A secure network perimeter is a set of layered controls, not a single firewall rule set. Start with default-deny traffic rules and a DMZ, segment networks by purpose and sensitivity, protect management paths, and monitor traffic while extending access controls closer to applications and resources. These practices reduce exposure and help contain intrusions; they cannot guarantee that a network will not be compromised.

1. Filter deliberately and isolate public services

Begin with an inventory of legitimate network flows. For every permitted connection, document its source, destination, protocol, business purpose, and owner. Then build rules around those requirements rather than allowing broad access for convenience.

  • Use default-deny rules for both inbound and outbound traffic, allowing only required services, protocols, and destinations.
  • Log denied traffic so unexpected connection attempts can be investigated, and review permitted flows for rules that are no longer needed.
  • Use firewall capabilities and stateful inspection to enforce the policy. CISA’s Cross-Sector Cybersecurity Performance Goals recommends strict access controls for network traffic.

Place internet-facing services such as DNS, web, and mail servers in a demilitarized zone (DMZ), separated from the internal LAN and backend resources. Permit only the specific connections each service needs across the DMZ boundary. A DMZ limits direct paths into internal systems; it does not make an exposed server safe. Public services still need patching, least-privilege access, monitoring, and regular rule review.

2. Segment by function and sensitivity

A flat network can let an attacker or compromised device reach more systems than necessary. Divide the environment into zones according to what devices do and how sensitive their data or operations are. For example, user workstations, servers, guest devices, and infrastructure management should not automatically share unrestricted access.

Use VLANs and enforcement points together

Group devices with similar purposes into VLANs to create logical boundaries. VLANs alone do not enforce a complete security policy: use router access-control lists, stateful inspection, firewall rules, or suitable private VLANs to control traffic between zones. CISA’s network hardening guidance and #StopRansomware Guide describe segmentation as a way to limit communications and help contain an intrusion.

Give high-value and operational technology stricter boundaries

Where appropriate, place operational technology (OT) and other high-value systems in higher-security zones. Limit which devices can cross their DMZ or firewall boundaries, and allow only necessary, documented flows. Account for safety, availability, and operational dependencies when setting controls; an indiscriminate block can disrupt critical work.

Segmentation depends on the actual paths devices and processes can use. A host with connections to multiple zones, a misconfigured rule, or another bridging process can weaken the boundary. Map these paths and test that controls work as intended. CISA’s guidance on remote monitoring and management software also emphasizes the need to account for tools that can cross network boundaries.

3. Protect management and remote access

Administration traffic should not travel through the same unrestricted paths as ordinary production traffic. CISA recommends out-of-band management: a management network physically separate from operational data flow. Limit infrastructure-device management to that network, and prevent devices from using one another as lateral management paths where possible.

  • Do not expose device administration interfaces directly to the internet.
  • Inventory remote-management tools and authorize only those needed for business operations.
  • Require approved, controlled access pathways for administrators and remote support, and review their activity.
  • Where appropriate, block common remote monitoring and management ports and protocols at the perimeter. The right controls depend on the approved tools and environment; there is no universal port list.

These are recommendations in CISA guidance, not a claim that every organization is subject to the same agency-specific mandate. The design should reflect the systems being managed and the operational requirements for access.

4. Monitor flows and extend policy toward resources

Perimeter rules work better when administrators can see how the network is connected and how traffic moves through it. Maintain current, securely stored diagrams showing major networks, IP schemes, topology, dependencies, and third-party or cloud connections. Review firewall denies and allowed flows for unexpected paths, unnecessary exposure, and rules that no longer serve a documented purpose.

Apply controls closer to applications and data

A network boundary is only one layer of protection. CISA’s Zero Trust Maturity Model describes putting controls nearer applications, data, and other resources to augment network-based protections. That can help keep access decisions tied to the resource being protected rather than relying only on where a connection originates.

CISA’s 2025 planning guidance broadens microsegmentation beyond IP-based network rules, describing contextual policy enforcement at possible points such as hosts, applications, databases, operating systems, virtualization platforms, and dedicated network devices. In a July 29, 2025 release announcing Microsegmentation in Zero Trust, Part One: Introduction and Planning, CISA said: “Microsegmentation is a critical component of ZTA that reduces the attack surface, limits lateral movement, and enhances visibility for monitoring smaller, isolated groups of resources.” See the CISA microsegmentation planning guidance.

Zero trust is a complement and a path for extending policy, not a synonym for buying a firewall. The appropriate design depends on asset inventory, threat model, cloud use, performance constraints, OT safety, and the capacity to operate and maintain the controls.

How to compare perimeter designs or tools

Evaluate a proposed design against the controls it must deliver and the effort required to operate it. CISA’s guidance supports comparing these practical dimensions, but it does not establish a product ranking.

Design dimension What to assess
Control granularity Whether policies apply at a network boundary, between VLANs or zones, or at a host or application.
Visibility and logging Whether administrators can review denied and permitted flows and investigate unexpected connections.
Default-deny support Whether inbound and outbound traffic can be restricted to explicitly required flows.
Management-plane isolation Whether administration can be separated from production traffic and restricted to approved paths.
Identity and remote-access integration Whether access can be limited to authorized users and approved tools and pathways.
Operational fit and complexity Whether the organization can maintain rules, review logs, update diagrams, and troubleshoot the design.
Failure and misconfiguration impact How a control failure or incorrect rule could affect critical services and what recovery path exists.
