“Power AI Builder” is not established as the official name of a separate Microsoft product. The likely intended term is AI Builder, a capability in Microsoft Power Platform that lets organizations add AI functions to apps and business processes, including form processing, object detection, prediction, text classification, and recognition. Microsoft’s Power Platform licensing guidance describes AI Builder in this context.
What is Microsoft AI Builder?
AI Builder is a set of AI capabilities used within Microsoft Power Platform, rather than a standalone physical product. Its purpose is to help organizations incorporate AI into business applications and workflows. Microsoft lists scenarios such as processing forms, detecting objects in images, making predictions, classifying text, and recognizing information.
More specific examples in Microsoft Learn’s AI Builder licensing overview include extracting information from receipts, invoices, identity documents, contracts, and health insurance cards; optical character recognition (OCR); sentiment and language detection; key phrase and entity extraction; translation; image description; and business card reading. The available capabilities and licensing rates can change, so this list should not be treated as a guarantee that every feature is available in every environment or plan.

Where can you use AI Builder?
Power Apps and Power Automate
AI Builder features can be incorporated into Power Apps and Power Automate solutions. For example, a business process can use a model to extract information from a document and pass the result into a workflow. A Power Automate flow that uses an AI Builder action has an additional licensing consideration: Microsoft classifies these actions as premium connectors, so the flow is a premium flow and requires Power Automate Premium licensing. Agents and agent flows
Microsoft Learn also describes AI Builder features being used in agents and agent flows. Credit consumption depends in part on where the feature runs: agents and agent flows consume Copilot Credits, while AI Builder actions in apps and flows use the applicable credit rules described in Microsoft’s licensing overview.
Does AI Builder use credits?
It can. Microsoft says AI Builder features in Power Apps and Power Automate may consume AI Builder credits or Copilot Credits. The important distinction is between preparing a model and running it: Microsoft Learn states, “Building custom and testing models (including prompts) doesn’t require AI Builder credits or Copilot Credits.” Using a model in an agent, agent flow, app, or flow does consume credits.

- Apps and flows: actions first use available AI Builder credits and may use Copilot Credits if AI Builder credits are absent or exhausted.
- Credit timing: consumption is tracked and resets monthly; unused credits do not roll over.
For pay-as-you-go arrangements, the cloud flow run meter is separate from AI Builder credit consumption. Microsoft’s licensing overview also identifies a Power Platform environment with Dataverse among the qualifying prerequisites. Check the current terms for the specific environment and feature before deployment.

What changed in AI Builder licensing?
Microsoft’s licensing rules are in transition, so availability depends on when an organization became a customer and when its licenses were purchased or renewed.

- From November 1, 2025: new customers must purchase Copilot Credits to run AI Builder features. AI Builder capacity add-ons are limited to renewal or true-up by existing customers. Microsoft also states that AI Builder trials are discontinued.
- From November 1, 2026: new or renewed Power Platform and Dynamics 365 licenses will no longer receive seeded AI Builder credits. Eligible licenses bought or renewed before that date retain their seeded credits through the applicable contract term.
These dates and eligibility conditions come from Microsoft Learn’s AI Builder licensing overview. They are not a universal price or cost estimate: the right licensing arrangement depends on the organization’s licenses, environment, and how it runs AI Builder.

- Confirm that AI Builder is the capability you mean; “Power AI Builder” is not established in the cited Microsoft material as a separate official product name.
- Identify whether the feature will run in a Power App, a Power Automate flow, an agent, or an agent flow, because the credit rules differ.
- For Power Automate, account separately for the Premium licensing requirement when a flow uses an AI Builder action.
- Verify environment prerequisites, available features, credits, and current licensing terms with Microsoft. The Power Platform licensing guidance notes that listed prices and terms can change; scenario-specific guidance is available from Microsoft Sales or a Microsoft Certified Partner.
Microsoft’s Power Platform licensing guidance describes Power Automate Premium as including access to AI Builder capacity for listed use cases, but later licensing changes restrict who can buy AI Builder capacity add-ons. Do not assume that an older capacity description applies to a new customer or every current plan.
