A successful QA manager needs to set a test strategy that fits the product and its risks, lead people who can deliver it, and give stakeholders clear evidence for decisions. The priorities change with the job: managing software testing for a product is not the same as owning quality across an organization.
What skills does a QA manager need?
There is no universally validated ranking of QA-manager skills. A practical set of capabilities, reflected in ISTQB’s software test-management and agile test-leadership curricula and ASQ’s broader quality-management framework, is:
- Test strategy and planning: turn product and business goals into an appropriate testing approach.
- Risk-based judgment: identify quality risks, decide what to test first, and adjust when evidence changes.
- People leadership: organize work, build team capability, and help people contribute to quality.
- Stakeholder communication: make status, risks, tradeoffs, and decisions understandable to the people who need to act.
- Measurement and improvement: use evidence to find systemic problems and improve how work flows.
Technical credibility supports these skills, but a manager’s job is not simply to run more tests or personally find more defects. It is to build an approach and a team that help the organization make informed quality decisions.
How the role’s scope changes the skill mix
“QA manager” can mean a software test manager responsible for a product or project, or a broader quality manager responsible for organizational processes. The leadership overlap is real; the methods and scope are not interchangeable.

ISTQB’s CTAL-TM v3.0 addresses managing testing across the software development lifecycle. ISTQB’s CT-ATLaS extends the leadership lens to quality assistance across agile organizations. ASQ’s CMQ/OE framework covers broader quality and organizational-excellence responsibilities. These frameworks inform the distinction; they are not a universal taxonomy for every employer’s job title.
Set a test strategy that fits the product
A QA manager translates goals, delivery context, and stakeholder needs into a workable testing approach. That means deciding how testing fits the lifecycle, which test levels and types are appropriate, how work will be planned and monitored, and what evidence will help the team decide whether quality risks are acceptably understood.
The strategy should reflect the actual context rather than repeat a standard checklist. A single product team, a hybrid development model, and a scaled agile organization may need different coordination and feedback loops. ISTQB’s CTAL-TM v3.0 explicitly covers planning, monitoring, control, completion, stakeholders, test levels and types, and project test strategy.
What good strategy looks like in practice
- Connect the testing approach to product goals and the consequences of failure.
- Make responsibilities and coordination needs visible to the people delivering and using the product.
- Choose testing activities that can produce useful evidence within the lifecycle and delivery constraints.
- Monitor whether the approach is addressing the risks; revise it when assumptions or evidence change.
Prioritize quality risks and use metrics carefully
Testing time is limited, so a manager needs to identify and assess quality risks, then direct effort toward the risks that matter most. This is not just assigning severity labels: the team must choose testing that could meaningfully mitigate a risk and monitor whether the chosen approach is working.

Metrics can make status and tradeoffs more transparent, but a number is not a decision by itself. Interpret measures in product and business context. For example, a test-progress figure does not establish that the most consequential risks have been examined; stakeholders need to understand what the measure does and does not show.
Questions to ask before presenting a metric
- What decision is this measure meant to support?
- Which product, team, or time period does it describe?
- What important risk or limitation is not represented by the number?
- What action would change if the measure moves?
For scaled or value-driven organizations, ISTQB’s CT-ATLaS adds attention to test and flow metrics, value-stream analysis, and coordination across agile and non-agile teams. Those methods are useful in that context, not mandatory for every software QA manager.
Lead people and build team capability
A manager must organize work so necessary testing can be completed and develop the competencies the team needs. This includes understanding where capability is strong or missing, enabling people to take responsibility, and making sure testing is not dependent on one individual’s knowledge.
Broader quality-management roles may also involve motivating and evaluating staff, managing human resources, and leading projects. The particular responsibilities depend on the organization and the job’s remit.

Develop capability deliberately
- Identify the skills the team needs for its product, tools, and delivery model.
- Pair work, share context, and reduce avoidable knowledge silos.
- Give people ownership appropriate to their experience and the risk involved.
- Make time to learn from defects, incidents, and process problems rather than treating each as an isolated test failure.
Communicate in terms stakeholders can use
Stakeholders need more than a pass/fail summary. A QA manager should explain what has been tested, what remains uncertain, which risks matter, and what options or tradeoffs are available. Good communication makes the evidence usable without overstating what testing can prove.
Adapt the detail to the audience: delivery teams may need specific findings and next steps, while decision-makers need the implications for product risk and timing. ISTQB identifies stakeholder knowledge, communication, and project management as relevant parts of test management and supporting skills.
Improve the system, not just the test run
Repeated defects or bottlenecks may point to a process or organizational cause, not simply a need for more test execution. Useful improvement skills include structured problem-solving, root-cause analysis, systems thinking, and continuous improvement. They help managers look for conditions that create recurring problems and test whether a change improves the work.

When broader quality-management skills matter
If a role owns organization-wide quality, software test-management skills alone may not cover its responsibilities. ASQ’s CMQ/OE framework includes process-improvement leadership, customer and supplier relations, strategy deployment, measurement, risk, financial analysis, knowledge management, and staff leadership.
Depending on the organization and role, practical responsibilities may also include audit programs, management review, corrective and preventive action (CAPA), nonconformance handling, supplier quality, and quality-system measures. These are examples for roles that own those functions—not default duties of every software QA manager.
For a broad quality-system role, useful evidence of capability includes being able to explain a real improvement project and communicate a statistical concept, such as a control chart, in plain language. The appropriate examples and measures depend on the quality system and industry involved.

Start with the responsibilities in the job you want or hold. A software test manager can use ISTQB’s test-management curriculum as a structured learning path; a manager leading quality across agile teams may find CT-ATLaS relevant; someone responsible for organization-wide quality and operational excellence may consider ASQ’s CMQ/OE body of knowledge.

Certification can provide structure for learning, but it is not a universal job requirement and by itself does not demonstrate managerial competence. Pair study with practical work: lead a risk review, explain a quality decision to stakeholders, coach a teammate, or take one recurring problem through a measured improvement cycle.
Tools for the work: use them to support judgment
Tool knowledge is a supporting skill, not a substitute for strategy or risk judgment. A QA manager should understand what the team’s tools can and cannot establish, and whether their outputs are useful to the people making decisions.
