“Windows was unable to complete the format” is a symptom, not a diagnosis. First protect any files you need, then check the drive and connection, confirm Windows has selected the right disk, and inspect its read-only status. Only try formatting or repartitioning if you are willing to erase the data. If the drive keeps failing or Windows reports I/O errors, stop repeating destructive commands and investigate the device instead.
Before you try to fix the format error
Formatting is not a data-recovery step. Microsoft’s Format command creates a new root directory and file system, while DiskPart’s clean removes partition or volume formatting. If the drive contains files you need, do not format it or run clean; preserve it and seek appropriate recovery help first. [Microsoft: format] [Microsoft: clean]
If the contents can be erased, continue with checks that do not change the disk before attempting a format. Windows 10 and Windows 11 command behavior is covered by the Microsoft references linked below, but the message alone does not establish the cause.
Check the drive and connection
- Reconnect the drive securely. For removable storage, try another port and, if practical, another computer. These are isolation checks: success or failure on another computer does not by itself prove the drive is healthy or faulty.
- Open Disk Management and inspect the drive’s capacity and status. Confirm that you have identified the intended device before changing anything.
- If the drive is missing, shows an unexpected capacity, disconnects, or produces I/O errors, do not keep retrying formats or partition changes. Those symptoms can point to a connection or device problem, but they are not a definitive diagnosis.
Check whether the selected disk is read-only
DiskPart can show and clear the read-only attribute on the disk currently in focus. Run these commands in an elevated Terminal or Command Prompt, and use the disk’s capacity and other identifying details to verify the number before selecting it:

attributes diskReplace N with the verified disk number. If the output shows the disk is read-only and you have confirmed the selection, you can clear that attribute with:
attributes disk clear readonlyDiskPart commands act on the selected object, so a mistaken selection can affect a different disk. Microsoft documents how to inspect and clear the selected disk’s read-only attribute, but that does not mean the command can remove every device-level or persistent write-protection condition. Format the drive only if erasing it is acceptable
If the drive is accessible, you have verified its identity, and you do not need its files, retry a normal format from Disk Management. Choose a file system that suits the drive’s intended use and the devices that must read it. The appropriate choice depends on those requirements; there is no single best option for an unspecified drive.

Use DiskPart clean only for deliberate repartitioning
clean is not a routine format-error fix. It removes partition or volume formatting from the selected disk, so Windows will no longer have that partition information. Use it only if you deliberately want to remove the disk’s partition information, have confirmed the selected disk, and accept the consequences for its data.
To identify a disk before any such operation, DiskPart’s documented sequence includes listing disks and selecting the intended disk:

select disk NDo not copy a disk number from an example; substitute only the number you verified against the drive’s capacity and identity. Know when to stop troubleshooting
Stop if the drive repeatedly fails to format, remains read-only after the check, disappears, or returns I/O errors. Reports in Microsoft Q&A describe a USB drive that remained unformattable across computers and a RAW disk whose DiskPart clean returned an I/O device error. - If the files matter, prioritize recovery and avoid further writes or destructive commands.
- If the files do not matter, check the device’s warranty or support options; replacement may be reasonable for removable storage that continues to fail, but it is not a guaranteed fix for every cause.
