If the worksheet scrolls when you press an arrow key but the selected cell stays put, check whether Scroll Lock is on. If the insertion cursor moves through text inside a cell, exit Edit mode. These two symptoms account for the first checks to make before investigating a keyboard problem.
First, identify what moves
Press an arrow key once and watch both the selected cell and the worksheet. The distinction points to the right fix:
- The worksheet moves, but the selected cell does not: check Scroll Lock.
- The insertion cursor moves inside a cell or formula: exit Edit mode.
- The selected cell moves, but some rows or columns remain visible: check Freeze Panes.
If the worksheet scrolls: turn off Scroll Lock
With Scroll Lock on, Excel uses the arrow keys to scroll the worksheet instead of moving the active selection between cells. Look for “Scroll Lock” on Excel’s status bar. Microsoft documents this behavior for Excel for Microsoft 365, Excel 2024, and Excel 2021. Microsoft’s worksheet navigation instructions explain the setting.
If the indicator is not visible, right-click the status bar and enable the Scroll Lock indicator if that option is available in your version. Status-bar options can vary by version; see Microsoft’s status-bar options guide.

Use the keyboard key
If your keyboard has a ScrLk or Scroll Lock key, press it to toggle Scroll Lock off. Then try an arrow key again: the active selection should move between cells.
Use Windows On-Screen Keyboard if there is no ScrLk key
- Open Start and launch On-Screen Keyboard.
- Select
ScrLkon the on-screen keyboard. - Close On-Screen Keyboard and test the arrow keys in Excel.
This documented fallback is for Windows; do not treat it as a Mac route.

If the cursor moves inside a cell: exit Edit mode
When Excel is editing cell contents, the arrow keys move the insertion cursor within the cell or formula bar rather than selecting another cell. Excel displays Edit at the lower-left of the program window in this mode. Press Enter, Tab, or F2 to exit, or click a different cell. Microsoft lists these behaviors for Excel for Microsoft 365, Excel 2024, and Excel 2021 in its Edit cell contents instructions.

If some rows or columns stay visible: check Freeze Panes
Frozen panes keep selected rows or columns visible while the rest of the worksheet scrolls. This can make movement look unusual even when arrow-key navigation is working. To remove the freeze, choose View > Freeze Panes > Unfreeze Panes. Microsoft’s instructions cover Microsoft 365, Excel 2024, 2021, 2019, and 2016: Freeze panes to lock rows and columns.

If neither setting explains the problem
As a general isolation check, try the arrow keys in another application. If they fail there too, the keyboard or its connection may need separate diagnosis; that observation alone does not establish a specific fault or repair. If the keys work elsewhere, note your Excel version, operating system, workbook, and exactly what happens when you press an arrow key before seeking further help. Interface labels and steps can vary by platform and version.
