No. A Meta Quest headset does not use a phone to run its VR games and apps. Quest is a standalone headset. A phone may be useful for the Meta Horizon companion app, certain setup tasks, or optional screen casting, but those are separate from running content on the headset.
Does Oculus Quest use a phone to run games?
No. Meta describes Quest 3 and Quest 3S as standalone devices that do not require a PC for their standalone experience. The headset itself runs supported games and apps. A phone is a companion device, not the processor or display that powers Quest experiences. Meta’s Quick start guide states: “Meta VR devices are standalone — no PC required.”
Meta’s platform overview explains that apps run on Quest through Horizon OS, including immersive VR and mixed-reality experiences as well as 2D panels. That does not mean every feature works offline, but it does mean the headset—not a phone—runs supported content. Meta’s Horizon OS platform overview describes these app formats.

Do you need a phone to use or set up a Meta Quest?
The headset can run its supported experiences without a phone acting as the device that runs them. However, Meta’s documented pairing and developer-mode instructions use the Meta Horizon mobile app. Those are developer-focused instructions; they do not establish that every consumer must—or never must—use a phone during ordinary first-time setup. Meta’s Device Setup guidance covers the documented pairing and developer-mode workflow.

For a specific headset, check its current consumer setup instructions before assuming a phone is or is not required during initial setup. Requirements can depend on the model and setup workflow; the available official guidance here does not settle that question universally for every current model and region.
Can you use Quest like a phone?
No. Quest is a VR headset, not a general-purpose phone display. Meta says it does not provide a 2D phone display and notes that some phone-like app behaviors, including push notifications and authentication that depends on a separate Android app, cannot be relied on in Quest apps. See Meta’s APK guidance for these app limitations.

Can you connect a phone to Meta Quest?
Yes, in specific companion-app and casting workflows—but “connect” does not mean the headset needs a phone to run its own apps. The exact capability depends on what you want to do.
Cast the Quest view to a phone
Meta’s playtesting guide describes casting what is displayed in Quest to a phone. For that testing arrangement, it recommends connecting the headset and phone to the same Wi-Fi network. This is a particular playtest workflow, not a complete specification for every consumer casting setup. See Meta’s playtesting guide.

Show a phone screen inside Quest
Receiving a phone screen inside the headset is a different direction of casting. The third-party Meta Horizon Store listing for DisplayPass Receiver describes receiving screens from phones, computers, and other devices. Its listing names Quest 2, Quest Pro, Quest 3, and Quest 3S as supported platforms. This is an app-specific third-party option, not a universal built-in phone-mirroring or remote-control feature.
