Yes. Wi-Fi Calling can let you make and receive regular phone calls when cellular coverage is weak or absent, provided your phone and carrier support it, the feature is enabled, and you have working Wi-Fi with internet access. It cannot help if the Wi-Fi network or internet connection is also unavailable.

How Wi-Fi Calling works when cell service is weak

With Wi-Fi Calling, your phone uses a Wi-Fi access point and its internet connection to reach your carrier’s mobile network. The Wi-Fi access point provides the internet connection; it does not route the call on its own. The FCC describes the feature as useful in weak- or no-coverage areas when the device can connect to Wi-Fi (FCC report, 2021).

This makes Wi-Fi Calling useful in places such as a room or building where cellular reception is poor but Wi-Fi works. The feature still depends on carrier and device support, activation, and a usable internet connection. A Wi-Fi dead zone, internet outage, unsupported combination, or disabled setting can prevent a call.

What you need

  • A phone and carrier that support Wi-Fi Calling for your account and device.
  • Wi-Fi Calling enabled in the phone’s settings or carrier app.
  • A Wi-Fi connection with internet access where you want to call. Some public or workplace networks may not work; Apple notes that not all Wi-Fi networks support Wi-Fi Calling (Apple Support).

There is no minimum Wi-Fi speed established by the cited guidance, and no reliable percentage for how often Wi-Fi Calling completes a weak-signal call. A connected Wi-Fi icon alone also does not confirm that Wi-Fi Calling is active. Look for the phone’s Wi-Fi Calling indicator; on iPhone, Apple says “Wi-Fi” appears in Control Center’s status area when the feature is available.

How to turn on Wi-Fi Calling

On iPhone

  1. Open Settings > Cellular.
  2. If your iPhone has more than one line, select the line you want to use.
  3. Tap Wi-Fi Calling and turn it on. Follow any prompt to enter or confirm your emergency address.

Apple’s menu labels can vary by software version. Its setup and status guidance is at Make a call with Wi-Fi Calling.

On Android

  1. Open Settings > Network & internet > SIMs.
  2. Select your carrier SIM, then tap Wi-Fi calling and enable it if the option is available.

Android menus differ by phone and carrier. The setting may be missing if the carrier does not support Wi-Fi Calling for your device or account. Google Fi customers can enable it in the Fi app’s profile or settings area. Check your carrier’s instructions if the menus do not match; Google’s general guidance is at Make calls over Wi-Fi.

What happens when Wi-Fi and cellular are both available?

Call routing and switching depend on the carrier and phone; behavior documented for one service should not be assumed for another. Google Fi says it selects the network it considers to provide the best experience and switches to cellular if Wi-Fi weakens or drops (Google Fi guidance). Apple documents a switch to cellular using VoLTE if Wi-Fi is lost and VoLTE is available and enabled (Apple Support).

Check your carrier’s current guidance if you need to know whether a call will hand off between Wi-Fi and cellular in your situation.

Why Wi-Fi Calling may not work

  • The phone or carrier does not support it. Confirm support for your exact phone, carrier, line, and account. If the setting is absent, ask the carrier whether the feature is available and provisioned.
  • The feature is off. Recheck the phone setting or carrier app and look for the Wi-Fi Calling indicator.
  • The Wi-Fi network is unsuitable. Try another network; some public and workplace Wi-Fi networks may block or fail to support the service.
  • The phone or carrier setup needs refreshing. Restart the phone. If service still fails, contact the carrier; reactivation may require a restart or carrier assistance.
  • Wi-Fi reception is poor where you call. Improving Wi-Fi coverage may help if the Wi-Fi signal itself is weak. A mesh system can extend Wi-Fi coverage, but it does not provide internet service or carrier eligibility, and it cannot guarantee a successful call.

Do not rely on Wi-Fi Calling as an emergency-call guarantee

Emergency-call handling varies by phone, carrier, and location. Apple says an iPhone emergency call uses cellular when available; if cellular is unavailable and Wi-Fi Calling is enabled, the call may use Wi-Fi. The phone may use location information, and you may need to confirm an emergency address (Apple Support). AT&T likewise says a 911 call goes over cellular if possible and that device location data is used when cellular is unavailable (AT&T support).

Google Fi warns that a 911 call over Wi-Fi or data may fail to reach local emergency operators, or may reach an administrative office that is not staffed after hours or by trained 911 operators. Location or callback information may also be unavailable (Google Fi emergency-call guidance). Keep your emergency address accurate and read your provider’s instructions. Do not place a casual test call to 911; 911.gov advises contacting your local 911 center’s non-emergency number to arrange a test (911.gov FAQ).
