It is not one fixed process or metric; it is a way to organize testing across the software development lifecycle and adapt it as the work changes.
Start with objectives, stakeholders, and delivery context
Before selecting test activities or tools, establish what the project must achieve and what could constrain testing. A project’s test approach should fit its objectives, stakeholders, organizational strategy, and lifecycle model. The official ISTQB Advanced Level Test Management qualification describes responsibilities spanning testing across the software development lifecycle, including strategy, planning, risk, monitoring, skills, and improvement.
Make the context explicit
- Objectives: What quality and delivery outcomes must testing support?
- Stakeholders: Who needs to make decisions from test findings, and what information do they need?
- Constraints: Which deadlines, people, skills, environments, tools, or infrastructure limit what can be tested?
- Lifecycle: How does the project build, integrate, release, and maintain the software?
- Organizational strategy: What existing policies, capabilities, and priorities should the project’s testing approach align with?
These inputs help a team choose an approach suited to the work rather than adopting a template or ceremony simply because it is familiar. ISTQB identifies project strategy, test planning, tool decisions, and process improvement among the areas addressed by its testing qualifications; it does not prescribe one universal process or tool for every team (ISTQB overview).
Set a project test approach around product risk
Once the objectives and context are understood, define how testing will address the product’s quality risks. Risk-based testing starts by identifying and assessing risks, then uses that assessment to guide test priorities and mitigation. The purpose is to focus limited time and capacity where a failure would matter most—not to claim that lower-priority areas are risk-free.

Make risk assessment useful for decisions
- Identify product areas and quality concerns that could affect users, operations, or the project’s objectives.
- Assess the risks in the project’s context, considering both the likelihood of a problem and its consequences.
- Use the assessment to decide where testing effort and other mitigation should go first.
- Revisit the assessment when important project conditions or information change.
Teams may use different lifecycle models, testing levels and types, and degrees of automation. Compare these choices by how well they fit the objectives, address risk, match available skills and infrastructure, and support the reporting stakeholders need. No single approach is established as the best choice for every project.
Plan activities, people, skills, tools, and environments
A test plan needs to account for more than test cases. Estimate the activities and effort needed to meet the test objectives, then identify the people, skills, tools, and environments those activities depend on. Planning should expose resource gaps early enough for the team to address them or adjust expectations.

Check the plan against delivery needs
- Activities and effort: Are the necessary testing tasks visible, and is the expected effort understood?
- People and skills: Are the right capabilities available when the work needs them? Where skills are missing, is development or other support needed?
- Tools and infrastructure: Can the team execute, record, and report the planned work with the tools and environments available?
- Lifecycle fit: Do test activities and timing fit the project’s development and release flow?
- Dependencies: Are there constraints that could prevent planned testing, and do stakeholders know their effect?
The plan should be a working basis for coordinating and assessing testing, not an assumption that estimates or resources will remain unchanged. Adjust it when delivery conditions, risk priorities, or available capacity shift.
Monitor work and report progress for decisions
Monitoring and control make it possible to see whether test work is progressing toward its objectives and to respond when it is not. Agree on what the team will track, how often it will review it, and what stakeholders need to know to make decisions. Select measures for their usefulness in context; no single metric is a universal proxy for product quality.

Make status actionable
- Report progress against the planned objectives and activities.
- Make important risks, impediments, and resource or environment constraints visible.
- Explain what a reported measure does and does not show, rather than presenting a number without context.
- Communicate changes that may affect test priorities, coverage, timing, or decisions.
A progress report is most useful when it helps stakeholders decide what to do next—such as resolving a constraint, changing priorities, or accepting a delivery risk. Choose measures based on those decisions rather than treating activity counts as proof that a product is ready.
Treat automation as an organizational investment
Automation planning includes more than choosing or installing a tool. Consider the organization’s needs, how automation will be deployed, how results will be reported, and the effort required to maintain it. Evaluate the fit with the team’s skills, infrastructure, project objectives, and the risks the automated work is meant to address.

Assess the full commitment
- Which testing needs are suitable for automation in this project and organizational context?
- Can the team implement, operate, and maintain the automated work with its available skills and infrastructure?
- How will results and failures be reported so that they support stakeholder decisions?
- What implementation and ongoing maintenance effort will be required?
There is no universally best degree of automation. Compare options by risk coverage, context, available capability, infrastructure and tool constraints, reporting needs, and total implementation and maintenance effort. Automation is a continuing commitment, not a one-time installation decision.

Test management includes identifying the skills needed to carry out testing and developing team capability. That work should reflect the project’s lifecycle and its different testing levels and types. When a capability gap affects planned testing, make the gap and its consequences visible while there is still time to respond.

Use observed results and team retrospectives to refine the approach. Review what helped or hindered the team in meeting its objectives, whether risk priorities remained appropriate, and whether planning and reporting enabled sound decisions. Carry useful changes into the next cycle instead of treating the initial plan as permanent.
