It does not identify the cause by itself. Start with ChromeDriver’s verbose log and Chrome’s startup output, then isolate the profile, browser policy, headless/display mode, and runtime environment one variable at a time.
What the error means
When ChromeDriver launches Chrome, it checks for a DevToolsActivePort file under Chrome’s user-data directory. If that file is missing, ChromeDriver reports the error. The file check identifies an incomplete startup handoff; it does not prove that a particular command-line flag, version mismatch, or other single cause is responsible. Chromium’s launcher implementation shows the check.
Look earlier in the browser and driver logs for the first startup failure. The missing-file message may be the final symptom rather than the most useful explanation.
Collect the evidence before changing settings
- Enable ChromeDriver’s verbose log. Preserve the complete startup log, including lines before the port-file error, and capture Chrome’s standard error output where your test runner allows it.
- Record the actual launch context. Note the operating system, Chrome or Chromium version, ChromeDriver version, Selenium version, browser and driver executable paths, all launch arguments, and whether the run is in a container, CI job, or managed installation.
- Confirm which browser is running. Check that the executable path and version in use match the browser you intended to automate. A machine may have more than one Chrome/Chromium installation.
- Change only one variable at a time. Keep the failing log and record whether each change alters the first startup error, not just whether the final message changes.
Isolate the user-data directory and profile
If your launch configuration supplies a profile or user-data-dir, test with a fresh, unique temporary directory. Do not reuse a directory that another Chrome process may be using. Ensure the automation process can access and write to the selected path.

- Fresh directory works: investigate whether the original profile is already in use, inaccessible to the automation process, or otherwise unsuitable for this run. Decide how to retain the required profile safely rather than silently removing a needed setting.
- Fresh directory also fails: the profile argument is less likely to be the differentiating factor; continue with policy, runtime, and launch-mode checks.
This is a diagnostic branch, not a universal Chrome-version rule. A Selenium issue opened May 1, 2025, describes one Chrome 136 case in which the failure stopped after omitting the supplied user-data directory. That report makes profile isolation worth trying when the failure depends on profile configuration, but it does not show that Chrome 136 generally cannot use a user-data directory. Check whether Chrome is managed
On an organization-managed browser, inspect the startup log and the browser’s policy state. A Chrome Community report describes managed Windows Chrome returning an explicit “DevTools remote debugging is disallowed by the system admin” message alongside the port-file error, while an unmanaged installation reportedly worked. This is an example, not evidence that policy explains every occurrence. See the managed-Chrome report.

If remote debugging is disallowed by organizational policy, ask the administrator whether the required automation workflow is permitted. Do not try to bypass that control.
Match headless mode to the actual runtime
First establish whether the job is intended to run headlessly or with a display. Check that the test runner’s selected browser mode and the runtime configuration match that intent. In Katalon’s Linux guidance, the recommendation is to choose its documented headless Chrome mode when the project is meant to run headlessly; that advice applies to Katalon’s setup, not as a universal fix for every ChromeDriver launch. Inspect CI, container, and display conditions
For a CI or container run, use the startup output to check the conditions the local run may not share:
- Whether the Chrome process has permission to start and write to its profile path.
- Whether the chosen user-data directory exists and is writable inside the job or container.
- Available shared memory and other runtime resources reported by the environment.
- Whether the job has a display, and whether the configured headless or display-backed mode matches it.
- Whether the browser binary, driver, and required runtime paths are actually present in the execution environment.
These are environment checks, not confirmed causes for every report. Let the first logged startup error guide which condition to investigate.

Avoid treating flags as guaranteed fixes
There is no supported universal flags recipe for this error. Do not add --no-sandbox, --disable-dev-shm-usage, or a fixed remote-debugging port simply because the port file is missing. In particular, disabling Chrome’s sandbox weakens a security boundary. Only consider a launch argument when the logs and the requirements of your environment justify it; document the reason and test the change in the actual runtime.
