You can build an offline-first app without a backend: make durable data on the device the authoritative source, and have the interface read from and write to it directly. Then make an explicit choice about whether the app is single-device, supports user-controlled export and import, or synchronizes directly between peers. Those choices determine what happens when a device is lost, when two copies change independently, and when an operation needs a single authority.
What offline-first means when there is no backend
Offline-first describes how the app behaves when the network is unavailable; it does not require a cloud service. With no server, local persistence is not merely a cache of remote data. It is the durable source of truth for the app.
Android Developers’ guidance puts the baseline plainly: “At a minimum, an offline-first app must be able to perform reads without network access.” Its examples include structured databases such as Room, protocol-buffer-backed DataStore, and simple files. These are platform examples, not a universal storage prescription. The Local-First Software paper similarly describes device-local data as the primary copy, with options including SQLite, Core Data, and plain files.
Choose where the data lives
Select persistence according to the data’s shape, query needs, and recovery requirements—not because one storage type is automatically “offline-first.”

- Relational database: Useful when records have relationships, need queries or constraints, or must be updated together. SQLite is one possible choice.
- Files with indexed metadata: A good fit for documents or media, especially when file contents are large or naturally handled as separate assets.
- Platform-specific stores: Android’s offline-first guidance gives Room, DataStore, and files as examples. Choose based on the platform and the app’s access patterns.
Keep storage details behind an application boundary where that helps the interface avoid depending on a particular persistence format. Plan for schema migrations and recovery along with the initial data model; data that cannot survive an app update or be restored is not a dependable local source of truth. SQLite documents its transaction behavior and write-ahead logging, but configuration choices depend on the app and platform: SQLite Write-Ahead Logging and SQLite Is Transactional.
Make reads and saves local by default
Views should read from the local store so they can show available data immediately and consistently, including after an edit or an import. Observable state can notify the interface as local records change. For work the user expects to keep, persist the change locally before showing it as saved; a nonexistent server request should not be on the critical path to completing a local edit.

Not every operation can honestly succeed offline. Android’s guidance distinguishes online-only writes for operations that require immediate network success, queued writes for work that can wait, and lazy writes that persist locally before later synchronization. In a product with no server, queued network work has nowhere to go unless an optional service is introduced. The useful design distinction remains: decide which actions are valid local changes and which require an external authority, and communicate the latter as unavailable until that authority can be reached.
Decide how users recover or move their data
Local storage alone does not protect data from device loss, app deletion, or a failed device. A second device is not a backup unless the data actually gets copied or synchronized to it. State clearly whether information exists only on the current device, and give users an understandable route to export, copy, and restore it if portability or recovery matters.

There is no universally correct backup mechanism. Choose one that fits the operating system, data sensitivity, file size, and user expectations. A manual export/import workflow is simpler than automatic synchronization, but it puts the transfer step on the user and requires clear guidance about where exported files go and how to import them. Whatever approach you choose, test the restore path as well as the save path.
Pick a cross-device model deliberately
If users need the same data on multiple devices, a serverless design needs another communication path or a user-mediated transfer. The main options have different costs:

Peer-to-peer collaboration does not make a distributed system’s problems disappear. In their PushPin paper, Peter van Hardenberg and Martin Kleppmann describe local-first software as continuing to work locally while cross-device synchronization happens in the background when a network is available. They also note that local storage, offline editing, and serverless synchronization make an app “intrinsically distributed.” Devices may not be online together, so copies can diverge before they exchange changes.

Before implementing synchronization, decide what should happen when two devices change the same or related data independently. The right rule depends on the data and the promise the product makes: edits might be combined, one change might take precedence, or the user might need to resolve a conflict. Do not treat a technical merge as proof that the result respects the app’s rules.

Conflict-free replicated data types (CRDTs) can help suitable collaborative data converge, but they are not a blanket solution. PushPin’s authors identify broader engineering concerns including authentication and access control, privacy, indexing and search, schema evolution, compatibility, and showing users which devices have synchronized. Peer-to-peer connections can also be constrained by routers and networks. The merge model must fit the data; the product still needs deliberate answers for permissions, identity, and reachability.
Keep globally constrained actions honest
Some actions depend on a single up-to-date authority or coordination among participants. Payments, shared inventory, and permission changes are examples where two devices acting independently offline may produce outcomes that cannot later be reconciled with the intended rule. For these operations, either require the authority before accepting the action or constrain the workflow so offline changes cannot violate the invariant. Avoid presenting a locally recorded intent as a globally accepted transaction.

- List essential behaviors. Separate work that should function entirely offline from actions that require an external authority.
- Choose the local data model. Match a database, files, or a platform store to query patterns, relationships, constraints, and media needs.
- Make local persistence the read path. Load the interface from durable local state and update it as local edits or imported changes arrive.
- Set save semantics. Write work that must survive before indicating it is saved; distinguish local completion from externally authorized completion.
- Plan migrations and recovery. Decide how stored data changes across app versions and how users can restore or export it.
- Choose a multi-device policy. State whether the product is single-device, uses manual transfer, or supports peer-to-peer synchronization.
- If replicas can diverge, define merges and safeguards. Specify conflict behavior, identity, permissions, privacy, and what happens when peers cannot connect.
- Test failure cases. Include interrupted writes, app restarts, upgrades, restore from export, independently edited copies, and actions attempted without required authority.
