Agile guides how a team develops valuable software and adapts to customer needs. DevOps brings together technical, process, and cultural capabilities for building, releasing, and operating software reliably. They are not competing alternatives: a team can use Agile to shape its work and DevOps practices to deliver, observe, and improve that work.
What is the difference between Agile and DevOps?
Agile is a set of values and principles for software development. Its emphasis is on people working together, delivering useful software, collaborating with customers, and adapting when circumstances change. The Agile Manifesto, published in 2001, expresses these as preferences—not a claim that processes, documentation, contracts, or plans have no value. The Manifesto explains that the items on the left are valued more than those on the right.
DevOps is a broader approach to improving the flow and reliability of software delivery and operation. DORA groups related capabilities into technical, process, and cultural areas. Examples include continuous integration and delivery, automated testing and deployment, monitoring, small batches, customer feedback, visible work, and a culture of learning. DevOps is therefore more than a toolchain or a separate operations department. DORA’s capabilities collection describes the range.

This is a practical distinction, not a universal boundary: organizations use the terms in different ways. Neither label guarantees speed, quality, or business success.

What does Agile mean in practice?
The Agile Manifesto names four value preferences: individuals and interactions over processes and tools; working software over comprehensive documentation; customer collaboration over contract negotiation; and responding to change over following a plan. The values do not forbid tools, documentation, agreements, or plans; they prioritize the left-hand side when choices must be made.
The Agile principles put those preferences into practice through early and continuous delivery of valuable software, frequent delivery of working software, welcoming changing requirements, daily cooperation between business people and developers, sustainable pace, technical excellence, simplicity, self-organizing teams, and regular reflection and adjustment.

Agile is not synonymous with Scrum or fixed-length sprints. Scrum is one framework teams may use; the Agile values and principles are broader. A team can adopt Agile practices without using a particular framework, and simply holding sprint meetings does not establish that it is acting on Agile’s underlying values.
What does DevOps mean in practice?
DevOps focuses on the system that takes software from change to production and feeds information back to the people improving it. That can mean automating integration and tests, keeping software deployable, reducing batch sizes, observing service behavior, and making work and learning visible across roles.

Tools can support this work, but installing a CI/CD product does not by itself create DevOps. Teams also need appropriate processes and a culture that supports collaboration, learning, and shared responsibility. DORA’s capability model spans all three areas.
How do Agile and DevOps work together?
Agile can help a team decide what valuable change to build and adapt based on customer feedback. DevOps capabilities help that team integrate, test, release, and operate changes while learning from delivery and production. Their overlap includes frequent delivery, collaboration, short feedback loops, and continuous improvement.

Continuous delivery is one important bridge. DORA defines it as the ability to release changes of all kinds on demand quickly, safely, and sustainably; its guidance emphasizes keeping software deployable and getting fast feedback. DORA’s continuous delivery guidance distinguishes that capability from continuous deployment: continuous delivery means a build can be deployed at any time, while continuous deployment automatically deploys every build. The distinction is also covered in the 2022 DORA report.
Using Agile does not automatically provide deployment automation or operational monitoring. Using DevOps capabilities does not automatically ensure that a team is building the right thing or incorporating customer input. Teams combine the two by connecting product decisions and feedback to a reliable delivery and operations loop.

How can a team decide what to improve first?
Start from the constraints affecting delivery and learning rather than choosing a label. Ask:
- How does the team gather customer feedback and use it to reprioritize work?
- How often does it produce working software that can be evaluated?
- How are changes integrated, tested, released, and recovered if something goes wrong?
- Who is responsible for operating the software, and how do developers learn from its behavior?
- Can the team see work in progress, delivery outcomes, and service reliability?
DORA identifies change lead time, deployment frequency, change fail percentage, and failed deployment recovery time as software delivery measures. It also uses service level objectives to measure reliability. These can reveal aspects of flow and stability, but no single metric proves that a team is Agile or DevOps. Interpret measures in context rather than optimizing one number at the expense of useful software or reliable service. See DORA’s Core model.
What the evidence does—and does not—establish
The Agile Manifesto and DORA materials describe values, principles, capabilities, and measures; they are not a universal implementation recipe. A Google Cloud / DORA page for the 2021 report says it represented seven years of research and data from more than 32,000 industry professionals worldwide. That is a historical report description, not a current headcount or a guarantee that a particular practice will produce a specific result. The 2021 report announcement gives that context.
