The public documentation does not verify that AWS, Upstage and Ollama agreed on one shared decision-model API, or that OpenAI declined to join one. It describes separate interfaces: Upstage’s beta Solar Decide endpoint, Ollama’s local System One support, AWS Bedrock’s range of inference APIs, and OpenAI’s own Decisions API. Those are related capabilities, not proof of a shared contract or an agreement’s membership.
What “decision-model API” means
A decision-model API returns structured choices, scores or probabilities rather than simply generating prose. The System One API describes this kind of interaction: a request can provide typed questions and receive decision-oriented outputs. That definition does not, by itself, mean every provider offering an API for decisions uses the same request and response schema. System One API
To establish that providers share an API, documentation or an announcement would need to show a common contract—or a clearly specified adapter that maps providers to it. A similarly named feature, an OpenAI-compatible interface, or support for another inference API is not enough.
What each provider’s documentation establishes

Important differences for developers
Schema and outputs
Do not treat the APIs as interchangeable based on their purpose or names. Compare the actual request and response fields, supported question types, and whether the response contains probabilities or confidence values. The cited documentation does not establish one common schema across these providers.
Where the API runs
Ollama’s API introduction says System One requires a local server and is not available on Ollama Cloud. Its separately documented OpenAI-compatible API base URLs do not change that deployment qualification. Ollama API introduction

Bedrock’s APIs are AWS-hosted inference interfaces, but the supported models and features vary by endpoint and Region. OpenAI’s help page clarifies that Bedrock’s Responses implementation is operated by AWS and is separate from OpenAI-hosted Responses; availability and behavior can differ. That statement concerns Responses on Bedrock, not System One or the question of whether OpenAI joined a shared decision API. OpenAI’s Bedrock Responses API information

Authentication, billing and model coverage
The cited material does not provide a directly comparable account of authentication, billing or supported models across all four services. Check each provider’s current endpoint documentation for the model and deployment you intend to use; the AWS endpoint page specifically qualifies support by endpoint and Region. The available documentation does not justify a cross-provider price or performance comparison.

That claim is unverified by the cited public API references. OpenAI’s documented Decisions API shows that it offers its own decision-oriented endpoint, but it says nothing about participation in a separate group’s agreement. Conversely, the presence of OpenAI-compatible URLs in Ollama documentation does not show that OpenAI endorsed or joined System One. A claim about signing—or declining to sign—needs a direct announcement or other source that identifies the agreement and its participants.

How to evaluate a claimed shared API
- Find the original announcement or specification and confirm that it names the participants.
- Check whether the providers implement the same request and response schema, including typed inputs and score or probability fields.
- Distinguish a native implementation from an SDK adapter or a compatibility layer.
- Verify deployment location, supported models, endpoint and regional availability, authentication, billing, and version stability for the specific service you plan to use.
