If Device Manager says, “Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19),” Windows is usually having trouble with the adapter’s device configuration or driver registration—not reporting that the Bluetooth hardware is dead. Start by uninstalling and redetecting the adapter, then install or roll back the right driver. Avoid registry edits unless you have identified a specific conflicting service or filter.
What Bluetooth Code 19 means
Code 19 is a Device Manager problem code. Microsoft describes it as an incomplete or damaged configuration in the registry. In this context, “registry” does not by itself mean that the whole Windows registry is corrupt: Windows may be unable to open the device’s service key, obtain the driver name from it, or resolve multiple or missing services associated with the device. A Bluetooth radio can therefore be physically healthy while Windows cannot start it correctly. Microsoft’s Code 19 guidance recommends uninstalling and reinstalling the device driver; Microsoft’s technical explanation describes the possible service and filter causes.
This is different from headphones failing to pair or audio cutting out while the adapter is running. Code 19 means Windows cannot start the adapter in its current configuration.
Confirm the device and record its driver details
- Open Start, search for Device Manager, and open it.
- Expand Bluetooth, right-click the affected radio or adapter, and select Properties.
- On the General tab, confirm the device status reports Code 19.
- On the Driver tab, note the driver provider, date, and version. Under Details, select Hardware Ids and record the IDs.
- Note whether this is a built-in laptop or motherboard radio, or an external USB dongle. The correct driver source depends on the exact PC, adapter, and sometimes the dongle’s hardware revision.
If Bluetooth is not listed, select View > Show hidden devices and check Other devices for an unknown or disabled adapter. A missing Bluetooth toggle can mean Windows is not detecting the adapter or its driver, rather than a pairing issue. Try quick checks first
- Restart Windows. If the error followed an update or driver installation, note that timing; rolling back may be the better next step.
- For a USB dongle, reconnect it. Unplug it, wait briefly, then connect it directly to another USB port. Avoid placing it immediately beside a USB 3.0 device or cable; Microsoft notes that nearby USB 3.0 devices can interfere with Bluetooth responsiveness, though that interference does not itself explain Code 19. Microsoft’s Bluetooth troubleshooting guidance covers this interference.
- Turn off Airplane mode and install any pending Windows updates.
- If two Bluetooth adapters are installed, temporarily disable the unused one in Device Manager to check for a conflict. Do not uninstall it permanently as a first step.
Uninstall and redetect the Bluetooth adapter
This is the first repair to try for confirmed Code 19. It removes the current device instance so Windows can detect and configure the adapter again.
- In Device Manager > Bluetooth, right-click the affected adapter and select Uninstall device.
- If Windows offers Attempt to remove the driver for this device or Delete the driver software for this device, leave that option unchecked unless you already have the correct replacement driver saved or know Windows Update can restore it. Removing the package can make recovery harder if you are offline or the driver is not readily available.
- Confirm the uninstall. In Device Manager, select Action > Scan for hardware changes.
- If Windows does not restore the adapter correctly, restart the PC. For a built-in adapter, Microsoft’s Bluetooth guidance also recommends uninstalling it, shutting down, powering the PC back on, and then using Action > Scan for hardware changes if it has not returned.
- Reopen the adapter’s Properties and check its device status.
Uninstall device removes the device instance from the current configuration; deleting driver software removes its package from the driver store. Windows may reinstall a driver automatically, but that is not guaranteed for every adapter. Microsoft documents the Code 19 uninstall-and-rescan path in its Device Manager error-code guidance and the Bluetooth reinstall path in its Bluetooth troubleshooting steps.
Install the driver for the exact adapter
If Code 19 returns after Windows redetects the adapter, install a driver matched to the specific PC or adapter instead of repeatedly reinstalling the same package.

- Identify the exact laptop, PC, motherboard, or USB adapter model and, for a dongle, its hardware revision.
- Download the Bluetooth driver from the laptop or motherboard maker’s official support page. For a USB adapter, use its manufacturer’s support page. Match the Windows version and architecture, model, and hardware revision where applicable.
- Save the installer before removing any existing driver package, especially if the PC may be offline during recovery.
- Install the package, restart Windows, and check the adapter’s status in Device Manager.
Microsoft notes that Device Manager can report that the best driver is installed even when a more suitable or newer package is available from the PC manufacturer. Start with the PC or motherboard maker for an integrated radio; use Intel, AMD, MediaTek, or Realtek downloads only when the manufacturer directs you there or you have positively identified the device. Avoid generic driver-download sites and driver-updater utilities, which can add the wrong package or another conflicting service. See Microsoft’s Bluetooth driver update and rollback guidance.
Model names alone may not be enough for USB adapters. TP-Link’s UB500 support page lists hardware revisions; select the page and driver for the revision printed on your own device, and check regional availability.
Roll back a driver after a recent change
If Bluetooth worked before a driver update and Code 19 started immediately afterward, try reverting that driver before installing successive newer packages.

- Open Device Manager > Bluetooth and open the adapter’s Properties.
- Select the Driver tab and choose Roll Back Driver, if available.
- Restart Windows and check the device status again.
The button is unavailable when Windows has no previous driver package to restore. A broader recovery option may be needed if the failure followed a Windows update or other system change.
Remove obsolete Bluetooth software and duplicate adapter instances
Old utilities and driver packages for a previous dongle or Bluetooth stack can leave services or device entries behind. Remove software only when you recognize it as belonging to a Bluetooth adapter or management package that is no longer in use.

- Uninstall the obsolete software, then open Device Manager and select View > Show hidden devices.
- Remove only clearly obsolete or duplicate Bluetooth adapter entries, not every dimmed device. A paired keyboard, headset, mouse, or controller is not automatically responsible for an adapter’s Code 19.
- Restart, then install the driver intended for the adapter that is actually connected or built into the PC.
Use recovery or advanced diagnostics if Code 19 persists
Return Windows to a point before the failure
If the problem began after a driver, utility, or Windows change and reinstalling did not help, use System Restore if a suitable restore point exists. Choose one from before the failure and follow the recovery prompts. Back up important files before broader recovery work. For a major Windows upgrade, use the recovery or rollback option shown on that installation if it is available. Microsoft’s technical Code 19 page refers to “Last Known Good Configuration,” but that older terminology is not a guaranteed visible option in current Windows; use the recovery choices actually offered by your installation.

Investigate a service or filter conflict carefully
Microsoft identifies missing or nonexistent device/class filter services as possible Code 19 causes. If the error survives a clean driver reinstall, the useful question is whether a specific Bluetooth utility or driver registered a service that is now missing—not whether a familiar registry value can be deleted blindly. Remove or repair the responsible application or driver where possible.
Do not treat deleting UpperFilters or LowerFilters as a universal Bluetooth fix. Microsoft’s instructions for those values concern a specific CD/DVD-drive problem and do not establish that deleting them is appropriate for every Bluetooth adapter: Microsoft’s CD/DVD troubleshooting article. Before any registry change, create a restore point and export the relevant key. Change a value only when you have identified the offending service and have instructions for that exact device class; an incorrect registry edit can cause further device or application problems.
Check whether Windows components are also affected
If several devices have driver or configuration failures, or Windows components appear damaged, run system-file repair as an administrator. These commands can repair Windows component or system files; they do not directly fix every Bluetooth service-registration problem.

- Open Terminal (Admin) or Command Prompt (Admin).
- Run
DISM /Online /Cleanup-Image /RestoreHealthand wait for it to finish. - Run
sfc /scannow. - Restart Windows and check the adapter again.
Extra checks for a USB Bluetooth dongle
- Try another direct USB port, then test the dongle on another PC if possible. If it works there, the device is less likely to be physically defective; focus on Windows drivers, duplicate instances, software conflicts, or the USB controller on the original PC.
- Verify the hardware revision printed on the dongle and download the matching manufacturer driver. A similar model name does not guarantee that revisions use the same package.
- If the PC has built-in Bluetooth too, temporarily disable the unused adapter in Device Manager and test the dongle by itself.
- Consider replacing the dongle only after checking the driver and confirming the original adapter does not work on another computer. A new adapter does not necessarily resolve a Windows configuration conflict.
If the adapter disappears or reports a different code
The adapter is missing
Check hidden devices and Other devices in Device Manager, then check whether Bluetooth or wireless is disabled in BIOS/UEFI or by a laptop function key. For a USB dongle, try another port. If Windows still cannot detect a built-in radio, use the PC maker’s chipset and Bluetooth drivers or contact its support team. A missing Bluetooth toggle can indicate a missing driver or undetected adapter, as Microsoft explains in its Bluetooth settings guidance.
The code changes
Code 10, 31, 39, and 41 are not interchangeable with Code 19. Microsoft’s Device Manager list distinguishes their messages: Code 10 says the device cannot start; Code 31 says Windows cannot load the required drivers; Code 39 says Windows cannot load the driver; and Code 41 says Windows loaded the driver but cannot find the hardware. Follow the guidance for the code actually shown rather than applying a Code 19 registry fix. See Microsoft’s Device Manager code descriptions.
When hardware service or replacement is reasonable
Code 19 alone is not evidence that the radio has failed. Hardware service becomes more plausible if the adapter is not detected on multiple computers, a USB dongle disconnects when physically moved, or a built-in radio remains absent after checking firmware settings and installing the manufacturer’s drivers. For an integrated laptop radio, contact the PC maker, particularly if the device is under warranty. A replacement dongle or internal card is a later option after configuration and driver causes have been ruled out. Windows 10 remains relevant to this repair, but Microsoft ended free software updates, technical assistance, and security fixes for it after October 14, 2025; see its Bluetooth troubleshooting page for that support notice.
