EU apparent steel consumption is forecast to grow just 0.1% in 2026, then 2.3% in 2027. That is a modest rebound from a weak base—not a return to normal: EUROFER expects 2027 consumption to remain about 7 million tonnes below its 2019 level. Construction is one source of support, but automotive output is still forecast to decline in 2026.
What does the latest EU steel demand forecast say?
EUROFER’s Q3 2026 Economic and Steel Market Outlook, published in September and summarized in an October 1, 2026 release, forecasts apparent steel consumption to increase by 0.1% in 2026 and 2.3% in 2027. The 2027 growth rate is stronger, but the forecast level remains about 7 million tonnes below 2019.
“Apparent steel consumption” is a market-consumption measure, not the amount produced by EU steel mills. It should also not be confused with real steel consumption or with EUROFER’s SWIP indicator, which tracks output in steel-using sectors. Those measures describe different parts of the market and their growth rates are not interchangeable.
Why are construction and automotive not equally strong?
Construction supports the near-term outlook
EUROFER identifies construction and mechanical engineering as supports for growth in 2026. Its October summary points to a broader recovery across steel-using sectors in 2027. That helps explain why demand growth is forecast to improve, but does not mean every steel-consuming industry is already expanding.

Automotive remains a 2026 headwind
The Q3 outlook forecasts automotive output to fall by a further 0.9% in 2026. The stronger 2027 outlook is for steel-using sectors overall; it should not be read as evidence that automotive performance is already strong or that the sector’s individual growth rate is established here.
Steel-using-sector output is a separate indicator
EUROFER forecasts output across steel-using sectors (SWIP) to grow 1.5% in 2026 and 2.5% in 2027. These are sector-production forecasts, not apparent steel-consumption growth rates. A higher SWIP figure does not mean steel demand itself is growing at the same rate.

How did the forecast change during 2026?
EUROFER revised its estimates as the year progressed. The latest Q3 figures are the current estimate in the cited outlook; earlier values are useful only when clearly labeled by vintage.

The shift from the Q1 estimate to Q3 shows why a forecast percentage needs its publication date. Comparing figures from different report quarters without naming the vintage can make a changing outlook look like a stable prediction.
What could keep the rebound limited?
EUROFER’s October release cites elevated energy costs, weak manufacturing, and uncertainty around global trade and geopolitics as factors weighing on investment and industrial activity. Director General Axel Eggert cautioned: “Modest improvements in demand should not be mistaken for a genuine recovery. Manufacturing remains weak, energy costs remain elevated, and uncertainty linked to global trade and geopolitical tensions continues to weigh on investment and industrial activity.”
The production and trade figures in the Q3 outlook provide further context for the subdued market. EUROFER reports EU crude steel production of 125.8 million tonnes in 2025, a record low according to the report. Capacity utilisation was 67% in May 2026, compared with 65% in 2025. In the first half of 2026, EU steel exports to third countries fell 20% (14 million tonnes); imports totaled 34 million tonnes, including 26 million tonnes of finished products, after a 5% decline over that period. These production, utilisation and trade measures are context, not alternative measures of apparent consumption.

What should readers take from the 2027 outlook?
The forecast points to a stronger year for EU steel demand in 2027 than in 2026, helped by a broader improvement in steel-using sectors. But the projected 2.3% rise follows near-stagnant growth in 2026 and leaves consumption materially below 2019. Construction supports the outlook; automotive is still projected to contract in 2026. The balance of evidence supports calling this a modest rebound, not a full recovery.
