More AI accessibility scanners are useful only when they add meaningful coverage, produce evidence people can review, or fit a team’s workflow. They do not replace human evaluation: a scan can flag possible problems, but it cannot prove that a website or app is accessible or conforms to WCAG.
What an AI accessibility scanner can—and cannot—tell you
A scanner can help find potential accessibility issues and make some checks repeatable. AI may also help analyze content or behavior that is difficult to assess with simpler automated rules. But results depend on the criteria, tool, configuration, and content tested.
The W3C Web Accessibility Initiative puts the limit plainly: “Web accessibility evaluation tools can not determine accessibility, they can only assist in doing so.” Some checks cannot be automated and require manual intervention. Scans can also return false or misleading results, so a finding needs review rather than automatic acceptance.
That distinction matters when a tool reports a score or labels a product “WCAG compliant.” A scan is evidence about the checks it ran—not an accessibility verdict. There is no general, independently established percentage for how many accessibility problems AI scanners detect. A coverage figure is meaningful only with its source, denominator, criteria, tool version, and test conditions.

Why more scanners do not make every WCAG criterion testable
WCAG 2.2 is the current W3C Recommendation the W3C advises using to maximize future applicability. WCAG 2.0 and 2.1 remain Recommendations. WCAG 2.2 applies to web content across device types and expresses success criteria as testable statements, but it does not address every need of every person with a disability. A tool’s rule set is not the same thing as a complete WCAG evaluation.
Research published at FSE in 2025 classifies WCAG criteria according to whether issues can be detected by static analysis, dynamic analysis, or are not testable through those methods. That is a useful way to think about scanner coverage: some checks can be automated against page structure, some require interacting with a running interface, and some require human judgment about meaning or experience. Adding AI does not make every criterion mechanically decidable, and findings from one research system should not be assumed to describe every commercial product.

A September 2026 preprint illustrates why an AI tool should not be chosen on recall alone. In an evaluation of 250 page–criterion records from 24 pages across 11 scholarly platforms, its worker agents recovered 0.86 of positive reference labels, compared with 0.36 for axe-core and 0.67 for an uncued vision-language model. Their precision values were 0.56, 0.90, and 0.61, respectively. The agents surfaced more positive labels but also produced more findings absent from the reports. The authors note that inferred negative labels, configuration differences, and the saved-page corpus limit conclusions about true accuracy and causal effects. These results describe that study—not a universal ranking of scanners.
What a credible evaluation needs to cover
Choosing a scanner starts with the product and user journeys in scope, not the tool’s broadest marketing claim. WCAG-EM 2.0, a W3C Group Note, lays out a process for evaluating a representative sample of a digital product against WCAG 2.

- Set the scope and target. Define which product, pages or app areas, technologies, and WCAG conformance target are included, along with the purpose of the evaluation.
- Explore the product. Identify common views, important functions, essential user journeys, and the content or page types the evaluation must represent.
- Select representative samples. Choose pages or states that cover those types and journeys, including content behind access restrictions when it is in scope.
- Evaluate criteria and complete processes. Combine scanner output with checks that require interaction, context, assistive technology, or human judgment. Where a journey involves a sequence of steps, evaluate the complete process rather than isolated screens alone.
- Report the method and limits. Record the scope, sample, tools and versions, findings, unresolved criteria, and any limits that affect interpretation.
A sampled subset generally cannot support a claim that an entire site conforms. WCAG-EM 2.0 also assumes knowledge of WCAG, assistive technology, and how disabled people use digital products; it strongly recommends involving people with disabilities. A scanner can contribute evidence to this process, but it cannot stand in for the process itself.
How to compare AI accessibility scanners
Compare tools by what they actually test and how their results can be used. W3C notes that evaluation tools differ and that teams may combine tools for different roles and stages of a project.

For any advertised detection or accuracy figure, ask what was measured, on which criteria and content, with what tool version and setup, and against what reference. A high recall value can mean that more candidate issues are surfaced; it does not mean every issue is confirmed. A tool that explains its coverage and leaves findings open to review can be more useful in practice than one that presents a confident-looking score without inspectable evidence.

- It covers a real gap. The tool checks criteria, content types, interactions, or product areas your current setup does not address.
- It improves the workflow. Findings reach the people who can fix them at a useful point in development, and results can be reviewed and tracked.
- Its evidence is inspectable. Reviewers can understand what was tested, see why an issue was flagged, and confirm or dismiss it with a reason.
- It supports—not displaces—expertise. Your team still has a way to evaluate judgment-dependent criteria, assistive-technology use, and complete user journeys.
If a new tool only adds another score or repeats checks your team already runs, its existence alone is not a reason to adopt it. The relevant question is whether it improves coverage or makes responsible evaluation more effective.

A practical way to use scanners in an accessibility evaluation
- Define the product, evaluation scope, target WCAG version, and important user journeys.
- Run one or more scanners to identify candidate issues, and record exactly what each tool tested.
- Ask knowledgeable reviewers to confirm findings, document why apparent false positives are dismissed, and inspect criteria that need judgment or interaction.
- Test complete processes with assistive technologies and, where feasible, involve people with disabilities.
- Report the scope, method, tool versions, findings, unresolved criteria, and limits. Do not present a partial sample as proof of whole-site conformance.
This approach treats automated results as one input to evaluation. It also makes the output more useful to developers and decision-makers: they can see what was checked, what remains unresolved, and what a scan cannot establish.
