If your iPhone says “iMessage needs to be enabled to send this message” while the iMessage switch appears on, the switch is not the whole story: iMessage may still be activating, or your phone number may not be verified. Check the basics first, then work through these eight steps in order. You can use a verified email address for iMessage while phone-number activation is pending; activating the number itself requires SMS capability.
Why this alert can appear when iMessage is on
The alert means your iPhone cannot use or verify iMessage for that send. An enabled-looking switch does not confirm that activation has finished or that your phone number is selected and verified. You might also see related messages such as “Waiting for activation,” “Activation unsuccessful,” or “Unable to contact the iMessage server. Try again.” Apple’s activation guidance explains the requirements and verification process.
Start with settings and connectivity before trying more disruptive changes. If the issue is tied to phone-number activation, remember that Wi-Fi alone does not satisfy the SMS requirement: Apple says an iPhone needs SMS messaging to activate its phone number with iMessage and FaceTime. Your carrier may charge for the activation SMS.
Fix the iMessage alert in 8 steps

Check that iMessage is enabled
Open Settings > Apps > Messages and check the iMessage switch. Menu placement can differ on older iOS versions. If it is already on, leave it on for now and continue; activation or identity verification may still be incomplete.

Check your connection, iOS version, and time zone
Make sure the iPhone has Wi-Fi or cellular data, install any available iOS update, and verify the time zone at Settings > General > Date & Time. Apple lists an internet connection, current iOS, and a correctly set time zone among the activation requirements.

Confirm the address selected for sending
Open Settings > Apps > Messages > Send & Receive. Check that the intended phone number or verified email address is selected under the addresses for iMessage. If number activation is still pending, a verified email address can be used for Messages.

Refresh activation once
Apple’s sequence is to switch iMessage and FaceTime off, restart the iPhone, and switch both back on. On iPhone, the FaceTime switch is under Settings > Apps > FaceTime. If a spinning gear appears beside your phone number in Messages settings, the phone is attempting verification automatically: let it continue rather than repeatedly switching iMessage off and on.

Check whether ordinary SMS works
If your plan supports SMS, send a regular text message rather than an iMessage. Phone-number activation requires SMS capability. If SMS does not work, ask your carrier about SMS blocks, plan support, international SMS, or number provisioning. The carrier may charge for the activation text, depending on your plan.

Allow time for carrier verification
After an activation attempt or a number or SIM change, carrier verification can take up to 24 hours, according to Apple. That is an allowance, not a promised resolution time. If the phone number still has no checkmark after 24 hours, Apple advises checking with your carrier that international SMS can be sent and received, then allowing up to 24 hours after troubleshooting.

Check Apple service status and whether the issue is limited
If the alert started suddenly, check Apple’s System Status for iMessage. Also note whether it happens with every recipient or only one conversation. If it is limited to one person, check that conversation’s recipient address and thread; that symptom alone does not establish the cause.

Contact the support team responsible for the problem
Contact your carrier if SMS fails, international SMS is blocked, or your number does not appear to be provisioned correctly. Contact Apple Support if your Apple Account or iMessage activation remains the problem after the checks above. Apple also documents an iOS 26 case in which iMessage may not activate automatically if an eSIM is configured later in Settings after setting up a new iPhone; in that case, switching iMessage off and back on is its suggested activation step.
How to get a message through while activation is pending
A cellular iPhone may still send ordinary SMS, MMS, or RCS when iMessage is off, depending on cellular service and configuration. This is a fallback delivery route, not a fix for iMessage activation. If you choose to send as a regular text, confirm that your carrier plan and messaging settings support it.

Apple’s activation instructions also describe activating an account online and using a verified email address with Messages. The available sending identity may help you communicate while phone-number verification proceeds, but it does not remove the SMS requirement for activating the phone number.
