No. Negative acceleration means acceleration points in the negative direction of the axis you chose; it does not, on its own, mean an object is slowing down. To tell whether speed is increasing or decreasing in one-dimensional motion, compare the signs of velocity and acceleration.
What does negative acceleration mean?
Acceleration describes how velocity changes. Because velocity includes direction, acceleration is a vector too: its sign indicates direction along the chosen axis. If right is defined as positive, acceleration to the left is negative. The choice of positive direction is a convention; reversing the axis reverses the signs, but not the physical motion.

As OpenStax explains in Physics, section 3.1, “Acceleration”, “A negative acceleration component is simply an acceleration in the negative direction along that axis.” The sign describes direction, not whether speed is growing or shrinking.

For motion along one axis, compare velocity’s sign with acceleration’s sign. Velocity indicates the direction the object is moving; acceleration indicates the direction its velocity is changing. When the signs match, the magnitude of velocity—the speed—increases. When the signs differ, speed decreases. This is the one-dimensional rule described in OpenStax College Physics 2e, section 2.4, “Acceleration”.

When does negative acceleration make an object speed up?
Suppose right is positive. An object moving left has negative velocity. If its acceleration is also negative, velocity and acceleration point in the same direction, so the object gains speed while moving left. Negative acceleration can therefore mean speeding up, not slowing down.
When does negative acceleration make an object slow down?
With right still defined as positive, an object moving right has positive velocity. If its acceleration is negative, the acceleration points opposite the motion, so the object’s speed decreases. In this case, negative acceleration does correspond to slowing down.

The sign comparison describes the motion while the stated directions apply. If velocity reaches zero and the object reverses, consider the motion on each side of that instant separately: the velocity’s sign changes at reversal, while acceleration’s sign may or may not change. Acceleration’s sign alone is not a permanent label for slowing down.
