertical” tool-and-data integration for MCP and “horizontal” agent collaboration for A2A. The A2A project used that framing when it announced acceptance as a Growth Stage project at the Agentic AI Foundation on 2026-08-27. This is a useful way to think about their complementary roles, not a mandatory architecture. See the project governance announcement.

A common design pattern is to give an agent access to tools and context through MCP, then use A2A when it needs another agent to carry out a delegated task. For example, a customer-support agent might use MCP to retrieve an account record from an authorized system, then ask a billing agent to investigate a disputed charge over A2A. The protocols describe communication paths; the enterprise must separately define permitted actions, identity flow and responsibility for the final decision.
- Map the work. Identify the user request, systems of record, tools, agents and decisions involved. Decide which interactions are tool or data access and which require delegation to another agent.
- Choose the connection layer. Use MCP where an AI application needs a standardized interface to tools, resources or workflows. Consider A2A where one agent must discover and communicate with another.
- Establish identity and authorization. Specify whose identity is carried through each request, where permissions are checked, and whether the agent may act as the user or only as a service. Check controls at tool, agent and enterprise-application boundaries.
- Constrain sensitive actions. Require appropriate user consent for tool invocation and define which actions need approval, especially where tools can change data or execute code.
- Test interoperability and operations. Verify supported protocol versions, bindings, authentication flows and feature negotiation. Add tracing, evaluation, compliance checks and monitoring across agent and system boundaries.
- Verify deployment status. Confirm availability, region, tenant eligibility, supported clients and release status in the actual target environment; “supports MCP” or “supports A2A” is not a complete deployment specification.
Can agents from different vendors work together?
Open protocols are intended to make cross-framework and cross-vendor communication more practical by replacing some bespoke pairwise connectors with shared conventions. A2A is explicitly aimed at collaboration across teams, products and organizations, while MCP standardizes a way for AI applications to reach tools and context. That creates the possibility of more composable systems, not a guarantee that any two products will work together without configuration.

Adoption figures should be read with their source and date attached. The Linux Foundation reported more than 150 organizations supporting A2A in its 2026-04-09 announcement, up from more than 50 in April 2025. This is a project-host-reported supporter count, not an independent census and not a count of 150 production deployments. The announcement also described integrations and production usage areas; those statements are the Foundation’s, not evidence that every supporter has deployed A2A in production. Identity, authorization and consent
Trace which user or service identity is used from the agent through each tool or remote agent, and identify where authorization is enforced. MCP explicitly leaves consent and access control to implementers. An agent’s ability to invoke a tool should be no broader than the intended task requires.

A2A v1.0’s signed Agent Cards are intended to help verify agent identity and metadata before interaction. A valid signature is one trust input; it does not prove an agent’s claims, behavior or output are safe or correct. Set policy for which agents may be discovered, contacted and trusted with particular tasks.

Versioning and compatibility
Record the protocol version, supported bindings and negotiated features for each connection. Because A2A v1.0 includes interaction-protocol breaking changes, plan conformance testing and staged migration rather than assuming vendors will upgrade in sync.
Observability and accountability
Instrument agent handoffs and tool calls so operators can investigate what happened, evaluate output quality and apply compliance checks. Microsoft’s Azure framing discusses tracing, evaluation, compliance and observability as operational controls; this is vendor guidance, not independent evidence of service performance. Real product availability
Check the target product’s current release status and tenant-specific availability rather than inferring it from protocol maturity. Microsoft’s Copilot Studio documentation labels its MCP and A2A agent channels as preview and limits availability to early-release environments; rollout and tenant eligibility affect access. Are MCP and A2A production ready?
There is no single yes-or-no answer for every implementation. A2A’s v1.0 release is stable at the protocol-project level, but vendors may support different versions, bindings and security flows, and the release includes breaking interaction-protocol changes. MCP’s protocol capabilities do not enforce an organization’s security controls. A product channel can also remain in preview even when the underlying protocol has a stable release.
Assess readiness for the specific product, tenant, region and workload: confirm feature status and compatibility, validate identity and authorization, test failure and recovery behavior, and ensure operators can observe and govern the resulting workflow. The protocol name alone is not a production-readiness certification.
