Fixed-window rate limiting can allow nearly twice its configured quota in a short interval around a reset. That boundary burst is real when adjacent windows each admit their full allowance—but it is not automatically a flaw. The key is whether the limiter’s window boundaries and burst behavior match the service’s goal.

What a fixed window guarantees—and what it does not

A fixed-window limiter counts requests during a defined interval and resets the count when that interval expires. It enforces a quota within each window; it does not guarantee that the same quota applies to every possible rolling interval.

For example, Microsoft’s ASP.NET Core 10.0 documentation shows a configuration allowing four requests per 12-second window. That is an illustrative configuration, not a measured traffic result. The documentation describes the counter resetting when the window expires: Microsoft Learn: Rate limiting middleware in ASP.NET Core.

How the boundary burst occurs

Suppose a limiter allows four requests in each 12-second window. A client sends four requests just before one window ends, then sends four more just after the next window starts. The limiter can accept eight requests in a brief span even though its configured quota is four per window. The exact result depends on request timing and how the implementation defines window expiry and reset.

This is the conventional fixed-window boundary-burst effect. Rate Control 4.1.1 explicitly warns that replenishing capacity at a new window can allow more than the configured capacity within a duration-sized interval that crosses a boundary: Rate Control 4.1.1: Fixed window.

So the myth is not that a fixed-window counter can produce a boundary burst; it can. The narrower misconception is that every fixed-window design must reset on a shared calendar boundary, or that every burst necessarily harms the service.

Calendar-aligned and per-client windows are different

Calendar-aligned windows

A calendar-aligned design uses shared boundaries—for example, a new window at the start of each minute. Clients close to that boundary can use allowance on both sides of the reset. If many clients share the same schedule, their resets can also coincide.

Per-client windows

A per-client fixed window starts when that client first makes a request, then resets after the configured duration. The rate-limiter-flexible project describes this approach as a flexible fixed-window algorithm: rate-limiter-flexible: Options. Its documentation argues that unsynchronized client traffic makes spikes less probable in typical use and that a reset burst may be appropriate for quotas. Those are design arguments, not empirical measurements of production traffic or impact.

Per-client anchoring removes a shared calendar reset; it does not remove replenishment. A client can still use its remaining allowance just before its own reset and its renewed allowance just after. Nor does it turn the quota into a rolling-interval guarantee.

Choose the limiter for the constraint you need

“Rate limit” can mean different things: a per-period allowance, smoother request flow, a tolerated burst, a cap on simultaneous work, or protection of aggregate capacity. Microsoft documents fixed-window, sliding-window, token-bucket, and concurrency limiters, and advises considering the cost of the endpoint: ASP.NET Core rate-limiting middleware documentation.

Approach Useful when What to check
Fixed window You need a quota within discrete periods, such as a reset-based allowance. Whether a burst across adjacent windows is acceptable; shared versus per-client window anchoring.
Sliding window You need a limit evaluated across moving time intervals rather than only within calendar-like buckets. The implementation’s exact rolling-window semantics and state requirements.
Token bucket You want to control the rate while allowing some configured burst capacity. How quickly tokens refill and how much burst capacity the bucket permits. It does not inherently prevent bursts.
Concurrency limiter You need to cap simultaneous in-flight work rather than requests over a time period. Whether requests are rejected or otherwise handled when the in-flight limit is reached.

These approaches are not interchangeable. A request-count quota may be suitable for a usage plan while doing little to constrain expensive simultaneous operations. Conversely, a concurrency cap controls work in progress but does not set a total number of requests over a minute. Microsoft distinguishes concurrency controls from time-based request limits in its guidance: ASP.NET Core rate-limiting middleware documentation.

When a boundary burst is acceptable

A reset-based daily allowance may intentionally let a user spend the remaining quota shortly before reset and receive a fresh allowance afterward. In that case, a boundary burst is a consequence of the policy, not necessarily a defect. The decision should be based on the service’s promise: if the rule is “N requests per fixed window,” the behavior may fit; if the requirement is “no more than N requests in any rolling duration,” a fixed-window counter alone does not express that guarantee.

Protecting service capacity requires the right scope

A per-client limiter can help control one user or key without necessarily limiting total traffic. If infrastructure capacity is the concern, consider an aggregate limit as well as per-client limits. The rate-limiter-flexible documentation recommends combining per-client controls with a total-traffic-per-second limit: rate-limiter-flexible: Overall rate limits.

Rate limiting can mitigate denial-of-service risk, but it is not a comprehensive defense against distributed denial-of-service attacks. Microsoft makes that distinction in its ASP.NET Core guidance: Microsoft Learn: Rate limiting middleware in ASP.NET Core.

Validate the behavior before deployment

  • Confirm the actual window anchor, reset timing, and boundary semantics in the limiter you use.
  • Test requests immediately before and after a reset, including concurrent requests if the implementation processes them in parallel.
  • Test per-client and aggregate limits separately; they constrain different scopes.
  • Test with endpoint costs and realistic load, then review how rejected requests affect clients and the service.

Microsoft’s documentation states: “Apps using rate limiting should be carefully load tested and reviewed before deploying.” Check the guidance and API details for the framework version you run; the cited page is for ASP.NET Core 10.0 and names Arvin Kahbazi, Maarten Balliauw, and Rick Anderson as authors.
