An e-commerce service provider is a person or organization that supplies a service through electronic systems or networks. The phrase has no single definition that applies everywhere: laws and regulators may define it differently depending on the country and context.
What does “e-commerce service provider” mean?
In general, the term describes the person or organization providing a service related to electronic commerce. The specific legal meaning depends on the applicable jurisdiction and the law or regulatory guidance using the term. It should not be assumed that every online retailer, marketplace, payment processor, or hosting company has the same legal status under every law.
How do official definitions differ?
Qatar: electronic services, including non-commercial services
Qatar’s Decree Law No. 16 of 2010 defines a “Service provider” as “a person providing an electronic commerce service.” The law defines an “e-Commerce service” as a service normally provided for consideration, or a non-commercial service, delivered through a combination of an information system and a telecommunications network or service. Vanuatu: goods, services, or information provided electronically
The statutory wording indexed by WIPO Lex describes an e-commerce service provider as a person who uses electronic means to provide goods, services, or information. That wording is broader in what it expressly names than Qatar’s definition, and it belongs to Vanuatu’s legal context. Estonia: a consumer-contract category in accessibility guidance
Estonia’s Consumer Protection and Technical Regulatory Authority uses “e-commerce service” in digital-accessibility guidance for a service provided remotely through a website or mobile-device service, electronically and at a consumer’s individual request, for concluding a consumer contract. This is a context-specific description of a service, not a universal definition of an e-commerce service provider. How to interpret the term for a legal or compliance question
Start with the country and the specific legal instrument or regulatory guidance. Then check the wording in context rather than relying on the label alone. Definitions may differ on whether they cover only services or also goods and information, which electronic systems or channels count, and whether the scope is limited to consumer contracts or also includes non-commercial and public services.

Also check whether the law separately defines a narrower category. For example, Qatar’s law defines hosting services separately as electronic services that allow users to store information on a provider’s information systems and make it accessible to other e-commerce users.
