If Universal Print fails while Windows Proxy Auto-Discovery (WPAD) is enabled, a successful browser test does not prove that Universal Print can reach the service. Microsoft documents that, in this scenario, WPAD may give the browser access to the internet and Universal Print endpoints while Universal Print itself cannot use the proxy setting WPAD deployed. First identify whether the failure is on the user’s device or the Universal Print Connector, then configure the proxy in the context that component uses. Microsoft’s Universal Print troubleshooting guidance describes the client-side issue; its connector instructions cover proxy settings for the connector service.
Why WPAD can break Universal Print
WPAD helps Windows and applications discover proxy settings, but different components may not use the same proxy context. Microsoft says the browser can access the internet and *.print.microsoft.com using WPAD even though Universal Print cannot use the setting deployed with WPAD. So a browser opening a website—or an endpoint—does not verify that Universal Print’s own requests can get through.
The first distinction is where the failure occurs: printer discovery or job upload from a user’s device, versus communication from a host running the Universal Print Connector. These components may need proxy configuration separately.
Diagnose the failure stage first
If printers are missing or discovery fails
On an affected user device, check internet connectivity and firewall rules for Universal Print endpoints. Microsoft identifies *.print.microsoft.com and, for discovery diagnostics, https://graph.print.microsoft.com. A 403 response from the Graph endpoint is common, so do not treat that response by itself as proof that connectivity is broken. If discovery is the issue, use a network trace to inspect the request and response.

If a print job does not complete
Check the printer’s Jobs view in the Universal Print portal. If the job is absent, focus on the client’s upload path and endpoint access. If it appears, use the job’s status and status code to investigate what happened after upload, including the connector and printer stages. Microsoft recommends examining HTTPS response details in a network trace when an upload fails.
Fix proxy access on the user’s device
If the affected client needs a proxy, configure the WinHTTP proxy on that device rather than assuming that Universal Print will use the browser’s WPAD-discovered setting. Microsoft gives this command as an example:

netsh winhttp set proxy ipaddress:portReplace ipaddress:port with the proxy address and port used by your organization. Apply the setting on the affected client and follow your network team’s policy for proxy exceptions or authentication. Then retry printer discovery or print submission and verify the relevant requests with a network trace if the failure continues.
Fix proxy access for the Universal Print Connector
If the printer is connected through the Universal Print Connector, troubleshoot the connector host separately from the user’s device. The connector runs as a service, so a user’s automatic proxy settings do not establish that the service can reach Universal Print. Microsoft’s connector installation guidance says that when a proxy is used, its configuration must be set for the LocalSystem account using the documented bitsadmin procedure. Follow the linked instructions for that account rather than configuring only an interactive user’s proxy.

On the connector host, also check that it has internet access and access to Universal Print endpoints, and verify that both the connector service and Windows Print Spooler are running. Check that the connector is current and inspect its Operational event log for errors. To open that channel, Microsoft documents:
eventvwr /c:Microsoft-Windows-PrintConnector/OperationalUse a trace to identify a failed upload
For client-side investigation, Microsoft’s print-error debugging guidance recommends removing and re-adding the printer, printing again, and inspecting the network calls and HTTPS responses in a trace. If expected calls do not appear in Fiddler, first check that the trace tool is configured correctly. Microsoft notes that support may be needed to collect additional Windows spooler logs.

Use the trace alongside the portal’s Jobs view: the portal tells you whether the job reached Universal Print, while the trace can help explain a failed client upload. If the job is already visible in the portal, continue investigating the later processing stage rather than treating browser reachability as a diagnosis.
Should you disable WPAD?
Disabling WPAD is a broader alternative to configuring the proxy for the component that is failing. Microsoft documents a DisableWpad DWORD set to 1 for Windows Server 2019 and Windows 10 version 1809 or later. This stops WPAD detection for WinHTTP proxy detection calls. Microsoft also says to configure proxies manually after disabling WPAD and to disable WPAD in Windows Settings as well when appropriate, because browsers and third-party applications may rely on those settings.
