If your Ruby project still relies on Bundler 1, Dependabot may be unable to resolve its dependency files and create update pull requests. The usual fix is to make the project compatible with Bundler 2, update the lockfile, review the changes, and commit it.
What changed and who needs to act?
GitHub announced the deprecation on September 5, 2024, and confirmed that support ended on October 7, 2024. Its original notice identified Bundler 2.5 as the newest supported release at the time; that dated statement should not be read as a claim about the latest Bundler version today. GitHub’s retirement notice says affected projects may no longer receive Dependabot pull requests.

How to migrate a project from Bundler 1 to Bundler 2
- Inspect the lockfile and runtime. Open
Gemfile.lockand find theBUNDLED WITHsection at the bottom. Note its version, then check the Ruby and RubyGems versions used in your development, CI, and deployment environments. - Check Bundler 2 compatibility. Confirm that the Ruby and RubyGems versions meet the requirements for the Bundler 2 release you intend to use, and check whether any dependencies impose a Bundler 1-only constraint.
- Install or select Bundler 2. Bundler’s Bundler 2 release guidance explains how Bundler 1 and 2 can coexist and how the lockfile can select a Bundler version.
- Update the lockfile’s Bundler version. For an explicit migration, run
bundle update --bundlerusing the project’s intended Bundler 2 version. Bundler documents this command in its update command reference. - Review and commit the result. Inspect the
Gemfile.lockdiff for unexpected dependency changes. Run the project’s normal tests and deployment checks, then commit the reviewed lockfile.
What does BUNDLED WITH control?
For Bundler 2.3 or later used with RubyGems 3.3 or later, bundle install uses the exact Bundler version recorded in the lockfile’s BUNDLED WITH section. The documented way to change that recorded version is bundle update --bundler. See the Bundler install command reference. This behavior depends on both tool versions; do not assume it applies to older RubyGems or Bundler combinations.

What if Dependabot still cannot resolve the dependencies?
Upgrading the Bundler entry alone may not be enough. A gem can explicitly constrain the project to Bundler below version 2. GitHub’s Dependabot discussion gives an example of a Rails constraint requiring bundler >= 1.3.0, < 2.0. If a dependency has that kind of constraint, update or replace it with a compatible dependency before expecting Dependabot to resolve the files.
- Read the full error and identify the dependency or version constraint it names.
- Check whether the constraint requires Bundler below 2, and whether the dependency has a compatible release.
- Update the dependency or replace it, then regenerate and review the lockfile.
- If the project cannot yet move to compatible dependencies, Dependabot may remain unable to create updates for it.

- Lockfile control: Decide whether to preserve the existing dependency resolutions while changing the Bundler version, or whether related dependency updates are also necessary.
- Runtime compatibility: Verify the Ruby and RubyGems versions in all environments against the Bundler release you select.
- Dependency constraints: Find gems that explicitly require Bundler below 2; resolve those constraints first if they block installation.
- Reproducibility: Keep the intended Bundler version recorded in
BUNDLED WITHand commit the resulting lockfile. - Operational risk: Review the complete lockfile diff and run the project’s established CI and deployment checks before relying on the change.
