No—not on the evidence available. Dallas Mayor Eric L. Johnson framed Morgan Stanley’s planned Dallas hub as a major win after AT&T announced a gradual headquarters transition to Plano. But the projects use different job definitions, timelines and investment measures, and the announced figures do not establish a comparable net economic offset.
What Morgan Stanley plans to build in Dallas
Morgan Stanley selected Dallas for a phased U.S. operations hub, announced by the city on September 28, 2026. The project is planned to begin at Fountain Place before moving to a permanent Uptown site. The city describes more than $1.3 billion in direct and indirect capital investment and more than 3,800 jobs; the Texas Governor’s Office cites $684 million in company capital investment and the same job total. Those investment figures have different scopes, not conflicting measurements of one identical category. Dallas’s announcement and the Texas announcement describe the project as a major investment.
Two sites and a phased schedule
The June 24, 2026 Dallas City Council project record says Morgan Stanley would initially occupy approximately 255,000 square feet at 1445 Ross Avenue in Fountain Place, under a short-term lease of about 52 months. Operations are expected to begin in 2027. The planned permanent office is an approximately 708,000-square-foot build-to-suit at McKinney Avenue and Fairmount Street in Uptown; a contemplated long-term lease would begin in 2031. These are planned arrangements, not completed moves. The city’s council project record lays out the phases.

The council record anticipates about $96.9 million in real estate and business personal property improvements at the temporary site in 2026–27, and about $684.2 million in improvements at the permanent location by the end of 2031. It projects 1,500 jobs at the temporary location from 2027 to 2031. After the permanent building opens, Morgan Stanley expects to move those 1,500 jobs and 115 other Dallas-market jobs, then add or relocate 2,200 more by the end of 2035, reaching 3,800 at the permanent site. The record also describes a possible additional 1,000 jobs by the end of 2039. These figures include transfers and relocations as well as additions; they are projections, not counts of net new Dallas jobs.

The city record gives an expected average annual wage of $128,000 excluding benefits. That is a project expectation, not a promise that every position will pay that amount. The city announcement describes an economic-development grant of up to $18.5 million tied to actual jobs created. The council record also describes five- and ten-year abatements on 90% of added taxable business personal property value for project phases, plus grants subject to job and investment conditions. Texas separately announced a $43,849,500 Texas Enterprise Fund grant and a $40,000 Veteran Created Job Bonus. These are incentive terms or announced awards; they should not be read as proof that every amount has been paid.
What AT&T’s move to Plano involves
AT&T announced on January 5, 2026 that it planned to transition its headquarters to a new campus in Plano. Dallas said the transition would be gradual and attributed the choice to the company’s preference for a large, horizontal, suburban-style campus rather than downtown towers. Plano’s February 23 announcement identifies the former EDS campus at 5400 Legacy Drive as the redevelopment site for AT&T’s global headquarters. Dallas’s statement describes the city’s account of the decision; Plano’s announcement describes its agreement with AT&T.

Plano says the plan covers a 2 million-square-foot campus and up to 10,000 jobs transferred, retained or created. The “up to” figure is not a forecast of 10,000 new hires: it combines existing positions that may move or remain with any jobs created. Plano also describes a $10 million redevelopment grant, a $1,000-per-qualifying-job incentive and a partial city tax rebate on new property value for 25 years, tied to redevelopment, investment, jobs and long-term presence.

The Morgan Stanley total is a company project projection for a Dallas hub, with a stated path to 3,800 positions by 2035 and a possible later increase to 4,800 by 2039. Some positions are transfers or relocations, and the public record does not break out a single comparable net-new-job total. AT&T’s Plano figure is a ceiling of up to 10,000 transferred, retained or created jobs at a campus—not a count of new positions lost by Dallas. Comparing 3,800 with 10,000 as if they were equivalent would misstate both projects.

The investment figures are not directly interchangeable either: Dallas’s more than $1.3 billion includes direct and indirect investment, while the state’s $684 million figure refers to Morgan Stanley capital investment. The council record gives a separate, phased estimate of property improvements. These measures do not tell readers how much economic activity each city will ultimately gain or lose.
The available official announcements and municipal record establish what the parties plan and what incentives were announced. They do not provide a shared estimate of realized wages, tax receipts, supplier effects or the counterfactual impact of AT&T’s headquarters leaving Dallas. Nor do they verify eventual construction, hiring or incentive payments. The evidence supports calling Morgan Stanley a substantial Dallas project; it does not prove that it makes up for AT&T’s move, one-for-one or in total economic impact.
