There is no single best free HTML-to-PDF converter for every developer. Choose Playwright or Puppeteer when you need output from a browser-rendered page and print CSS; consider WeasyPrint for a standalone open-source renderer with documented PDF links and bookmarks. Treat wkhtmltopdf cautiously for new deployments, and evaluate hosted APIs separately for price, quotas, and data handling. No shared benchmark establishes one option as the fastest or most accurate, so test the templates your application actually generates.
Which free HTML-to-PDF converter should you choose?
Start with the rendering environment your documents need, not a universal ranking. Browser automation is a natural fit when your HTML depends on browser JavaScript or browser-based rendering. A standalone renderer or hosted service changes what you operate and how you integrate it; neither fact alone establishes output quality or total cost.
| Option | Best fit to evaluate | What the documentation establishes |
|---|---|---|
| Playwright | Teams already using Playwright or needing browser-rendered PDFs | page.pdf() returns a PDF buffer, uses print CSS by default, and offers controls for format, margins, backgrounds, ranges, headers and footers, and CSS page size. Playwright Page API |
| Puppeteer | Teams already using Puppeteer or a Chromium workflow | Page.pdf() uses print CSS by default; its guide documents a launch, navigation, and save flow and says PDF generation waits for fonts by default. Puppeteer PDF guide |
| WeasyPrint | Those seeking a free, open-source HTML-to-PDF renderer with documented PDF features | Its API documents text, raster and vector graphics, hyperlinks, bookmarks, and attachments; its reference warns that releases can change rendering. WeasyPrint API reference |
| wkhtmltopdf | Evaluation of an existing or legacy command-line workflow | The project describes an open-source LGPLv3 headless command-line tool using Qt WebKit. The cited project page is about 4.3 years old in the search index, so it does not establish current maintenance or modern browser compatibility. wkhtmltopdf project |
| PDF API | Teams considering a hosted REST conversion service | The provider describes HTML templates and JSON data input and advertises 500 PDFs per month free. This is a provider claim, not an independent measurement. PDF API |
| Adobe PDF Services | Teams evaluating a hosted service with documented SDK examples | Its page documents HTML-to-PDF conversion for static and dynamic HTML, ZIP, and URL inputs, with examples for Node.js, .NET, Java, and Python; the reviewed page does not establish a free allowance or pricing. Adobe HTML-to-PDF documentation |
“Free” can mean software with no license charge or a hosted plan with a usage limit. These are different cost models: local software still has an operating footprint, while hosted services require checking their current limits, charges, terms, and data handling.
How do browser-based converters handle CSS and JavaScript?
Playwright and Puppeteer generate PDFs through browser pages. Both document print CSS as the default media for PDF output. If the document should resemble its screen presentation instead, emulate screen media before calling the PDF method. This difference can change layout, colors, visibility, and pagination, so decide deliberately rather than treating a PDF as a screenshot of the page.

Playwright: generate a PDF buffer
The following Node.js example uses Playwright’s documented page API. Install Playwright and its browser as described in the official installation guide, then run it in an environment where that browser is installed. Save as make-pdf.mjs and pass the source URL as the first argument:
import { chromium } from 'playwright';
const url = process.argv[2];
if (!url) throw new Error('Usage: node make-pdf.mjs https://example.com');
const browser = await chromium.launch();
try {
const page = await browser.newPage();
await page.goto(url, { waitUntil: 'networkidle' });
const pdf = await page.pdf({
format: 'A4',
printBackground: true,
margin: { top: '15mm', right: '12mm', bottom: '15mm', left: '12mm' }
});
await import('node:fs/promises').then(fs => fs.writeFile('output.pdf', pdf));
} finally {
await browser.close();
}
This writes output.pdf. The selected A4 paper, margins, and background printing are example settings, not universal requirements. For screen-style rendering, call await page.emulateMedia({ media: 'screen' }) before page.pdf(). Other documented controls include page ranges, headers and footers, and preference for CSS @page size; consult the current API reference for exact option names and behavior.
Puppeteer: use its PDF guide flow
Puppeteer’s guide describes launching a browser, navigating to a page, and saving a PDF. Install the package and compatible browser according to the official installation guide. A compact Node.js version is:

- Use batch conversion to convert thousands of files at once.

import puppeteer from 'puppeteer';
const url = process.argv[2];
if (!url) throw new Error('Usage: node make-pdf.mjs https://example.com');
const browser = await puppeteer.launch();
try {
const page = await browser.newPage();
await page.goto(url, { waitUntil: 'networkidle0' });
await page.pdf({ path: 'output.pdf', format: 'A4', printBackground: true });
} finally {
await browser.close();
}
For screen media, use await page.emulateMediaType('screen') before generating the PDF. Puppeteer’s guide says PDF generation waits for fonts by default. As with Playwright, verify the actual output for your content, fonts, and page breaks; these documents describe capabilities, not comparative accuracy.
When is WeasyPrint a better fit?
WeasyPrint describes itself as free and open-source software for creating PDFs from HTML. Its API documentation specifically lists text, raster and vector graphics, hyperlinks, bookmarks, and attachments in generated PDFs. That makes its documented PDF capabilities worth evaluating when those features matter and browser automation is not a requirement.
Build a representative sample before adopting it: include the CSS, fonts, assets, links, and page structures present in production. The WeasyPrint API reference warns that a new release can change rendering for some documents even if the API remains stable. Keep expected PDFs or visual checks as regression fixtures and compare output when upgrading.

Should you use wkhtmltopdf for a new project?
wkhtmltopdf is described by its project as an open-source LGPLv3 command-line tool that renders using Qt WebKit and runs headlessly. That description can help teams understand an existing workflow, but the cited project page is old in the search index. It does not establish current maintenance, current browser compatibility, or suitability for a new production deployment. Verify those points independently before choosing it for a new system.
When does a hosted HTML-to-PDF API make sense?
A hosted API can reduce the need for your team to run rendering infrastructure, but shifts the decision to the provider’s documented behavior, current quota and price, privacy terms, and workload fit. PDF API advertises a free allowance of 500 PDFs per month; confirm the current offer and conditions on its site before relying on it. Adobe’s documentation covers HTML conversion from static or dynamic HTML, ZIP, and URL inputs and gives SDK examples for Node.js, .NET, Java, and Python, but the cited page does not establish pricing or a free tier.

- Convert & Organize. Export PDFs to Word, Excel, or ePub, and organize files with ease.
- Read & Annotate. Enjoy intuitive reading modes and powerful tools to comment, highlight, and mark up PDFs.
- Create & Manage PDFs. Create new PDFs, combine multiple files, scan documents, and compress for easy sharing.

Before sending real documents to any hosted provider, review what input data it receives, how it is handled, and whether those terms fit your application. Check whether the service supports the input format and output controls you need, and validate the result using your own templates. Provider quota and capability claims are not independent tests of rendering quality or speed.
How should you compare converters for a production workload?
Test the rendering requirements
- Include pages that rely on JavaScript, modern CSS, external assets, custom fonts, and print-specific rules, as applicable to your application.
- For browser automation, test both print media and screen media if either may be used; print CSS is the documented default in Playwright and Puppeteer.
- Check page format, margins, ranges, headers and footers, backgrounds, links, bookmarks, attachments, and accessibility requirements against each tool’s current documentation. The cited documentation does not establish complete feature parity across tools.
Account for operations and data
- Local browser automation means operating browser infrastructure. Standalone renderers and hosted APIs have different integration footprints; the cited material does not quantify their total operating cost.
- For a hosted service, check quota, billing, terms, and data handling for the specific plan and region relevant to your deployment.
- Keep versions and configuration reproducible so rendering changes can be traced to a renderer, browser, font, or template update.
Use regression fixtures, not assumptions
Create a small suite of representative HTML inputs and compare resulting PDFs after changing the renderer or its version. Check text placement, page count, images, links, and page breaks. This matters especially for WeasyPrint, whose API reference explicitly warns that a release can change rendering for some documents. No independent comparative study cited here ranks these products by speed or fidelity.

Common HTML-to-PDF problems and fixes
- The PDF looks different from the screen. Browser PDF methods use print CSS by default. Check print styles and explicitly emulate screen media if that is the intended output.
- Background colors or images are missing. Enable print-background output where supported, then verify whether print CSS suppresses the relevant elements.
- Fonts or images are absent. Confirm that the renderer can access the referenced assets and that navigation or asset loading has completed before creating the PDF. Puppeteer’s guide says it waits for fonts by default; still check custom font loading in your real environment.
- Page breaks split content unexpectedly. Inspect the print stylesheet and page-size and margin settings. Test long and short content, not just a single sample page.
- An upgrade changes pagination or appearance. Compare against regression fixtures before rolling out the new renderer version. This is particularly relevant to WeasyPrint, whose API reference warns that some documents may render differently after a release.
- The hosted free allowance or terms do not fit. Verify current plan details and data-handling terms with the provider rather than assuming a published quota will remain unchanged or apply to your use case.
Frequently Asked Questions
Can I convert HTML to PDF without a paid API?
Yes. Playwright, Puppeteer, and WeasyPrint are documented options that do not require using a hosted conversion API; they differ in rendering architecture and deployment.
Does a free hosted allowance mean the API is free for production?
Not necessarily. Check the provider’s current quota, plan conditions, pricing, and data terms for your workload before depending on it.
Is wkhtmltopdf confirmed as actively maintained?
The cited project page does not establish current maintenance status. Verify current project activity and compatibility before adopting it.
