The Municipal Corporation of Delhi (MCD) has approved repurposing 78 community centres as Ayushman Arogya Mandir primary-healthcare facilities, Hindustan Times reported on 3 October 2026, describing the number as one in four of Delhi’s community centres. The approval does not mean the sites are already open: the selected locations were shared with the Delhi government for a feasibility study, and the report gives no opening timetable.
What has MCD approved?
Hindustan Times reports that MCD approved 78 community-centre sites for conversion into Ayushman Arogya Mandirs. The newspaper characterized the 78 sites as 25%—or one in four—of Delhi’s community centres. The report does not give a precise denominator for community centres alone, so that share should be understood as the newspaper’s description, not a ratio recalculated from the broader municipal total it also reports.
The report says MCD has 299 community halls and centres combined. In a survey from the prior year, officials identified 114 community halls and eight community centres as vacant or underused. Those figures are reported by Hindustan Times, citing MCD data and officials; they are not independently verified here.

Why were these locations selected?
According to the MCD commissioner’s proposal quoted by Hindustan Times, the Community Services Department identified halls and sites with comparatively low annual bookings and suitable accessibility, then shared them with the Delhi government for a feasibility study. The report does not say that the feasibility study is complete.

Among the named examples are community halls in Meenakshi Garden, Hari Nagar, Rohini Sector 24, Timarpur, Fateh Nagar, New Rajinder Nagar, Rohini Sector 15 and East Patel Nagar. Hindustan Times reports that these locations were booked between two and 17 days per year. The examples illustrate the low-booking rationale; the report does not provide a complete site-by-site list of all 78 locations.
What is an Ayushman Arogya Mandir?
Ayushman Arogya Mandir is the renamed Ayushman Bharat Health and Wellness Centre initiative. It is intended to bring comprehensive, free and universal primary healthcare into local communities. The report does not specify the services planned at each of the 78 MCD sites, their operating hours, or when residents can start using them.

A Directorate General of Health Services Delhi facility-list annexure shows that a government list of Arogya Mandirs exists and includes urban facilities. However, that list predates the reported MCD decision and does not confirm that any of the 78 proposed community-centre locations are included.
Will the centres be ready to operate?

- An unnamed senior MCD official told the newspaper that 1,288 community workers and staff members were needed for smooth operations, with those positions vacant. The official said outsourcing could help address the resource gap.
The report also describes an internal audit of south Delhi halls: 39 were booked fewer than 10 days a year, 48 were booked 11–50 days, 15 were booked 51–100 days, two were booked 101–150 days, and two were booked more than 150 days out of 365. These are figures reported by Hindustan Times from the audit, not independently checked municipal records.

The approval and the selection rationale are reported, but the available account does not establish the operational details residents would need to plan a visit. It provides no opening schedule, individual service menus, staffing plan, conversion budget or named public progress tracker. MCD’s in-principle authority for the commissioner to clear future proposals applies to later suitable municipal properties; it is separate from the reported approval for these 78 sites.

For now, the key distinction is between approval to repurpose selected sites and a facility that is ready and open for care. The report confirms the former, while leaving feasibility, readiness and public access dates unsettled.
