A fixed rate is usually the safer fit if predictable principal-and-interest payments matter or your budget could not handle a higher payment. An adjustable rate may suit you if you can afford the loan’s highest possible payment and are comfortable with uncertainty. Compare the contracts and stress-test the maximum payment—not just the starting rate.
This guidance is based on U.S. Consumer Financial Protection Bureau (CFPB) materials. Mortgage terms, consumer protections and the use of “variable” versus “adjustable” differ by country, so check your local rules and loan contract.
How fixed and adjustable mortgage rates differ

These are comparison points, not a prediction of which loan will ultimately cost less. Actual terms and available products vary. The CFPB explains the basic tradeoffs in its fixed-rate and adjustable-rate mortgage guide and its guidance on comparing loan types.
When a fixed rate may be the better fit
- You value a predictable principal-and-interest payment.
- Your budget has little room for a payment increase.
- You prefer not to take on the risk that market rates will rise after closing.
A fixed rate does not freeze every housing expense. Property taxes, homeowners insurance and mortgage insurance can change, so the total monthly cost may still move.

When an adjustable rate may be worth considering
An adjustable-rate mortgage can be worth comparing if its initial payment is attractive and you have enough financial flexibility to handle the maximum payment allowed by the contract. The rate may rise or fall after an initial period, and the contract determines when and how adjustments occur.
Many adjustable loans calculate the rate using an index plus a lender-set margin, subject to contractual limits. The CFPB explains these terms in its guidance on the index and margin.

What to examine in an adjustable-rate loan
Reset schedule, index and margin
Find out when the first adjustment occurs and how often later adjustments can happen. Identify the index used, the lender’s margin and the rules for calculating each new rate. The initial rate may not reflect the rate that applies after the introductory period.
Caps, floors and payment recalculation
Check the initial cap, periodic cap and lifetime cap, along with any rate floor. A cap limits some increases, but it does not guarantee an affordable payment. Also understand how the lender recalculates payments when the rate changes and whether the payment rules could permit negative amortization—when the balance grows because the payment does not cover all interest due. The CFPB’s rate-cap guidance recommends asking the lender to calculate the highest payment you could owe.

Do not count on selling or refinancing
A future sale or refinance is not guaranteed. Your property value or financial circumstances could change, affecting whether either option is possible. The CFPB’s ARM fine-print guidance warns borrowers not to assume they can sell or refinance before the rate changes.
How to compare offers and test affordability
- Get comparable written offers. In the United States, compare Loan Estimates; elsewhere, use the local equivalent. Match the loan amount, term, down payment and fees as closely as possible. The CFPB explains how to compare loan options.
- Write down the ARM’s mechanics. Record the first reset date, subsequent reset frequency, index, margin, floor, caps and payment-recalculation rules.
- Ask for the highest payment allowed by the contract. Decide whether that payment would remain affordable without relying on a future sale or refinance.
- Weigh the introductory-rate benefit against uncertainty. A lower starting payment alone does not establish that an adjustable loan will be cheaper over the time you keep it. If the rate changes, total interest cannot be known in advance.
- Review the rate lock separately. Check how long it lasts, any extension cost, its conditions and what happens if market rates fall before closing. A pre-closing lock does not protect an adjustable loan from rate changes after closing. See the CFPB’s explanation of mortgage rate locks.
What the initial rate and rate lock do—and do not—tell you
An adjustable loan’s introductory rate is limited to its initial period; it is not a forecast of the rate or payment for the full loan. A rate lock, by contrast, concerns the rate offered before closing and its conditions during the lock period. Neither figure, by itself, tells you what an adjustable loan will cost after its first reset.
