A customer support chatbot is software that talks with customers through text or voice to answer questions, provide information, guide them through support tasks, or route their issue to the right place. Some chatbots follow fixed rules. Others use AI to interpret more varied wording. Either way, a useful one gives the customer a clear way to reach a person when it cannot resolve the request.

What the term means

The core idea is simple: a chatbot is a software application that communicates with people in a conversational way. IBM Think’s explainer on chatbots (published 15 October 2021, updated 16 July 2026) describes chatbots as applications that communicate through text or voice, and it stresses that the word alone does not tell you how the bot was built. A chatbot may be rule-based or AI-powered.

IBM’s guide to AI customer service chatbots, written by Amanda Downie and Molly Hayes and published 7 November 2025, uses a narrower, AI-specific definition:

“A customer service chatbot refers to an automated software application that uses artificial intelligence (AI) to simulate human conversation and assist customers with their inquiries.”

That sentence describes an AI-based support bot. The broader term “customer support chatbot” is wider: a scripted bot that only offers menu options and a link to a help center is still a customer support chatbot, even though it uses no AI at all. When you read vendor material, check which meaning is in use.

Chatbot, conversational AI, and AI agent are different things

These three terms are often used interchangeably, but they describe different layers of the same technology stack.

Conversational AI A broader category of technologies that enable systems to understand and respond to human language. A support chatbot is one application of conversational AI, not the whole category.
AI agent A system that may plan and carry out more active or multi-step tasks using tools. Some support bots are moving in this direction. Vendors use the label inconsistently, so judge the product by what it can actually do.

Rule-based or AI-powered: how the two differ

The most useful way to understand a support chatbot is to ask how it interprets what a customer types. The table below compares the two common designs on the axes that matter most for customers and support teams.

Neither design is automatically better. A rule-based bot is easier to control for a narrow set of questions, such as store hours or password reset steps. An AI-powered bot suits a wider range of customer wording but needs careful setup to stay accurate.

What customers use a support chatbot for

Common uses, as described in IBM’s guidance on chatbots, include:

  • Answers to frequently asked questions
  • Information about products or policies
  • Troubleshooting guidance
  • Order status
  • Return or account support
  • Routing a request to the right team

The list describes what a bot may be built to do, not what every bot can do. Capability depends on how the system is configured and what it is allowed to access.

Information only or taking action

A chatbot that answers from a fixed set of articles is a different product from one connected to order management or account systems. IBM’s explainer notes that more advanced chatbot systems may connect to business applications or databases to retrieve information or carry out defined actions. Before assuming a bot can change something on a customer’s account, check:

  • Which systems the bot is integrated with
  • Whether it can read data, write data, or both
  • Which actions are permitted and under what conditions
  • Whether it verifies the customer’s identity before showing account details

The human handoff

A chatbot should make it easy to reach a person when it cannot resolve a request. IBM’s guidance treats this as a core part of the definition, not an optional extra. Handoffs happen in two situations.

Planned escalation

Some requests should go to a human from the start, such as work that requires an agent or a sensitive subject. The bot can be configured to recognize those requests and transfer them without trying to answer.

Fallback escalation

If the customer cannot get help from the assistant, the bot should offer a route to a person instead of repeating the same prompt. A dead end with no way out is the most common failure a customer will notice.

Passing context to the agent

When the transfer happens, the conversation history and any useful details should travel with it, so the customer does not have to explain the problem again. IBM’s documentation on connecting to a live agent describes how this handoff is set up in IBM Watson Assistant.

A bot that does these three things well meets the working definition: it answers what it can, recognizes what it cannot, and gets the customer to the right person without a restart.
