Double Sided Media says Eugene Police Department estimated $2,484,599.04 to process its public-records request about active officer Justin Peckels. That is the roughly $2.5 million figure in the headline; the newsroom says a separate request about former captain Eric Klinko brought the combined additional estimate to $2,680,468.56.
What Eugene Police reportedly quoted
Double Sided Media (DSM), a publication based in Eugene, says it submitted two records requests to the Eugene Police Department (EPD) on Aug. 1, 2026. In a Sept. 30 editorial, it reported that EPD later sought an additional $2,680,468.56 to resume processing them. DSM allocated $2,484,599.04 to the request concerning Peckels and $195,869.52 to the request concerning Klinko. DSM’s account is the available source for the figures; the original invoice and the city’s own explanation are not available in the cited material.

DSM said the combined estimate represented 48,349 hours of work at $55.44 per hour. It also reported that EPD had initially estimated about two hours to search for and locate records. The initial figure and the later estimate are DSM’s descriptions; without the underlying correspondence and calculation, the reason for the change cannot be independently established.
What the requests concerned
The Peckels request
DSM says its request sought completed internal-affairs complaints, intake logs, investigative summaries, witness interviews, audio and video evidence logs, and disciplinary notices involving sustained findings for June 18, 2018, through July 30, 2026. It also sought specified communications among EPD executive staff about investigations, discipline, and certification. DSM says the newsroom learned of the matter through a Civilian Review Board discussion and that the arrested person’s attorney confirmed Peckels’ identity. The request itself is not included in the available source material, so these details describe DSM’s account of its request.

The Klinko request
DSM says the second request concerned former EPD captain Eric Klinko and sought records of sustained misconduct and specified communications among executive staff. The editorial reports that Klinko retired in March 2022 and later signed an agreement surrendering certifications; those details likewise come from DSM’s account.
Why DSM disputes the estimate
DSM says EPD interpreted the communications portion of its request as requiring searches across all current and former city employees, although the request limited those communications to executive staff. The newsroom disputes that scope. Because the city’s correspondence and search methodology are not available in the cited material, it is not possible to determine from these accounts alone exactly which records EPD planned to search or how it calculated the hours.

DSM also says EPD denied its public-interest fee-waiver request on Aug. 18, charged $588 for both requests, and required payment before beginning the searches. The newsroom says it paid, accidentally paid one request twice, and later corrected the duplicate payment. On Sept. 8, it says it received confirmation that the requests were filed and that the initial estimate was about two hours. On Sept. 28, DSM says EPD told it more material was exempt from release and that the additional amount would be required to resume the requests.
What Oregon law says about records fees
Oregon law allows public bodies to charge fees reasonably calculated to reimburse the actual cost of making records available. That may include certain work to summarize, compile, tailor, review, redact, or segregate records. The statute also allows a custodian to waive or substantially reduce fees when disclosure primarily benefits the general public. It says: “The custodian of a public record may furnish copies without charge or at a substantially reduced fee if the custodian determines that the waiver or reduction of fees is in the public interest because making the record available primarily benefits the general public.”

The public-interest waiver is discretionary: the statute does not automatically entitle every newsroom or requester to free records. It also does not, by itself, establish whether Eugene’s estimate reflects actual costs or whether the waiver denial was unreasonable. A requester who believes a denial of a fee waiver or reduction was unreasonable may petition the Oregon Attorney General or the district attorney.

DSM reported on Sept. 30 that it had appealed directly to the Lane County District Attorney. The available reporting does not establish whether the district attorney ruled, mediated, or otherwise acted on that appeal, or whether the estimate or request scope later changed. Nor does it include the invoice, EPD’s written waiver explanation, or a response from the city. Accordingly, the reported amount is an estimate described by DSM, not a finding that the city ultimately collected that sum or that its fee was unlawful.
