They are different Android management models. A device-admin app asks the user to enable a set of declared policies. A device owner is a device policy controller (DPC) assigned during managed-device provisioning and can manage a fully managed device. For a work profile, the corresponding role is profile owner—not device owner.

Device admin vs. device owner at a glance

Typical context Narrower or legacy uses, such as some screen-lock requirements or remotely wiping a lost device. Organization-owned, fully managed devices, including dedicated or shared devices.

What a device-admin app does

Android’s Device Administration API lets an app declare policies and request administrator activation. During activation, Android shows the policies the app has declared; if the user declines, those policies do not take effect. Android describes uses including email clients, security apps that can remotely wipe a device, and device-management services. This user-enabled role is not the same as enrolling a DPC as device owner. Android’s device administration overview

Device admin is not a blanket permission to control every part of a phone. The app’s authority is bounded by the policies it requests and by Android’s version-specific behavior. That matters when following older instructions: a feature shown in legacy documentation may no longer be available to a device-admin app.

What device-owner mode means

A device owner is a DPC assigned as part of managed-device provisioning. Android describes this mode as having full control over the device, and says the user cannot modify the device owner. In practice, administrators should read that authority in the context of the Android release, device configuration, and specific policy APIs: capabilities do not necessarily behave identically across versions or manufacturer builds. Device-owner mode is intended for devices managed as a whole by an organization. The DPC can apply policies at device scope, unlike a role whose authority is limited to a work profile. Provisioning is not simply a switch a user turns on in Settings; it establishes the management mode during the managed-device setup flow.

Profile owner and work profile are different again

A profile owner manages a work profile, which separates work apps and data from personal apps and data. The personal profile remains under the user’s control. Android says a DPC can run in profile-owner mode on a personal device or in device-owner mode on a fully managed device; those modes do not have identical capabilities.   • Whole device managed by an organization: Device-owner mode is the relevant model.
  • Work data managed separately on a personal device: Profile-owner mode with a work profile is the relevant model.
  • User-enabled app requesting a defined set of policies: That is the device-admin API model, not device-owner enrollment.

Why older device-admin instructions may fail

Android 9 deprecated several policies for DPCs using device admin, including disabling the camera, disabling keyguard features, password expiration, and password limits. Those policies continued to function in Android 9, but Android’s enterprise release notes say that, starting with Android 10, calls to those listed policies by a device-admin app throw SecurityException. Android did not remove the entire device administration API: the same release notes said policies such as wipe data, force lock, and reset password remained available at that time. For a current deployment, match the management mode to the intended scope and check the policy’s Android-version requirements. A policy supported in one mode or release should not be assumed to work in another.
