If you can authenticate to Windows, use Microsoft’s supported PIN-reset route; if the error remains or you cannot use that route, contact Microsoft Support.
What does Windows Hello error 0x80090010 mean?
Microsoft’s Windows Hello PIN-creation guidance lists 0x80090010 as NTE_PERM. Microsoft’s Win32 error reference defines that status as “Access denied.” See Microsoft’s Windows Hello PIN-creation error list and its Win32 error-code reference.
This label describes the error status, not its cause on an individual computer. Microsoft’s entry does not prescribe a code-specific repair, so the message is not enough to conclude that a particular account setting, permission, or hardware component is responsible.
Reset your PIN using Microsoft’s supported route
Choose the path that matches what you can access. A Windows Hello PIN is a sign-in credential for that device; it is different from your Microsoft account password.

If “I forgot my PIN” appears on the sign-in screen
- At the Windows sign-in screen, select I forgot my PIN.
- Follow the prompts to verify your account and create a new PIN.
Microsoft says this sign-in-screen option is available for Microsoft accounts, not local accounts. The verification prompts are part of the forgotten-PIN flow.
If you can sign in with your account password
- Sign in to Windows using your account password.
- Open Settings > Accounts > Sign-in options.
- Choose the PIN option and follow the reset prompts. If you choose to change a PIN rather than use the forgotten-PIN flow, you need to know the current PIN.

If the PIN reset does not work
If the reset route is unavailable, you cannot sign in with your password, or 0x80090010 returns when creating the PIN, use Microsoft’s sign-in troubleshooting and support options. Microsoft Learn says: “If you get an error code that isn’t listed here, contact Microsoft Support.” Its PIN-creation page lists 0x80090010 but does not give it a specific resolution.
Avoid treating broad system changes as established fixes for this particular code. The cited Microsoft guidance does not tie clearing the TPM, changing permissions, editing the registry, deleting the NGC folder, or running an administrator command to a guaranteed 0x80090010 repair. Make such changes only with reliable instructions that match your exact situation, or with help from support.

Do not confuse this with a similarly named developer error
A Microsoft Q&A thread about NCryptCreatePersistedKey concerns a developer’s UWP/API scenario, not the ordinary Windows Hello PIN-reset workflow, and it does not establish a consumer fix for this error. See the Microsoft Q&A discussion only if you are troubleshooting that specific API call.
