Use break-before: page or break-after: page to control a section boundary, and break-inside: avoid to keep a compact element together when it fits. These rules guide pagination; they cannot make an oversized element fit on a page, and support varies by renderer and version.
1. Identify the PDF renderer and its version
Find out which engine creates the PDF—such as Puppeteer/Chromium, WeasyPrint, or another converter—and record its version and PDF options. The same CSS can paginate differently across engines, so a rule that works in one is not a guaranteed fix in another.
For a reproducible diagnosis, keep the relevant HTML and CSS, renderer and version, page-size and margin settings, and a representative page where the break is wrong. Without those details, the steps below are a reliable starting point, not a confirmed fix for a particular document.
2. Inspect the styles used for printing
PDF output is paged-media rendering. Check the rules inside @media print, inherited styles, the cascade around the element that breaks, and the page size and margins. A print-only override or a more specific selector may be responsible for a screen-to-PDF difference.

Puppeteer’s page.pdf() uses the print CSS media type by default. Its documentation explains that you can instead select screen media with page.emulateMediaType('screen') before generating the PDF. Choose the media type intentionally: switching to screen may change more than pagination if your document has print-specific styling. Puppeteer Page.pdf() documentation
3. Apply the smallest useful break rule
Put the rule on a semantic boundary or element that matches the problem. These are starting patterns; adjust the selectors and verify them in your renderer.

Use break-before: page when a section must start on a new page, or break-after: page when the preceding section must end at a page boundary. Apply these to a section wrapper or other meaningful boundary rather than adding forced breaks indiscriminately: an unnecessary forced break can create unwanted blank space or extra pages.

Keep a compact item together
Use break-inside: avoid on a card, compact component, or table row that should preferably remain in one fragment. It is a preference within the pagination algorithm, not a promise that the element will always stay whole.
Control paragraph widows and orphans separately
widows and orphans can help control how many lines of a paragraph appear at the top or bottom of a page. They address awkward paragraph splits; they do not keep a large card, table, or other component together.
Use legacy aliases only when needed
The older page-break-before, page-break-after, and page-break-inside names are compatibility aliases for the newer break-* family in conforming implementations. If a renderer or older stylesheet needs an alias, you can provide both forms:

4. Check whether the content can fit
An element taller than the printable page area cannot be guaranteed to remain intact. CSS 2.2 explains that when the available break opportunities are insufficient to prevent overflow, a user agent may relax constraints in sequence to find additional break points. In practice, an avoid rule can be overridden rather than allowing content to overflow or leaving no usable pagination.

Check the element’s rendered height against the space available after page margins, headers, and footers. If it is too tall, consider reducing its size, splitting it into smaller meaningful sections, or allowing an intentional break. The CSS 2.2 specification also notes that it does not prescribe which allowed page break a user agent must choose in every case. W3C CSS 2.2: Paged media

5. Verify the renderer’s support and inspect the result
After changing the CSS, regenerate the PDF and inspect the affected page and the pages after it. If a rule appears ignored, check in this order:
- Confirm the selector matches the generated element and that it creates a box to which the break rule applies.
- Inspect the computed print styles for a more specific or later rule that overrides your change.
- Confirm the PDF renderer and version support the property for the relevant layout.
- Check that page dimensions, margins, and surrounding content leave enough room for the element.
WeasyPrint’s stable documentation lists support for page-level break-before, break-after, and break-inside, the legacy aliases, and widows and orphans. Its documentation also records limitations in other layout areas, including some multi-column behavior, so support for page breaks should not be taken as proof that every layout feature works as expected. 6. Decide whether to adjust CSS or change renderers
First correct the print styles in the existing converter if it supports the page-break behavior and layout features your document needs. Consider a different renderer only after checking a representative document against its documented support and limitations.

- Check support for the specific page-break rules and layout features the document uses.
- Compare print-media behavior and page-size and margin controls.
- Test oversized content, tables, and paragraph splits that matter to your output.
- Confirm the candidate renderer fits the document-generation workflow and deployment constraints.
