Usually, no. Deleting a file in Windows generally removes its file-system references and marks its storage space as available; it does not prove that the file’s data was immediately overwritten. On an HDD, that data may remain recoverable until other data reuses the space. On an SSD, Windows may send a TRIM hint so the drive can purge the freed range, but that does not guarantee immediate or complete erasure. If you need a deleted file back, stop using the affected drive and recover files to a different drive.
What Windows does when you delete a file
After a file is removed from the Recycle Bin, Windows can mark its space as free for reuse without immediately overwriting every byte it occupied. Microsoft explains that file data may still exist and can sometimes be recovered while that space remains unused. A recovery attempt is never guaranteed.
On an NTFS volume, the Master File Table (MFT) contains an entry for each file. Microsoft says that when a file is deleted, its MFT entry is marked free and may be reused. Later activity can therefore make recovery harder by reusing either the file’s data space or relevant metadata.

That is why “permanently deleted” describes what Windows shows the user, not necessarily a verified physical erasure of the storage.

Why HDD and SSD deletion behave differently
Hard disk drives
An HDD may retain deleted file data until the storage space is reused. The more the drive is used after deletion, the greater the chance that new writes will overwrite data needed for recovery. Microsoft advises minimizing or avoiding use of the computer after data loss.
Solid-state drives and TRIM
Flash-based SSDs manage storage in blocks and use garbage collection; they do not overwrite a programmed flash location in place like a magnetic HDD. For normal inline NTFS operations such as deleting a file, Windows can send TRIM notifications. Microsoft describes TRIM as a hint that sectors are no longer needed and may be purged. The storage device determines what happens next, and the TRIM interface does not wait for a device response.

As a result, a deleted file on an SSD is not necessarily erased instantly, but it may become unrecoverable sooner than a file on an HDD. The outcome depends on the file system, Windows configuration, connection path, and device implementation. Do not assume either that every deleted SSD file is recoverable or that deletion always securely erases it.
What to do if you need the file back
- Stop writing to the affected volume. Avoid saving, downloading, installing, or copying files there. New writes can reuse space that may contain the deleted file.
- Check the Recycle Bin. If the file is still there, restore it rather than attempting drive recovery.
- Use Windows File Recovery if appropriate. Microsoft’s command-line app supports recovery attempts from local internal drives, external drives, and USB devices. It does not support cloud storage or network file shares. Microsoft documents Windows 10 and Windows 11 support; Windows 10 support ended October 14, 2025.
- Choose a mode based on the file system and situation. For a recently deleted file on NTFS, Microsoft suggests starting with Regular mode. For older deletions, formatting, or corruption, it suggests Extensive mode. FAT and exFAT recovery is supported only in Extensive mode. These are starting points, not guarantees.
- Recover to a different drive. Use another physical drive when possible. If the computer has only one drive, Microsoft advises using a USB or external drive as the destination so recovery writes do not overwrite data on the source.
- If recovery fails, avoid interpreting failure as proof of erasure. The data may have been overwritten, become inaccessible to the utility, or been affected by device behavior. Microsoft suggests trying further recovery steps or contacting an administrator. Do not create a new partition after data loss; Microsoft warns this reduces the chance of successful recovery.
Microsoft’s instructions, including command syntax and mode details, are on its Windows File Recovery support page. Recovery attempts are not a substitute for a backup, and there is no official success percentage that applies to every drive and deletion.

Deleting a file is not the same as sanitizing a device
If you are handing off or retiring a computer, deleting individual files—or formatting a volume—does not establish that all data on the device has been sanitized. Microsoft distinguishes between Windows’ “Remove files” option, which reformats drives and reinstalls Windows but may leave files recoverable with specialized tools, and “Remove & sanitize files,” which asks supported storage hardware to securely erase targeted data before Windows is reinstalled.
The sanitize result depends on hardware support and implementation. Windows reports the device’s result but cannot independently verify what the hardware did. Microsoft advises checking support with the device manufacturer and using its tool where required. For sensitive or regulated data, follow a documented organizational process rather than relying on ordinary deletion or a generic overwrite recipe.

NIST’s current final guidance is SP 800-88 Rev. 2, Guidelines for Media Sanitization, published September 26, 2025, which supersedes Rev. 1. Its documentation describes a one-pass default overwrite and notes limitations, including that some NTFS file types need special handling and that free file names in directory structures may not be erased by free-space cleaning. It should not be treated as a universal guarantee for every SSD, controller, hidden or overprovisioned area, or organizational requirement.
