Facebook’s 20-year bargain is straightforward: people receive a highly convenient social service, while Meta turns information about their activity into targeting, measurement and other commercial value. The cost is not only unwanted exposure. It also includes third-party misuse, political influence, regulatory penalties, lawsuits and the continuing work required to govern an enormous data system.

The bargain Facebook built

Facebook’s service feels free because payment is largely indirect. The company’s business model depends on collecting signals about users and using them to sell more relevant advertising. The Federal Trade Commission reported that Facebook generated $55.8 billion in revenue in 2018, mostly from targeted advertising.

That model creates a structural tension. Martin J. Kraemer described it this way: “Facebook’s fundamental purpose, centered around the systematic collection of information, naturally conflicts with privacy and data protection laws.” The issue is not simply whether one setting is enabled or disabled. It is whether a company whose commercial advantage grows with more data can also be trusted to limit collection, secondary use and access by outsiders.

Privacy, in this context, means control: knowing what is collected, understanding why it is collected, limiting who receives it and being able to withdraw it later. A platform can offer useful controls while still making extensive data collection the default.

Milestones that made the cost visible

Year Event What it demonstrated
2004 Facebook begins its first two decades as a social-networking service. Personal interaction and identity become part of a scalable, data-driven platform.
2018 The Cambridge Analytica controversy brings third-party data access and political influence into public view. Information supplied for a social feature could have consequences far beyond the original user interaction.
2019 The Federal Trade Commission announces a $5 billion penalty and a 20-year order. Privacy failures can produce years of formal oversight and a financial consequence measured in billions.
2024 Meta’s Form 10-K reports a $725 million privacy class-action settlement. Legal exposure continued after the regulatory action, with privacy claims remaining a material corporate issue.
2025 Meta reports more than $8 billion invested in privacy since 2019 and more than 3,000 privacy-focused staff. Privacy has become a large operational function, not merely a policy statement or a small compliance team.

The dates do not describe one isolated incident. Together, they show a progression from growth, to public alarm, to enforcement, litigation and permanent investment in controls.

Why Cambridge Analytica changed the privacy conversation

The Cambridge Analytica episode made two previously abstract risks understandable. First, a third party could obtain or use information through the platform’s ecosystem. Second, that information could be connected to political influence. Users who thought they were participating in ordinary social interactions had to confront the possibility that their data might be repurposed in ways they did not anticipate.

The central failure was therefore governance as much as individual misconduct. A privacy promise is only as strong as the permissions, audits, contracts, technical barriers and enforcement behind it. Once data leaves the platform’s immediate control, deletion or correction becomes harder to guarantee. The episode also exposed an asymmetry: a person may contribute a small piece of information, while an organization can combine many such pieces to infer interests, relationships or likely behavior.

What the penalty, settlement and investment figures mean

The Federal Trade Commission action

The 2019 FTC announcement paired the financial penalty with a 20-year order. The combination matters. A fine addresses a past failure; a long order recognizes that privacy governance must continue across products, executives and future business changes. The announcement made privacy a board-level risk rather than an issue confined to product settings.

The class-action settlement

Meta’s 2024 Form 10-K reports a $725 million privacy class-action settlement. A settlement is not the same as a finding that every allegation was proven in court, but it does show that privacy disputes can remain financially significant years after public scrutiny and regulatory action.

The post-2019 privacy program

Meta says it has invested more than $8 billion in privacy since 2019 and employs more than 3,000 privacy-focused staff. Those figures indicate scale: privacy requires engineering, legal review, security, incident response, product design and oversight. They do not, by themselves, prove that collection is minimized, that every third-party pathway is safe or that users understand the choices presented to them. Spending is an input; effective limits, transparent explanations and demonstrable compliance are the outcomes that matter.

Who ultimately pays the privacy cost?

Users

Users pay with attention, behavioral information and reduced control over how long data remains useful to a platform. The immediate exchange can feel worthwhile, especially when the service is convenient. The long-term cost is harder to see because it may appear as profiling, unexpected recommendations, targeted persuasion or a loss of anonymity rather than a direct bill.

Communities and democratic institutions

When personal data can support political targeting or influence, the consequence extends beyond the person who clicked “agree.” Information about friends, contacts or groups can create effects for people who never knowingly authorized the same use. That is why privacy failures can become questions about public discourse and institutional trust.

Meta and its shareholders

Meta bears compliance costs, litigation risk, product delays and the expense of redesigning systems built around broad data access. Justin Daniels captured the consumer side of the trade-off: “Our need to have convenience above all has made privacy and security afterthoughts for too many people.” The commercial model benefits when convenience is frictionless, but accountability becomes more expensive when safeguards are added later.

How to reduce your own exposure

No personal settings can resolve the platform’s structural incentives, but they can reduce the amount of information available and the number of pathways through which it travels. Menu names can vary by country, device and app version.

  1. Start with a data inventory. Review profile details, old posts, photos, location-related information, contact syncing and connected accounts. Remove information that no longer serves a clear purpose.
  2. Restrict audience defaults. Set future posts, stories, friend lists and profile details to the narrowest audience that fits your use. Recheck older public posts rather than assuming a new default changes past content.
  3. Audit third-party access. In Facebook’s settings, review apps, websites and games connected to your account. Remove anything unused and treat every remaining connection as a separate data-sharing relationship.
  4. Review advertising controls. Examine ad-preference and activity controls, including information from activity outside Facebook where those controls are offered. Limiting personalization does not necessarily stop all advertising, but it can reduce some uses of your activity.
  5. Protect account access. Use a unique password, enable two-factor authentication and review active sessions. A privacy preference cannot protect data if someone else can enter the account.
  6. Use the data and deletion tools. Download a copy of your information when you need to understand what is stored, and use available deletion or deactivation options when you no longer want an account or feature.

The questions Facebook’s third decade must answer

Is collection limited by necessity?

A credible privacy program should explain why each category of information is needed, how long it is retained and what happens when the original purpose ends. “We invested in privacy” is less informative than showing that unnecessary collection has actually declined.

Can outsiders be held to the same standard?

Third-party developers, advertisers, researchers and political organizations can create risks that the platform does not experience internally. Effective governance requires meaningful technical limits, audits and consequences when partners misuse access.

Can people make an informed choice?

Consent is weak when choices are buried, confusing or necessary to use the service at all. Clear explanations, usable alternatives and controls that work after sign-up are essential if convenience is not to overwhelm privacy.

Who verifies the promises?

Regulators, courts, independent auditors and informed users each see different parts of the system. Durable accountability depends on more than a company’s own reports; it requires evidence that controls operate as described and that failures are disclosed and corrected.

Verdict

At 20, Facebook demonstrates that privacy is not a side feature of a social network. It is the price of a business model built on systematic information collection. The Cambridge Analytica episode made the danger concrete; the FTC order, continuing litigation and Meta’s multibillion-dollar privacy program show the institutional cost of correcting it. The practical lesson is to treat every convenience as an exchange: before sharing, ask what information is required, who may receive it, how long it may remain useful and what control you will have afterward.
