If OBS is streaming to YouTube Live, set the streaming rate control to CBR (constant bitrate), then check whether the problem is OBS network-dropped frames or buffering reported only by viewers. YouTube’s live-encoder guidance recommends CBR for RTMP/RTMPS ingestion. CBR is the right starting point, but it cannot compensate for an upload connection that cannot sustain the selected bitrate.
Change OBS from variable bitrate to CBR

In OBS, open Settings > Output. If Output Mode is set to Simple, switch it to Advanced so the streaming encoder controls are available.

Open the Streaming tab and find the encoder’s Rate Control setting. Choose CBR, not a variable-bitrate mode. OBS 31.0’s NVENC documentation describes Variable Bitrate with Target Quality as a mode with a maximum bitrate; that recording-oriented option is not YouTube’s live-ingest recommendation.

Set the bitrate to a value your upload connection can sustain, using YouTube’s recommendation for your actual codec, resolution, and frame rate as a reference—not as a guarantee that your connection can handle it. Set the keyframe interval to 2 seconds; YouTube recommends two seconds and says not to exceed four.

Use RTMPS if it is available for your YouTube stream. YouTube recommends it for encrypted delivery. Save the settings, then test the stream before relying on it for an event.
YouTube’s current live-encoder guidance lists “Bitrate encoding: CBR” for RTMP/RTMPS. The bitrate, keyframe, and frame-rate recommendations below come from Google / YouTube Help; the page did not display a publication year and was accessed in 2026.
Choose a bitrate your connection can actually hold
YouTube’s figures are recommended video-bitrate settings, not a promise that every internet connection can sustain them. The table shows the H.264 rows relevant to common output settings. Use the row matching your stream’s resolution and frame rate, then compare it with a reliable measurement of your available upload capacity.

YouTube recommends keeping 20% upload-bandwidth headroom. It also says the total stream bitrate should not exceed available upload bandwidth; other people and devices using the same connection can reduce what is available to OBS. If your measured upload rate varies or is shared, choose a lower bitrate or a less demanding output resolution or frame rate rather than aiming at a figure your connection only reaches under ideal conditions. YouTube lists different recommendations for AV1 and H.265/HEVC, so do not apply the H.264 figures to another ingest codec.
First identify who is experiencing the buffering
OBS network drops, YouTube stream-health warnings, and viewer playback pauses are different signals. Check the OBS dropped-frames counter and YouTube Live Control Room stream health, then ask whether viewers are affected even when those indicators look normal.

OBS’s Dropped Frames (Network) counter rises: OBS says dropped frames mean the connection to the remote server is unstable or cannot keep up with the configured bitrate. Investigate the upload connection, selected bitrate, and route to YouTube’s ingest server.

YouTube Live Control Room reports a stream-health problem: use the specific message alongside OBS’s counters and encoder settings; it is evidence about ingestion, not proof that every viewer has the same playback issue.

OBS reports no network drops, but viewers say the stream pauses or keeps loading: investigate playback conditions as well as output quality. OBS notes that viewers can experience buffering without the streamer dropping frames. Viewer devices and connections vary.

If OBS is dropping network frames

Keep CBR and lower the bitrate if necessary. Make a modest reduction, then test whether the network-dropped-frames counter remains stable. A bitrate recommendation is useful only if your connection can maintain it with headroom.

Reduce the load if the connection is inconsistent. Lowering output resolution or frame rate can let you use a bitrate your connection sustains reliably. Confirm you have left YouTube’s recommended upload headroom, including for other network traffic.

Check the route to the ingest server. If another YouTube ingest server is available, test it. OBS identifies VPNs, security software, bundled network software, and network conditions as possible connection issues; investigate these without assuming any one is the cause.

Test before the event and monitor during it. YouTube advises testing with representative movement and audio and checking stream health and messages during the event. A static test image may not reveal how your actual content behaves.

If only viewers report buffering
When OBS is not dropping network frames, changing CBR alone may not fix playback. YouTube transcodes live streams into multiple formats so viewers can select different quality levels, but transcoding cannot guarantee that an individual viewer’s device and connection will play smoothly.

Try a lower output bitrate, resolution, or frame rate to make the stream accessible to more viewers. This trades some sharpness or motion detail for a less demanding playback stream.

Check the stream’s latency setting. YouTube cautions that “Lower latency may mean more playback buffering.” If the stream is configured for especially low latency, test whether a less aggressive latency setting improves playback.

Ask affected viewers whether the problem is limited to a device, network, or location. Those details can distinguish a playback-side limitation from an ingestion problem, though they do not by themselves establish a single cause.

Should you enable Dynamic Bitrate?
OBS’s Dynamic Bitrate option can lower the bitrate when the network cannot keep up. It is a mitigation, not a diagnosis or a fix for the underlying connection problem, and the reduced bitrate can lower image quality. Use it as a fallback if avoiding interruptions matters more than maintaining a consistent picture quality; still investigate why the connection is unstable.
