Select a data center cooling system by matching its heat-removal approach to the IT equipment’s thermal requirements and load profile, then checking whether the site can support it reliably and affordably. Rack density matters, but so do climate, water availability, energy use, maintenance capability, resilience, and plans for expansion. No single architecture is best for every facility; a mixed approach may suit zones with different needs.

What should you establish before comparing cooling systems?

Begin with the IT equipment and the conditions it requires—not with a preferred cooling technology. The system must keep equipment within its supported thermal envelope across normal operation, peak demand, and expected load changes.

  • Inventory the load: Record the equipment, current heat load, workload patterns, and present rack densities. Include planned growth and likely changes in workload.
  • Confirm equipment limits: Check current manufacturer documentation for supported environmental conditions, cooling interfaces, and warranty requirements. Do not assume that equipment can use a proposed air or liquid arrangement simply because it is installed in a data center.
  • Map zones: Identify racks or rooms whose density or cooling needs differ materially. A facility may have high-density AI workloads alongside equipment that does not need the same cooling approach.
  • Define service needs: Establish the required availability, acceptable failure response, maintenance windows, and consequences of downtime before sizing redundancy or selecting controls.

ASHRAE’s AI Data Center Energy Performance Framework discusses purpose-built liquid cooling for high-density AI workloads, but the available guidance does not establish a universal rack-density threshold for switching from air to liquid. The decision depends on the actual IT equipment and the project’s operating conditions.

How do air, liquid, and hybrid approaches differ?

Compare the complete heat path: how heat is captured at the equipment, distributed through the facility, and ultimately rejected. Also consider part-load operation and performance during both peak and low demand. The U.S. Department of Energy’s Best Practices Guide for Energy-Efficient Data Center Design cautions that one design guide cannot identify the most efficient design for every scenario.

Approach What to evaluate Key project questions
Room air cooling Airflow paths, supply conditions, equipment requirements, and how effectively air reaches and removes heat from the IT load. Can the room’s airflow meet the equipment’s needs at current and forecast rack densities? Are there zones that would need a different approach?
Air cooling with improved management or economization Containment, airflow control, supply temperatures, and whether air-side or water-side economization is suitable for the climate and equipment. How often can ambient conditions support economization? Are filtration, humidity, or corrosion constraints relevant to an outdoor-air approach?
Liquid cooling, including direct-to-chip or rear-door heat exchangers Heat capture, facility distribution, heat exchangers or cooling distribution units (CDUs), loop conditions, coolant compatibility, and service access. Are the IT and facility interfaces compatible? How will the system be maintained, monitored, and serviced?
Hybrid zones How air- and liquid-cooled areas interact, including their separate distribution paths, controls, operating conditions, and maintenance needs. Do distinct workload or density zones justify different systems, and can staff operate them as one coordinated facility?

These are categories to assess, not performance rankings: the sources do not provide comparable project-level energy, water, or cost figures for each option. ASHRAE’s framework covers airflow management, economization, and liquid cooling; the DOE guidance emphasizes that the efficient choice depends on the scenario.

How should climate, water, and infrastructure affect the choice?

Site conditions shape both the cooling plant and its resource impact. Estimate when local ambient conditions could support economization, then test that opportunity against equipment limits and operating constraints. Outdoor-air approaches may require attention to filtration, humidity, and corrosion; water-based systems require assessment of supply, quality, and discharge constraints.

  • Climate: Estimate the conditions and hours when economization could be practical rather than assuming it is available year-round.
  • Water: Assess availability, quality, consumption, and local impacts. Account for discharge limits where relevant.
  • Utilities and space: Check electrical and other utility capacity, physical footprint, and noise constraints for the candidate system.
  • Resilience: Consider how local utility conditions and the facility’s service requirements affect backup capacity and failure response.

ASHRAE’s AI Data Center Energy Performance Framework states that “Cooling system selection should balance energy efficiency with responsible water use.” The practical implication is to assess energy and water together against local conditions, not to optimize one metric in isolation.

Which performance measures give a useful comparison?

Use PUE alongside water measures such as WUE, and consider carbon or heat-reuse indicators where they matter to the project. PUE is a facility-energy ratio: the U.S. Department of Energy’s Federal Energy Management Program defines it as total annual facility energy divided by annual IT equipment energy. It is useful for comparing facility overhead, but it is not a complete sustainability score or a measure of lifecycle cost.

A DOE FEMP page published January 9, 2019, reports that the design guide it references characterizes average-efficiency data centers as having a PUE of 2.0 and says highly efficient facilities can approach the theoretical minimum of 1.0. Treat those figures as historical guidance cited on that page, not as current industry-wide benchmarks or a prediction for a particular facility. A lower PUE alone does not establish lower total resource impact: water use, electricity context, and other relevant measures also matter.

What must be checked before specifying liquid cooling?

Liquid cooling is not only an IT-equipment choice; it connects equipment requirements to facility loops and operating practices. Before specifying it, coordinate the facility and IT designs and verify the relevant requirements against current equipment documentation and standards.

  • Confirm the IT and facility supply and return conditions, and document how loops are separated and connected through heat exchangers where applicable.
  • Check coolant or water quality requirements and material compatibility across the equipment and facility components.
  • Plan for fluid maintenance, leak detection and response, access for service, and the procedures staff will need to isolate or repair components.
  • Verify operating conditions and requirements with the equipment and system vendors rather than inferring compatibility from a general cooling class.

ASHRAE Handbook, Chapter 20, notes that W-class labels represent maximum facility supply-liquid temperatures; for example, W17 denotes 17°C. Confirm the applicable class and requirements against current documentation before using a label as a design specification.

How do reliability, maintenance, and lifecycle cost change the decision?

Compare more than equipment purchase and design-point efficiency. A practical lifecycle assessment should include energy, water, maintenance, staffing, replacement, expansion, and exposure to downtime. The cost optimum cannot be determined without facility-specific load, utility, service, and budget information.

Specify redundancy and failure response to match workload criticality and service-level requirements. Include controls, alarms, commissioning, and monitoring in the design, along with a plan for periodic recommissioning. Real-time temperature monitoring can support commissioning and ongoing operation, but sensors alone are not a monitoring or controls system; their range, accuracy, placement, interfaces, and site compatibility all matter.

Check that equipment can be reached and serviced without creating unacceptable operational risk. Evaluate how routine maintenance, component replacement, and planned expansion affect both the cooling system and the IT areas it serves.

How can you make the final selection?

  1. Document requirements: Assemble equipment thermal limits, current and forecast loads, rack densities, workload variation, availability targets, and growth plans.
  2. Shortlist workable architectures: Include air, improved air management or economization, liquid, and hybrid zones only where each is compatible with the actual IT requirements.
  3. Test candidates against the site: Assess climate, water supply and constraints, utility capacity, available space, noise, and resilience needs.
  4. Compare resource and operating performance: Examine energy and water together, including part-load conditions, maintenance, staffing, expansion, replacement, and downtime exposure.
  5. Validate interfaces and operations: Confirm equipment compatibility, controls, monitoring, maintenance access, commissioning, and failure procedures with current technical documentation.
  6. Choose through project-specific engineering: Have the design evaluated against the site’s measured loads, local requirements, and reliability objectives. General guidance cannot determine the right configuration or cost for an unspecified facility.

For the shortlist, compare each candidate on IT compatibility, density and load variation, cooling energy, water impact, climate suitability, failure modes, footprint, utilities, serviceability, lifecycle cost, expansion, heat reuse, and carbon consequences.
