DevOps is a way for development and operations teams to share responsibility for delivering and running software. Tools such as Jenkins, Docker, cloud platforms, and monitoring services can support that work, but installing them does not create a DevOps culture. The approach depends on collaboration, automation, feedback, and ongoing improvement.
How DevOps works: a small change from commit to production
Imagine a developer changing a sign-in screen in a small application. The change moves through a delivery workflow in which developers and operations staff share information and responsibility rather than handing work off across a wall. The exact tools and team boundaries vary by organization.
- Store and review the change. The developer commits code to version control. Teammates review it so defects, design concerns, and operational effects can be discussed before release.
- Build and test automatically. A continuous integration (CI) pipeline builds the application and runs automated tests when code changes. Failures give the team earlier feedback than discovering a problem after deployment.
- Deploy through environments. A deployment process moves the change through a test environment and, when it is ready, into production. Continuous delivery is the practice of keeping software in a state where it can be released through a repeatable process; it does not mean every change must be released immediately.
- Watch what happens in production. The team uses monitoring to follow known indicators such as errors or response time, and observability to investigate behavior and patterns it did not anticipate.
- Respond and learn together. If the change causes errors or makes the application slower, developers and operations investigate the evidence, address the issue, and use what they learn to improve later changes and the delivery process.
Google Cloud’s collection of DevOps capabilities includes version control, continuous integration, test automation, deployment automation, continuous delivery, and monitoring. DORA’s guidance makes an important distinction: having a tool is not the same as establishing the capability. Teams need processes and working practices that make the tool useful.
Tools in a DevOps toolchain
A toolchain is a set of technologies that supports the delivery lifecycle. SitePoint’s article gives Jenkins and Docker as examples, not as a required or complete stack. Choose tools for the work they enable and how well they fit the team’s systems and responsibilities.

When comparing options, consider the capability each one supports, fit with the existing technology stack, interoperability, team autonomy, ease of use, security needs, visibility into production, and the effort required to operate and maintain it. DORA’s continuous delivery guidance and monitoring and observability guidance focus on capabilities and improvement, not vendor rankings. A tool that adds complexity or isolates information can work against the collaboration the team is trying to build.
Potential benefits of a DevOps culture
- Faster feedback: Automated builds, tests, and production signals can help teams find problems closer to when they are introduced.
- More repeatable releases: Automated delivery steps can reduce reliance on fragile manual handoffs and make the release process more consistent.
- Better production visibility: Shared access to monitoring and observability information can help teams detect and diagnose issues.
- Stronger collaboration: Shared responsibility encourages developers and operations staff to consider both software changes and their effects in production.
- Potentially better delivery and availability outcomes: DORA reports an association between continuous delivery and improved delivery performance and availability. These are research findings, not guaranteed results for every organization.
DORA’s 2023 State of DevOps report reports that generative organizational cultures correlated with 30% higher organizational performance, and that teams prioritizing user needs correlated with 40% higher organizational performance. These are aggregate associations, not promises that adopting DevOps practices will produce the same gains in a particular company. The report also emphasizes continuous learning and adaptation rather than optimizing only for performance targets.

Costs, limitations, and common obstacles
DevOps requires sustained organizational and technical work. Automation can speed up a sound process, but automating a poorly understood or unreliable process may simply make problems happen faster.
- Changing habits and incentives: Teams accustomed to separate ownership may need to change how they coordinate, share information, and handle responsibility for production outcomes.
- Investing in tests and automation: Pipelines need reliable tests, maintenance, and attention to failures. Automation is not a substitute for deciding what quality checks matter.
- Coordinating across teams: Agreement may be needed on release procedures, ownership, security expectations, and how incidents are handled.
- Adapting processes and architecture: Existing applications or release structures may make safe, frequent changes difficult, so technical redesign can be part of the work.
- Maintaining the delivery system: Pipelines, infrastructure, and monitoring need ongoing operation and improvement.
Continuous delivery is intended to reduce release risk and improve delivery outcomes, but DORA describes it as a capability that takes sustained work and cross-team agreement on processes and tools. A purchase alone cannot supply that agreement.

Security belongs in the shared workflow
DevSecOps applies the shared-responsibility idea to security: product, development, security, and operations teams treat it as part of delivering and running software rather than as a final handoff. Microsoft Learn’s organization and culture in DevSecOps guidance describes leadership, mindset, collaboration, and continuous improvement as elements of that culture.

What DevOps is—and is not
DevOps is not a single product, a fixed set of job titles, or a one-time implementation. Google Cloud describes DevOps through capabilities spanning technical, process, and cultural areas. Its current overview says DORA’s research was collected from more than 40,000 professionals over nearly a decade; that figure describes the scope of the research, not a predicted outcome for an adopting team. SitePoint’s article, originally published in 2016 and updated in 2024, likewise presents DevOps as a culture centered on collaboration and trust.
In practice, a team can use Jenkins, Docker, and cloud services without working in a DevOps way if responsibility remains siloed and production feedback does not influence development. Conversely, the relevant question is not whether a company uses a particular branded tool, but whether its people and processes make delivery, operation, and learning a shared effort.
