For application data that must remain confidential, use OpenSSL::Cipher with authenticated encryption such as GCM or CCM when your installed OpenSSL supports it. Keep encryption, password handling, and signatures distinct: they solve different problems.
What Ruby OpenSSL provides
Ruby OpenSSL is distributed as a RubyGem and as a default gem. It exposes SSL/TLS and general-purpose cryptography built on OpenSSL. The available algorithms depend on the OpenSSL implementation in the runtime environment, so do not assume every Ruby installation supports the same cipher list. In encryption, plaintext is the original readable data; ciphertext is the transformed data. A symmetric cipher uses the same secret key to encrypt and decrypt. The cipher mode determines important properties of that operation, including whether it can authenticate the encrypted data.
Check which ciphers your Ruby runtime supports
Inspect the ciphers reported by the runtime you will actually deploy rather than relying on a fixed list from an article:

The output reflects the OpenSSL library available to that Ruby process. If a desired algorithm is absent, the cipher cannot be selected in that environment; compatibility and availability may differ across machines or deployments.
Choose authenticated encryption for protected data
Authenticated encryption with associated data (AEAD), such as GCM or CCM where supported, provides confidentiality and an authentication check. It can detect tampering with ciphertext and with associated data. Associated data is metadata that should be authenticated but does not need to be encrypted, such as a record identifier or format version.

With AEAD, successful decryption depends on verifying the authentication tag. Treat a missing or invalid tag as a decryption failure; do not use the resulting plaintext. The Ruby Cipher documentation describes AEAD modes and tag handling.
GCM nonce rules matter
For GCM, never reuse a nonce with the same key. Ruby’s documentation warns: “Reusing an nonce ruins the security guarantees of GCM mode.” Generate a fresh nonce for each encryption under a given key and store or transmit it with the ciphertext so decryption can use it. A nonce is not a secret key, but uniqueness is essential.

The Ruby documentation’s GCM example uses a 12-byte nonce and a 16-byte authentication tag. These are parameters in that documented example, not universal requirements for every AEAD mode. The documentation also cautions that accepting an arbitrarily truncated tag can weaken verification; use the expected full tag length for the selected cipher rather than weakening the check.
Generate a key or derive one from a password
A password is not automatically a suitable cipher key. Use a cryptographically secure random key when the application can manage and store one securely. If a user password must be the source of an encryption key, derive the key with a password-based key derivation function such as PBKDF2 rather than passing the password directly to the cipher. Ruby OpenSSL documents PBKDF2 and key handling in its OpenSSL overview.

OpenSSL::Cipher#pkcs5_keyivgen is deprecated and documented for legacy applications only. Do not choose it for new password-based encryption; use a currently documented derivation approach appropriate to the application.
Encryption and signatures answer different questions
Encryption is used to keep data confidential from parties without the key. A digital signature instead supports checking that data was signed with the corresponding private key and has not been altered. Ruby OpenSSL’s overview illustrates signing by hashing a document, signing with a private key, and verifying the signature. A signature does not encrypt the document or make its contents secret.

For detailed implementation, follow the documentation for the exact cipher and Ruby/OpenSSL runtime you deploy. These building blocks do not by themselves define a complete application encryption format or key-management policy.
