Preventing counterfeit electronic components starts with buying through authorized channels and preserving traceability. If a part must come from a non-authorized source, qualify the supplier and choose inspection and testing according to the part’s provenance, the chance a check will detect a counterfeit, and the consequence of failure in the product. A suspicious clue is a reason to investigate—not proof by itself.
What counts as counterfeit—and what counts as suspect?
NASA FAR Supplement clause 1852.246-74 defines an authentic part as a new, unmodified part made by the original component manufacturer (OCM) or an expressly authorized source. A counterfeit electronic part is an unlawful or unauthorized reproduction, substitution, or alteration knowingly misrepresented as authentic. Examples include used components sold as new, or false claims about grade, serial number, lot number, date code, or performance. NASA defines a “suspect counterfeit” part as one for which credible evidence creates reasonable doubt about authenticity. NASA FAR Supplement 1852.246-74
That distinction is important during incoming inspection: a mismatched marking, unusual package, or test anomaly can justify suspicion and controls, but a single clue does not necessarily establish that a part is counterfeit. NASA’s clause concerns discrete parts intended for safety- or mission-critical applications. The DoD clause uses a broader covered scope, including integrated circuits, discrete components, and circuit assemblies as specified in that clause. DFARS 252.246-7007
Why counterfeit parts create risk
A component that is used, altered, substituted, or falsely graded may not perform as represented. The practical risk depends on what the part does and what happens if it fails: a failure can affect product reliability, mission success, or human safety. The DoD risk framework calls for considering three factors together:

- Likelihood of receipt: How likely is this source or supply route to provide a counterfeit part?
- Detection probability: How likely is the proposed inspection or test to find it?
- Consequence of installation: What are the potential negative effects if the part is used?
A visual check can be a useful first screen, but a low-cost visual check may be inadequate where failure consequences are high or where the likely counterfeit would not be visible. DoD’s clause ties inspection and test selection to risk and requires acceptance and rejection criteria using government- or industry-recognized techniques. DFARS 252.246-7007
How to reduce counterfeit risk before buying
Prefer authorized sources
Where feasible, procure directly from the OCM or from a source with the manufacturer’s contractual arrangement or express written authority. NASA’s definition also recognizes contractor-approved suppliers when they meet qualification criteria; approval should be based on documented evidence, not reputation alone. Preserve traceability
Maintain records that connect the part to its original manufacturer and follow it through procurement and acceptance. Traceability matters whether a component is bought directly or arrives inside an assembly. DoD’s system criteria call for risk-based tracking from the original manufacturer through government product acceptance. DFARS 252.246-7007
Qualify non-authorized suppliers with evidence
When an authorized source is unavailable, use written supplier-approval criteria and retain the supporting records. Review the supplier’s provenance documentation and the chain of custody for the specific lot. A marketplace rating, certificate, or clean-looking package is not, by itself, conclusive proof of authenticity. Plan for obsolescence
Lifecycle planning can reduce the pressure to buy scarce parts through uncertain channels. A 2010 U.S. Commerce Department assessment described defense systems whose service lives outlasted the commercial life cycles of some components, leaving sources as sole sources or causing them to disappear. That assessment provides historical context, not a current estimate of how often components are counterfeit. Build the inspection plan around the part, source, and application rather than applying one test indiscriminately. Compare potential controls against the relevant risk factors:

A digital microscope for electronics inspection can support close-up visual screening of markings and package features. It remains one layer of screening, not authentication. SAE AS5553E is an industry standard titled “Counterfeit Electrical, Electronic, and Electromechanical (EEE) Parts; Avoidance, Detection, Mitigation, and Disposition.” Revised November 13, 2025, it describes a risk-based approach for organizations that procure and integrate EEE parts, with mitigation varying by part criticality and desired equipment reliability. What to do when a part is suspect
- Stop it from entering production. Identify and segregate the suspect parts so they cannot be installed or mixed with accepted inventory.
- Preserve records and evidence. Retain the parts, packaging, labels, transaction documents, traceability records, inspection observations, and relevant test results for investigation.
- Escalate through the applicable quality and procurement process. Arrange authentication or further evaluation as appropriate; NASA defines “Authentication” as “a process to verify that a part is not counterfeit or suspect counterfeit.” NASA FAR Supplement 1852.246-74
- Follow applicable reporting requirements. Under DFARS 252.246-7007, a covered contractor must report to the contracting officer and GIDEP when it becomes aware of or has reason to suspect counterfeit parts. The reporting duty is limited to the defined DoD contractor and procurement context; it is not a blanket legal requirement for every commercial buyer. DFARS 252.246-7007
- Do not return a suspect part to the seller or supply chain before it is authenticated. The DFARS clause restricts return because a suspect part could otherwise re-enter circulation. Apply the rule in its covered context and follow the relevant contract and organizational procedures. DFARS 252.246-7007
Which rules apply?
The cited federal clauses are U.S. procurement requirements, not universal rules for every electronics buyer. NASA’s applicability is determined by contracting officers in consultation with the requiring activity and is tied to parts posing risk to the NASA supply chain. DFARS clauses apply in the DoD contractor and procurement contexts they define. Buyers outside those contexts should check the laws, contracts, and standards that govern their own work. Within its applicable scope, DFARS 252.246-7007 states: “The Contractor shall establish and maintain an acceptable counterfeit electronic part detection and avoidance system.” Its criteria include supplier controls, training, inspection and testing, traceability, obsolete-part management, requirements flowing down to subcontractors, and reporting.
