Climate governance addresses institutions and action on climate change, while an earth system governance perspective also examines how climate decisions connect with areas such as water, food, energy, trade, biodiversity, and development. The terms overlap, but they are not synonyms.
What does earth system governance mean?
The Earth System Governance Project defines earth system governance as the interconnected system of formal and informal rules, rule-making systems, and actor networks across levels of society that steer responses to environmental change and Earth system transformation within sustainable development. Its scope runs from local to global and includes the ways environmental and socioeconomic systems interact. The Project’s definition and overview explain the concept.
It is an analytical framework, not a single treaty, organization, or synonym for environmental policy. The Project’s 2018 Science and Implementation Plan sets out a research agenda for understanding governance across connected domains.
What does climate governance mean?
Climate governance concerns structures, processes, and actions through which public and private actors address climate-related goals and risks. It includes institutions and policies for mitigation and adaptation, as well as the processes through which actors develop and implement them. The IPCC’s account of governance encompasses both formal and informal institutions and can apply at any geographic or political scale—not only internationally. Climate governance therefore includes global processes, national laws and plans, and subnational action. It is not limited to the UN Framework Convention on Climate Change (UNFCCC) or to governments acting alone. The IPCC discusses climate action at global, national, and subnational levels in AR6 Working Group III, Chapter 13.

How they overlap in practice
A national climate law is a climate-governance subject when the question is how it sets emissions targets, supports adaptation, assigns responsibilities, or is implemented. An earth system governance lens broadens the inquiry: how does that law interact with energy policy, trade rules, land use, biodiversity protections, or development priorities? The same policy can be studied through either lens; the difference is the breadth of the question, not a separate set of actors.
This wider view matters because decisions made in one policy area can affect environmental and social outcomes in another. The Earth System Governance Project’s research framework treats these interconnections as a central concern.

What to evaluate in each framework
Neither framework treats effectiveness as the only measure of good governance. The Earth System Governance Project identifies legitimacy and social justice alongside questions of effectiveness. Climate-governance analysis likewise considers equity and justice in relation to climate goals and action, as discussed by the IPCC.
- Effectiveness: Are institutions and policies capable of addressing the environmental or climate goal?
- Legitimacy: Are decision-making arrangements seen as appropriate and accountable by affected groups?
- Justice and equity: How are benefits, risks, responsibilities, and participation distributed?
- Connections across domains: Do arrangements in one area support or undermine action in another?
The first three questions can apply to climate governance on its own. The final question is especially useful when taking the broader earth system perspective. For the Project’s treatment of these concerns, see its research framework.
